INTRODUCTION
As requested by the Transportation Engineering Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers at a minimum, must achieve the requirements of the Specifications, Scope of Services or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”
BACKGROUND
In 2023, Collier County Transportation completed Phase 1 of this project. Phase 1 consisted of constructing the 4-lane roadway extension of Veterans Memorial Boulevard (VMB) from the intersection of VMB and Livingston Road west to the eastern entrance of the newly constructed Aubrey Rogers High School, approximately 1.5 miles west of Livingston Road.
The County is now preparing to complete Phase 2 of the VMB Extension project, which will connect from the terminus of Phase 1, extend west approximately 1.23 miles, cross Old 41, and terminate at the proposed intersection with US
41. Some right-of-way (hereinafter referred to as “ROW”) within the Phase II limits has already been acquired by the County (see attached exhibits below). The County does not have rights over the Seminole Gulf Railway (hereinafter referred to as “SGR”) crossing and the existing FPL easements.
Items of significant importance:
The County has contracted with a consulting firm to acquire the required environmental permits for Phase 2 of the project. It is anticipated that the South Florida Water Management District(hereinafter known as SFWMD) will allow the project to be “grandfathered” under the old permitting rules. The County has received a Request for Additional Information (hereinafter known as RAI) since the application was submitted, and the Consultant is working through to demonstrate conformance to the grandfathering criteria. Another significant issue is that the District has requested modifications to three additional ERPs within the project limits: Mercedes-Benz (11-03669-P), Triangle Parcel (11-02353-P), and Turtle Creek (11-01367-P). Final Permits are anticipated to be approved by early 2027. However, if by the 60% phase, the Environmental Consultant does not obtain permits, this work will be included in the scope of services.
Other initiatives connected to the project but not included in the improvements are:
• Project Development & Environment (PD&E) Study Old 41 (CR 887) from Lee County to Collier County (FPID 435110-1 and 435347-1). Additional information can be found at https://www.swflroads.com/project/435110-1 https://procurement.opengov.com/portal/collier-county-fl https://www.swflroads.com/project/435110-1
• Imperial Lakes Development, located adjacent to the future roadway on 78.48 acres of land with Parcel ID 00153160004, will enter into a Developer Contribution Agreement (DCA) with the County. The plan is for the developer to design and obtain permits for the four-lane extension of Veterans Memorial Boulevard from the current terminus of Phase 1 to the SGR eastern limits. This DCA is still pending approval by the Board of County Commissioners (Board).
• The North Collier Fire Control District is proposing a new fire station on the northwest side of US41 and north of Old 41 (immediately across from where VMB intersects Tamiami Trail. The project is currently in the County’s development review, seeking approval of its site development plan (SDP). The District would also like to install a temporary signal at US41 and future Veterans’ Memorial Boulevard. The developers hope to complete the project in late 2027, ahead of the VMB Phase II construction. Coordination of this project can be done through Kristopher Thomas, Assistant Chief of Essential Services. His contract information is:

The contractor will use these Contract documents to build the project and test the project components. These Contract documents will be used by the COUNTY or its Construction Engineering Inspection (CEI) representatives for inspection and final acceptance of the project. The CONSULTANT shall follow a systems engineering process to ensure that all required project components are included in the development of the Contract documents and the project can be built as designed and to specifications.
The Scope of Services establishes which items of work in the FDOT Manual of Uniform Minimum Standards for Design, Construction, and Maintenance (Florida Greenbook), COUNTY Code, and other pertinent manuals are specifically prescribed to accomplish the work included in this contract and also indicate which items of work will be the responsibility of the CONSULTANT and/or the COUNTY.
The CONSULTANT shall be aware that as the project is developed, certain modifications and/or improvements to the original concepts may be required. The CONSULTANT shall incorporate these refinements into the design and consider such refinements to be an anticipated and integral part of the work.
This shall not be a basis for any supplemental fee request(s). Refinements are items of work that do not significantly alter the scope or the original intent of the design concept. The COUNTY may provide job-specific information and/or functions as outlined in this contract, if favorable.
It is imperative that all signal, roadway lighting, and signing and pavement marking designs be reviewed and approved by Collier County Traffic Operations at each phase of the project. The designer shall adhere to the current Collier County Traffic Operations specifications to minimize redesign.
2 PROJECT DESCRIPTION & BACKGROUND
Veterans Memorial Boulevard (VMB) Extension, Phase II, is an unimproved corridor extending approximately 1.23 miles from US 41 (Tamiami Trail) to the terminus of VMB Phase I improvements. The new roadway geometry will consist of a four-lane urban divided arterial with on-street bike lanes and 6-foot sidewalks on the south side, and a 10-foot pathway on the north side. The new roadway alignment crosses Old 41 Rd. (north/south direction – approximately 0.25 miles east of US 41) and Seminole Gulf Railway (north/south direction – approximately 0.5 miles east of Old 41 Rd.). The CONSULTANT shall assist the COUNTY, if necessary, in securing permitting rights from Seminole Gulf Railway before commencing construction. It is anticipated that a railroad crossing gate system will be required for design and construction.
The CONSULTANT shall investigate the status of the project and become familiar with concepts and commitments (typical sections, alignments, Developer Contribution Agreements, etc.) developed from prior studies and/or activities. A Pond Siting Report is available from a prior study, and a (PD&E) Study for Old 41 is to be completed in the near future. The CONSULTANT shall use the approved concepts as a basis for the design unless otherwise directed by the COUNTY.
