About this file

This is a Surface Water Management Report for Veterans Memorial Boulevard Phase 2, prepared by RWA, Inc. for the Collier County Board of Commissioners in Naples, Florida, dated July 2024. The report documents the design and calculations for a surface water management system serving 58.1 acres of right-of-way for the proposed extension of Veterans Memorial Boulevard. The project consists of approximately 6,500 linear feet of four-lane divided roadway connecting to US 41 and Old 41, with three major drainage basins divided into thirteen sub-basins. The system includes wet and dry detention ponds designed to manage water quality and stormwater attenuation, with control elevations of 10.50 feet NAVD for basins east of the railroad and 8.50 feet NAVD for basins west of the railroad. The allowable discharge rates are limited to 0.12 cfs per acre for the Imperial Drainage Outlet Basin and 0.13 cfs per acre for the Wiggins Bay Outlet Basin per Collier County Stormwater Ordinance 2017-19.

The report includes detailed water management calculations for both pre- and post-development conditions, demonstrating compliance with water quality requirements through the provision of storage volumes exceeding the minimum one-inch runoff requirement by fifty percent for discharge to Outstanding Florida Waters. Hydraulic modeling results for 25-year and 100-year storm events are provided, along with floodplain compensation analysis showing the project acts as an exporter of stormwater with additional storage capacity. Nutrient loading analysis indicates the proposed wet detention ponds with littoral zones will achieve nitrogen treatment efficiencies of 49 percent and phosphorus treatment efficiencies ranging from 84 to 97 percent, meeting SFWMD requirements. The project will require modifications to existing Environmental Resource Permits for Veterans Memorial Boulevard Phase 1, the Triangle Parcel, and Mercedes Benz of Bonita Springs developments, with water quality treatment provided through multiple control structures discharging to the Cocohatchee River.

SECTION I

PROJECT PURPOSE

This application is a request for an Individual Environmental Resource Permit authorizing the construction and operation of a surface water management system serving ±58.1 acres of right-of-way known as Veterans Memorial Boulevard Phase 2. Veterans Memorial Boulevard Phase 2 is an extension and modification of the constructed Phase 1 roadway approved under ERP No. 11-102981- P, Application No. 210419-5949, for a total of ±88.7 acres for the Veterans Memorial Blvd surface water management system.

PROJECT SITE DESCRIPTION

The general project location begins to the west of the new high school entrance on the Veterans Memorial Boulevard Phase 1 roadway and ends at US 41 with undeveloped wetlands located west of Old 41 in Naples, Florida. Currently, there is approximately 6,900 linear feet of four-lane roadway constructed under Phase 1 from the new high school east to Livingston Rd.

EXISTING DRAINAGE CONDITIONS

The existing drainage for the project site is shown on the Existing Drainage Map within the plans.

Currently the four-lane roadway discussed above is included in one (1) major basin separated into three (3) sub-basins and is permitted under ERP No. 11-102981-P. The runoff from the roadway is stored in either an on-site lake or dry detention pond to allow for water quality and attenuation. Each drainage basin within Phase 1 is controlled at an elevation of 10.50 ft NAVD.

The Mediterra development, to the north of the right of way, was originally permitted under ERP No.

11-01761-P, Application No. 990126-4. As part of Veterans Phase 1 a 48” pipe from Mediterra control structure #2 in lake #24 connects to a junction box located in the 20 ft drainage easement and is routed through a 48” pipe to the east and south around the wet detention lake in Phase 1. This 48” pipe discharges to the same drainage easement within the Imperial Golf Estates site that the existing flow went to and splits flows to the east and south. This was not combined with the Phase 1 SWM system and will not be combined with the Phase 2 SWM system as the flows have already been treated on the Mediterra parcel.

The undeveloped portion of the Veterans Memorial Boulevard right of way between the railroad tracks and the Phase 1 western limits currently flows to the south in a ditch constructed to carry the Mediterra discharges from DA #2 and then discharges directly via surface flow into the ditch along the north side of the Imperial Golf Estates development.

Stormwater from the Veterans Memorial Boulevard right of way west of the railroad tracks is controlled at 8.50 ft NAVD and drains south to Wiggins Bay. This is done via existing ditches along US 41, Old 41, and the western boundary of the Conservation Collier parcel.

PROPOSED PROJECT

The project will consist of a four-lane divided roadway extension with turn lanes for the Old 41 and US 41 intersections. Approximately 4,950 linear feet of four-lane divided roadway will be extended to the west to connect the new high school to Old 41. Another ±1,550 linear feet of four-lane divided roadway will connect the Veterans Memorial Blvd intersection at Old 41 with US 41 to the west. The result will be approximately 6,500 linear feet of four-lane divided roadway.

The Veterans Memorial Boulevard Water Management System consists of three (3) major basins divided into thirteen (13) sub-basins. Each basin will include an on-site lake or dry detention pond to allow for water quality and attenuation. The sub-basins east of the railroad tracks (Basin 1) are controlled at an elevation of 10.50 ft NAVD. The sub-basins west of the railroad tracks (Basin’s 2 &

3) are controlled at an elevation of 8.50 ft NAVD. The control elevation for Basin 1 east of the railroad tracks was determined from the existing ERP (Permit No. 11-102981-P) for Veterans Memorial Boulevard Phase 1. The control elevation for Basin’s 2 & 3 west of the railroad tracks was determined from existing ERP’s for adjacent parcels and ultimately matches the control elevation utilized for the Mercedes Benz of Bonita Springs ERP (Permit No. 11-03669-P). Run-off from each basin will be conveyed via sheet flow to curb inlets to wet and dry detention ponds within each basin.

LAND USE

See “Staff Report Data” in Section II of this report for the land use breakdown.

DISCHARGE

Allowable discharge for this project is limited to 0.12 cfs per acre for the basins east of the railroad (Imperial Drainage Outlet Basin) and 0.13 cfs per acre for basins west of the railroad (Wiggins Bay Outlet Basin) as specified in the Collier County Stormwater Ordinance 2017-19.

The existing control structure from the Veterans Memorial Boulevard Phase 1 SWM system will be removed and replaced with the proposed control structure (CS-1) in the expanded Phase 1 wet detention pond. The existing 24” RCP pipe will convey discharge to a swale that ultimately leads to the canal on the east side of Imperial Golf Estates residential community. While no impacts are expected for the Mediterra SWM system, the proposed improvements to the Veterans Memorial Boulevard SWM system will require a modification to the Phase 1 ERP (Permit No. 11-102981-P).

The existing control structure for the Triangle Parcel will be removed and replaced with a proposed control structure (CS-TP3) in the same location and convey discharge through an 18” RCP pipe to the wetlands east of the Triangle Parcel. A modification to the Triangle Parcel ERP (Permit No. 11- 02353-P) will be required for the proposed improvements. The wetlands drain to the existing ditch along Old 41 which ultimately crosses US 41 at the intersection.

A third proposed control structure (CS-CC4) will convey discharge from proposed Wet Detention Pond #2 to the existing ditch within the 100 ft FPL easement known as the Imperial West Landmark FPL Ditch (Permit No. 11-01540-P) along the east boundary of the Landmark Estates (Permit No. 11- 00178-S).

RECEIVING BODY

The portion of the project located east of the railroad flows through the Imperial Golf Estates SWM system and ultimately outfalls to the Cocohatchee River via a canal on the south side of Imperial Golf Estates. The tailwater used for the hydraulic modeling was estimated based on hydraulic conditions within the Imperial Golf Estates system.

Stormwater from Basin 2 located west of the railroad and east of Old 41 will flow south via the Imperial West Landmark FPL Ditch and cross US 41 via the Imperial Drainage Outfall stream and outfall to the Cocohatchee River. Stormwater from Basin 3 located west of Old 41 will flow through roadside ditches along Old 41, Tarpon Cove Drive, and Gulf Harbor Drive before the outfall to the Cocohatchee River south of Wiggins Pass Road. The tailwater used for the hydraulic modeling was estimated on assumptions made for the ditch along the Old 41 roadway.

WATER QUALITY

The proposed wet and dry detention ponds will provide water quality for the project. An additional 50% above the required water quality volume of 1 inch over the basin area is provided to meet the anti-degradation requirements for discharge to an OFW.

The proposed roadway will require the removal of the Mercedes Benz existing dry detention area within the 90 ft reservation area for the Veteran’s Memorial Boulevard right of way. The dry detention area along the eastern boundary of the Mercedes Benz development will provide the 0.5 inch dry pretreatment volume required prior to discharging through the proposed control structure (CS-MB2) to proposed Wet Detention Pond #2. A modification to the Mercedes Benz ERP (Permit No. 11-03669- P) will be required for the proposed improvements.

IRRIGATION WATER SOURCE

Collier County will be using water from the proposed 12” water main to be installed as a part of this project for irrigation water. No water use permit will be required.

The site is located within the Wiggins Bay Outlet Basin according to the "Allowable Discharge Rates for Projects in the South Florida Water Management Distict."

An additional 50% water quality volume will be provided according to the SFWMD policy for discharge to sensitive receiving waters.

25-year 3-day = 11.50 inches

There will be a berm constructed around the water management system (Drainage Area) , with a minimum crest elevation set at the 100-year 3-day peak. Onsite indigenous preserve and canal maintenance easement areas will be outside of the Drainage Area.

Based on SFWMD Environmental Resource Permit Applications Handbook, Volume II - Using Method 1, SFWMD ERP Application #031219-10 (Permit #11-02353-P) and SFWMD ERP Application #141112-2 (Permit #11-03669-P), the Rainfall Amounts chosen for the design are:

100-year 3-day = 15.00 inches

10-year 1-day = 6.70 inches

The Control Elevation varies between 8.28 and 8.50 ft NAVD based on SFWMD ERP Application #031219-10 (Permit #11- 02353-P) and Application #141112-2 (Permit #11-03669-P) The subject property consists of 44.36 acres.

The Drainage Area will consist of 44.36 acres

Average depth to water level is ± 3.77 ft. Refer to "Water Quality Calculations" and "Lake and Basin Storage Calculations."

Soil compaction factor = 25%.

The following water quality calculations will show storage elevation for the first inch of storm water runoff or 2.5 times the percent impervious, whichever is greater. The bleeder will be designed to allow 1/2" discharge over a 24 hour period.
