About this file
This is a design file (DXF format) supporting an Invitation for Bids issued by the Connecticut Department of Transportation for the installation and revision of traffic control signals across eight municipalities in District 3, including Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The project encompasses new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment at eight signalized intersections. Work includes removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies including Eversource. The mast arm assemblies must comply with AASHTO LRFD specifications with drilled shaft foundations (minimum 2-foot diameter, 4,000 PSI concrete, #8 rebar Grade 60) and 16- to 18-foot vertical clearance. Time-based coordination and wireless radio systems for signal synchronization are required at selected locations. Bids are due July 1, 2026 at 2:00 p.m. EDT, with Connecticut DOT Signal Lab approval required at least 45 days prior to revision.
All bidders must be prequalified with CTDOT and submit a Bid Proposal Request Form for approval prior to bidding. A bid bond equal to 30 percent of the bid amount, submitted in PDF format to dotbid@ct.gov, is required before bid opening. Bidders must acknowledge all contract addenda on the DAS State Contracting Portal, submit a Non-Collusion Statement and OPM Form 1 (Campaign Contribution Certification), and comply with DBE requirements where applicable, including submission of DBE Regular Dealer/Distributor Affirmation Forms. Construction specifications are governed by Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions, Form 819 (July 2025), with all traffic signal equipment following CTDOT Traffic Standard Sheets and CTDOT Highway Standard Sheets. Pre-bid questions close at 9:00 a.m. the Monday before bid opening via the Q&A portal at http://contractsqanda.dot.ct.gov. Bidding utilizes the enhanced Bid Express (Bidx.com) platform with no installed software required.
