About this file
This is a Notice to Contractors issued by the Connecticut Department of Transportation on March 27, 2026, announcing enhanced bidding workflow changes for the Bid Express (Bidx.com) platform. The notice applies to all projects advertised on or after April 8, 2026, with letting dates on or after May 6, 2026. Projects advertised prior to April 8, 2026 that have postponed letting dates beyond April 29, 2026 will also be required to use the new bidding format. The transition to the enhanced workflow eliminates the need for installed software, allowing bidders to submit proposals from any modern computer via browser-based forms. Key features include familiar bid form interfaces with improved efficiency and accessibility, an intuitive "Check Bid" error-checking feature that guides users to correct mistakes, and enhanced security protocols. Bidders are required to import existing Infotech Digital IDs into their browsers and will be prompted to create a security key upon first proposal submission, which serves as a backup authentication method.
No pricing, set-asides, or contract award information is contained in this document. Support resources have been established through Infotech, with the Bidx Support team available Monday through Friday from 7:00 a.m. to 8:00 p.m. Eastern time at (888) 352-2439 option #1 or customer.support@bidx.com. General questions regarding bidding and award procedures should be directed to Philip Melchionne at DOTContracts@ct.gov. The document emphasizes that the enhanced bidding workflow represents a modernization of Connecticut's procurement process designed to improve efficiency and user experience for all contractors.
