About this file
This is a design file (DXF format) supporting an Invitation for Bid (IFB 0173-0542) issued by the Connecticut Department of Transportation for the installation and revision of traffic control signals across eight municipalities in District 3, including Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The project encompasses the installation of new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment at eight signalized intersections. The scope also includes removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies including Eversource. Work at selected locations requires time-based coordination and wireless radio systems for signal synchronization. Bids are due July 1, 2026 at 2:00 p.m. EDT, with pre-bid questions closing at 9:00 a.m. the Monday before bid opening via the Connecticut DOT Q&A portal.
All traffic signal equipment must comply with CTDOT Traffic Standard Sheets and CTDOT Highway Standard Sheets, with mast arm assemblies adhering to AASHTO LRFD specifications and drilled shaft foundations of minimum 2-foot diameter using 4,000 PSI concrete and #8 rebar Grade 60. Connecticut DOT Signal Lab approval is required at least 45 days prior to revision. Bidders must be prequalified with CTDOT, submit a bid bond of 30 percent of the bid amount in PDF format to dotbid@ct.gov, acknowledge all contract addenda on the DAS State Contracting Portal, and submit a Non-Collusion Statement and OPM Form 1. DBE requirements apply where applicable, including submission of DBE Regular Dealer/Distributor Affirmation Forms. Bidding utilizes the enhanced Bid Express platform (Bidx.com) with no required installed software. Questions should be directed to Rebecca Buonocore at 860-594-2231 or Rebecca.Buonocore@ct.gov. Construction specifications are governed by the Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions, Form 819 (July 2025).
