About this file
This is a Mitigation Plan prepared by Turrell, Hall & Associates for Collier County, Florida, documenting environmental impacts and required compensatory mitigation for the Veteran's Memorial Boulevard Extension Phase 2, Basin 1 project (Application 260529-64674). The 13.70-acre project represents a continuation of Phase 1 roadway construction extending from Aubrey Rogers High School west to the railroad tracks within Sections 10, 11, and 15 of Township 48 South, Range 25 East in Collier County. The plan quantifies direct and secondary impacts to wetland habitats including cypress, hydric pine flatwood, pine-cypress-cabbage palm, inland ponds and sloughs, and other surface waters. Phase 1, completed under permit 11-0102981-P, directly impacted 1.15 acres of wetlands, which were offset through 0.51 mitigation bank credits from Panther Island Mitigation Bank Expansion. The mitigation plan was revised in July 2026 and includes detailed habitat assessments utilizing the Uniform Wetland Mitigation Assessment (UMAM) methodology with qualitative descriptions and quantitative scoring for all impacted areas.
Phase 2, Basin 1 proposes direct wetland impacts of 5.62 acres and secondary wetland impacts of 0.45 acres, requiring a total of 2.85 freshwater forested mitigation bank credits from Panther Island Mitigation Bank to compensate for habitat value loss and function. Direct impacts result in a credit loss of 2.79, while secondary impacts account for 0.06 credit loss. The habitat assessment identifies prevalent exotic plant species throughout most of the project area, with the exception of high scrub habitat. Anticipated wildlife utilization includes species such as little blue herons, Florida panthers, Florida bonneted bats, big Cypress fox squirrels, woodstorks, and various other bird species. All proposed impacts and mitigation requirements are documented through UMAM data sheets, location maps, wetlands delineation exhibits, FLUCFCS classification maps, site plans, and impacts maps, which are subject to regulatory approval by Collier County environmental authorities.

1.0 INTRODUCTION
Veteran’s Memorial Boulevard Phase 1 was permitted to provide an extension of the existing roadway west of Livingston Road to the new Aubrey Rogers High School. Phase 2 of Basin 1 is planned to continue the Phase 1 roadway from Livingston Road to the railroad tracks. The applicant is proposing to modify the Phase 1 permit (11-0102981-P/ App. 200212-2778) to include this second phase of development.
Veteran’s Memorial Boulevard Phase 1 is located within Sections 11 and 12, Township 48 South, Range 25 East, Collier County, Florida, extending from Livingston Road to Aubrey Rogers High School. Veteran’s Memorial Boulevard Phase 2 is located within Sections 10, 11 and 15 Township 48 South, Range 25 East from the high school to the railroad tracks, all within Collier County, Florida. (Please refer to the Location Map- Exhibit 1)
For simplicity Phase 2 of this project will hence be defined in this document as Basin 1 (Application 2A- 260529-64674), the high school to just east of the railroad crossing.
1.1 SITE DESCRIPTION
Phase 1 of the project, which is 29.64 acres, now can be described as pavement (16.65 acres), dry detention (8.79 acres), stormwater treatment lake (1.98 acres), and green space (2.22 acres), all of which has been completed.
Phase 2, Basin 1, is a 13.70-acre continuation of Phase 1 to the west lying mostly within a dedicated road right-of-way (ROW) that has been slated for development by Collier County. A small 0.26-acre OSW feature to the southwest of the project will also be included to fill at the request of Conservation Collier who wants to re-establish that area as the rosemary scrub habitat was historically before ATV traffic created the depression.
Figure 1: Phase 2, Basin 1 Wetlands
A table of habitat types and acreages according to the Florida Land Use Cover and Forms Classification System (FLUCFCS) for Basin 1 is found below.

Much of Basin 1 is surrounded by development now to the north, south and east. Exotic plant species are prevalent throughout with the exception of the high scrub habitat.
2.0 PROPOSED IMPACTS
Along Basin 1 the following habitats will be impacted: pine and palmetto upland, high xeric scrub, hydric pine, pine-cypress-cabbage palm, cypress, and inland pond/slough in the center of a cypress dome. There are also three man-made depressions (1 slightly to the south) which are classified as Other Surface Waters, holding some level of water only in the wet season.
Secondary wetland impacts are proposed to an area north of Basin 1, an isolated pine-cypress-cabbage palm wetland (624E1), and to two wetland areas south of the right-of-way which are more heavily impacted with exotic species (624E3 and 625E4). There is also a depression labeled OSW (17) that extends slightly west into Basin 2 and crosses the southern ROW fence line onto Conservation Collier land. This depression was created by ATVs, and Conservation Collier requested we fill their 0.26 acres (#17A) as well so that they can restore that area to rosemary scrub, so it is included in the direct impacts below.

3.1 PHASE 1, BASIN 1 (COMPLETED)
Under permit 11-102981-P 1.15 acres of wetlands were directly impacted by the first phase of the project. Those impacts were offset through 0.51 mitigation bank credits being purchased from Panther Island Mitigation Bank Expansion. This first phase has been completed and the credits transferred as of the preparation of the Phase 2 application.
3.2 PHASE 2, BASIN 1
Direct wetland impacts associated with Basin 1 equate to 5.62 acres where mitigation would be applicable, and 0.45 acres are associated with secondary impacts. Based on the UMAM scores (see Appendix 1), a total of 2.85 credits would be required to offset direct and secondary habitat value loss and function.
