About this file
This is a VISSIM Future Build Analysis Memo prepared by RK&K for the CR 887 (Old US 41) Project Development and Environment Study in Collier and Lee Counties, Florida, dated July 31, 2023. The memo evaluates traffic operational performance for two future build alternatives addressing improvements to Old US 41, US 41, and Bonita Beach Road. The analysis models intersection operations using VISSIM microsimulation software for opening year (2025), interim year (2035), and design year (2045) during AM and PM peak hour periods. Both alternatives include widening Old US 41 to provide two through lanes in each direction, signalizing multiple intersections, and implementing various turn restrictions and U-turn movements. Alternative A proposes standard intersection improvements at US 41 and Old US 41, while Alternative B introduces partial median U-turn (PMUT) intersections at this location to improve traffic flow. The study encompasses 13 primary intersections with detailed lane configuration diagrams and clearance interval calculations provided in supporting appendices.
The analysis demonstrates that Alternative B produces superior operational performance with lower delays and shorter queue lengths compared to Alternative A, particularly at the US 41 and Old US 41 intersection where Alternative A operates at LOS F during the AM peak hour. Most study intersections operate at acceptable LOS D or better under Future Build conditions with Alternative B through 2045, with the notable exception of Old US 41 and Bonita Beach Road during PM peak hour, which operates at LOS E. The only intersection operating at LOS E or worse without project improvements is US 41 at Wiggins Pass Road, which was not included in the project scope. The memo recommends Alternative B based on superior performance metrics, concluding that the proposed improvements are necessary to maintain acceptable operations through the design year 2045. All modeling utilized standard NEMA phasing, coordinated signal timing with cycle lengths ranging from 120 to 200 seconds, and incorporated projected traffic volumes from the Future Volumes Technical Memorandum (March 2021).

VISSIM Future Build Analysis Memo
INTRODUCTION
This memo follows the model calibration and Existing/Future No-Build conditions analysis memo. The Future No-Build memo discussed the impact of existing and future volumes (i.e., 2019 and 2045 volumes) on the operations at the existing intersections without modifications. The purpose of this memo is to evaluate two future build alternatives for the same study area that includes Old US 41, US 41, and Bonita Beach Road within Lee County and Collier County.
Figure 1 shows the study intersections and their connecting links that were modeled in both Synchro and Vissim. The intersections shown in the figure are shared under both Future Build Alternative A and Future Build Alternative B, with the exception of intersections 21 and 22. Intersections 21 and 22 are only included in Future Build Alternative B since they result from the two proposed partial median U-turn (PMUT) intersections. Intersections 3, 5, and 11 are not present under existing conditions but were included since they would be present in the future analysis years. It is important to note that intersections 3 and 5 were included in the Future No-Build analysis as well. This memo discusses the results of the analyses for Alternatives A and B with improvements for the AM and PM peak hour periods during opening year (2025), interim year (2035), and design year (2045).

Background Improvement Projects
Consistent with the Future No-Build Vissim models, the Future Build models included the improvements associated with the Veterans Memorial Boulevard Extension identified in Collier MPO’s 2040 Long Range Transportation Plan.
The boulevard will extend from Livingston Rd east of the project area and connect to Old US 41 just south of Collier
Center Way and terminate at US 41 to the west.
Future Build Alternatives
Under both Future Build conditions, Old US 41 between US 41 and Bonita Beach Rd would be widened to provide two through lanes in each direction; additionally, a number of intersections would be signalized. A summary of the shared improvements, or improvements present in both Alternatives A and B, are shown in Table 1. A summary of alternative-specific improvements to the Future Build Alternatives A and B is provided in Table 2. Refer to Figure 2 for an illustrative comparison of Alternative A and Alternative B. Detailed lane configuration diagrams are provided in Appendix A.

ANALYSIS
Both Future Build Alternatives were modeled in Synchro (version 11) to initially assess capacity and the effectiveness of potential improvements. It was then utilized to develop cycle lengths, offsets, and splits for input into Vissim (version 11.00-06). Vissim was utilized for simulation; refining cycle lengths, splits, and offsets; and conducting a more detailed assessment of the proposed improvements. All signalized intersections were coordinated to maximize throughput and decrease travel times on the major roadways. The intersections were placed into the following zones; note that unsignalized intersections are included in the zones but do not affect timings.
Zone 1 – US 41:
1. US 41 and Wiggins Pass Rd (Signalized)
2. US 41 and Old US 41 (Signalized)
3. US 41 and Veterans Memorial Blvd Extension (Signalized)
Note: Intersections 21 and 22 were included in this zone under Future Build Alternative B.
Zone 2 – Old US 41:
4. Old US 41 and Gulf Coast Dr (Unsignalized)
5. Old US 41 and Veterans Memorial Blvd Extension (Signalized)
6. Old US 41 and Collier Center Way (Unsignalized)
7. Old US 41 and Sterling Oaks Dr / Sun Century Rd (Unsignalized)
8. Old US 41 and Rail Head Blvd (Signalized)
9. Old US 41 and Via Palacio Ave (Signalized)
10. Old US 41 and Mediterra Dr (Signalized)
11. Old US 41 and New Quadrant Rd (Signalized)
Zone 3 – Bonita Beach Rd:
12. Bonita Beach Rd and Old US 41 (Signalized)
13. Bonita Beach Rd and Race Track Rd (Signalized)
Consideration was given to setting intersections 5 (Old US 41 and Veterans Memorial Blvd Extension) and 11 (Old
US 41 and New Quadrant Rd) to free operation since they have high minor approach volumes and are relatively far from the nearest coordinated signal. However, through an iterative process, it was determined that coordinating them yielded nearly the same results. Standard NEMA phasing, shown in Figure 3, was utilized for all signalized intersections to ensure proper coordination and consistency with the ring-barrier diagrams in
Synchro.
Figure 3 - NEMA Phasing Diagram
CR 887 (Old US 41) PD&E Study 7 July 2023
Yellow and all-red clearance intervals and initial green times were maintained at the intersection of Old US 41 and
Wiggins Pass Rd. Yellow and all-red clearance intervals were calculated for the remaining intersections utilizing the methods and guidelines found in section 3.6 of FDOT’s Traffic Engineering Manual (2023) and Guidelines for the
Development of Traffic Signals (January 2017) from FDOT District 1. Calculations are shown in Appendix B. The following initial green times were used:
• Major through phase: 20 seconds
• Minor through phase: 7-15 seconds
• Major or minor left turn phase: 5 seconds
The cycle lengths used in the models ranged from 120 seconds to 200 seconds. These high cycle lengths allowed for better throughput along the major corridors at the expense of high queues. Through trial and error, it was determined that these high cycle lengths yielded the best results by providing the capacity needed to accommodate the volumes present under Future Build conditions.
All coordinated phases were set to maximum recall and referenced to the “beginning of green”. Pedestrian and bicycle volumes from the No-Build analysis were maintained (i.e., 1 pedestrian per hour per direction and no bicycle volumes). Future Build volumes from Figures 6-4, 6-5, and 6-6 in the Future Volumes Technical
Memorandum (March 2021) were initially used in the Synchro models. However, some volumes were redistributed due to the left turn restrictions at intersections 5, 6, 7, and 12. These left turn volumes were redistributed to the nearest intersection that allowed a U-turn as described in Table 1 of this memo. The same was done for the PMUT’s under Future Build Alternative B. Appendix C includes a table that compares the input volumes to the volumes outputted from Vissim for Alternative B. Note that the eastbound and westbound approaches of the Wiggins Pass
Rd and US 41 intersection has significantly lower volumes in Vissim compared to the input volumes. This was attributed to the low split times for the eastbound and westbound approaches that allow for adequate throughput along US 41.
The input volumes, truck percentages, 15-minute interval distributions, and all other network objects and data
(e.g., link behaviors, speed decision points, conflict areas) from the Future No-Build Vissim models were maintained in the Future Build Vissim models. To match the Future No Build analysis, a total of 10 simulations each with a 60-minute recording time and a 30-minute seeding time were used for each model.
To match the turning movement counts, static routes were generally modeled to begin at the farthest point upstream on a link and terminate at the very beginning of the receiving link (i.e., farthest point upstream on the next link). However, in some cases the static routes were combined using the “Combine Routes” feature to carry static routes further through relatively short connecting links to avoid aggressive, last-second lane changing or routes that would likely not happen under real-world conditions. Routes were combined on the following links:
• US 41 northbound and southbound between Wiggins Pass Rd and Old US 41
• Old US 41 northbound and southbound between Veterans Memorial Blvd Extension and Collier Center Way
• Old US 41 northbound and southbound between Collier Center Way and Sterling Oaks Dr / Sun Century Rd
• Old US 41 southbound between Sterling Oaks Dr / Sun Century Rd and Rail Head Blvd
• Old US 41 northbound between Collier Center Way and Sterling Oaks Dr / Sun Century Rd
• Bonita Beach Rd westbound and westbound between Old US 41 and Race Track Rd
Results
A traffic operational analysis utilizing Vissim microsimulation software was conducted to evaluate the overall performance of the study intersections under Future Build conditions. The overall intersection delay and LOS results for Alternatives A and B during the 2045 design year are compared to the 2045 Future No Build conditions. Since the only difference between the alternatives is the intersection of US 41 and Old US 41, results for this intersection compare the Future No Build to both alternatives. For the remaining tables, results from Alternative B were used.
CR 887 (Old US 41) PD&E Study 8 July 2023
The full results for Alternatives A and B, which include output volume, delay, maximum queue, and level of service
(LOS), are presented in Table 15 and Table 16. The results for each intersection are shown below:
• 1 - US 41 and Wiggins Pass Rd (Signalized) o This intersection operated poorly at LOS E for Future Build 2045 AM and PM. When comparing to the
Future No-Build results, the AM peak hour delay increased under Future Build conditions while the PM peak hour delay decreased under Future Build conditions. It is important to note that the capacity of the
US 41 and Wiggins Pass Road intersection was far exceeded by the Future Build 2045 volumes, regardless of the cycle lengths or splits utilized. In order to evaluate the project related improvements, it was necessary to ensure that this intersection would not create a bottleneck. Therefore, a relatively high amount of green time was transferred from the Wiggins Pass Road approaches to the US 41 approaches, resulting in high delays for the minor approaches and the intersection overall. This intersection operates poorly under Existing Conditions with further degradation and failure in the Future Year Conditions, and given that this intersection is not part of the project study area, no improvements were identified for
Future Build conditions. See below for a comparison of overall delays.

• 2 - US 41 and Old US 41 (Signalized) o For Alternative A, this intersection operated poorly at LOS F for Future Build 2045 AM and adequately for
Future Build 2045 PM. For Alternative B, this intersection operated at an acceptable overall LOS for
Future Build 2045 AM and PM. When comparing results, delays have decreased significantly under Future
Build conditions for Alternative B at this intersection. A full comparison could not be made due to the additional travel time that would be assigned to the northbound and southbound left turns. However, it is important to note that the sum of the overall delays at the PMUT intersections and the US 41 and Old
US 41 intersection is still lower than the Future No-Build overall intersection delay. Thus, it can be reasonably concluded that the Future Build improvements under Alternative B improved operations.

• 3 - US 41 and Veterans Memorial Blvd Extension (Signalized) o This intersection operated at an acceptable overall LOS for Future Build 2045 AM and PM. Overall intersection delays decreased when compared to the Future No Build results. The reduction is delay could be attributed to difference in volumes between the No-Build and Build models. There were also higher delays under the No-Build models that were caused by the poor operations at the US 41 and Old US 41 intersection under No-Build conditions, where southbound queues extended to this intersection and restricted southbound throughput. It should be noted that, while the LOS for the southbound left turn movement during the PM peak hour is acceptable, the maximum queue length exceeds the capacity of the storage lanes for the PM peak hour. Given that this signalized intersection was half-cycled and delay was balanced between the opposing southbound left turn and northbound through movements, the queues could not be decreased further without increasing overall delay and allowing the northbound queues extend to Old US 41.

• 4 - Old US 41 and Gulf Coast Dr (Unsignalized) o This intersection operated at an acceptable overall LOS for Future Build 2045 AM and PM. Overall intersection delays decreased when comparing to the Future No Build results. The reduction in delay could be attributed to increased capacity along Old US 41 which allows for larger gaps in traffic that permit traffic from the side streets to complete their maneuvers.

• 6 - Old US 41 and Collier Center Way (Unsignalized) o This intersection operated at an acceptable overall LOS for Future Build 2045 AM and PM. Overall intersection delays decreased when comparing to the Future No Build results. Note that this intersection was modified to prohibit left turns from Collier Center Way as discussed in Table 1. The reduction in delay could be attributed to increased capacity along Old US 41 which allows for larger gaps in traffic that permit traffic from the side streets to complete their maneuvers. The reduction in delay could also be attributed to the right-out only configuration in which vehicles that would typically make left turns are required to make right turns instead. Since right turns have lower delay compared to left turns, this change in maneuver reduces overall delay at the intersection.

While overall delay increased slightly for the PM peak, LOS “A” was maintained. Note that this intersection was modified to prohibit through movements and left turns from Sterling Oaks Dr and Sun Century Rd as discussed in Table 1. PM conditions. Overall intersection delay decreased for the AM peak when comparing to the Future
No Build results, while the overall intersection delay increased in the PM peak hour, which is attributed to differences in traffic volumes between No-Build and Build conditions, due to the redistribution of traffic volumes based on the quadrant intersection design. While the overall traffic volumes increased by 3% under Future Build conditions due to projected traffic growth, there was a significant rise in volume for the northbound right turn movement (153% increase) and the westbound left turn movement (185% increase). These changes were a result of traffic shifts caused by the addition of New Quadrant Road. Refer to Table 1 for a summary of the Build scenario improvements which include geometric modifications.
