About this file
This is a design file (DGN format) related to a traffic control signal installation and revision project administered by the Connecticut Department of Transportation for eight municipalities in District 3, including Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The project encompasses installation and revision of traffic control signals at eight signalized intersections, including new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment. The scope also includes removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies including Eversource. Bids are due July 1, 2026 at 2:00 p.m. EDT. Connecticut DOT Signal Lab approval must be obtained at least 45 days prior to revision work. Pre-bid questions close at 9:00 a.m. the Monday before bid opening through the online Q&A portal.
Mast arm assemblies must comply with AASHTO LRFD specifications with drilled shaft foundations (minimum 2-foot diameter, 4,000 PSI concrete, and #8 rebar Grade 60) and 16- to 18-foot vertical clearance. All traffic signal equipment must follow CTDOT Traffic Standard Sheets and CTDOT Highway Standard Sheets, with construction specifications governed by Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions. Bidders must be prequalified with CTDOT and submit a bid bond of 30 percent of the bid amount in PDF format to dotbid@ct.gov prior to opening. Additional requirements include acknowledgment of all contract addenda, submission of a Non-Collusion Statement, OPM Form 1 (Campaign Contribution Certification), and compliance with DBE requirements where applicable. Time-based coordination and wireless radio systems for signal synchronization are required at selected locations. Bidding occurs through the enhanced Bid Express (Bidx.com) platform with no installed software required.
