About this file
This is a technical design file related to a traffic control signal installation and revision project managed by the Connecticut Department of Transportation across eight municipalities in District 3, including Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The project encompasses installation and revision of traffic control signals at eight signalized intersections, including new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment. The scope of work also includes removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies including Eversource. Mast arm assemblies must comply with AASHTO LRFD specifications with drilled shaft foundations (minimum 2-foot diameter, 4,000 PSI concrete, #8 rebar Grade 60) and 16- to 18-foot vertical clearance. Time-based coordination and wireless radio systems for signal synchronization are required at selected locations. Bids are due July 1, 2026 at 2:00 p.m. EDT, with pre-bid questions closing at 9:00 a.m. the Monday before bid opening.
All traffic signal equipment must follow CTDOT Traffic Standard Sheets and CTDOT Highway Standard Sheets, with construction specifications governed by Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions, Form 819 (July 2025). Connecticut DOT Signal Lab approval is required at least 45 days prior to revision. Bidders must be prequalified with CTDOT and submit a Bid Proposal Request Form for approval. A bid bond equal to 30 percent of the bid amount is required, submitted in PDF to dotbid@ct.gov prior to bid opening. All bidders must acknowledge contract addenda on the DAS State Contracting Portal, submit a Non-Collusion Statement and OPM Form 1 (Campaign Contribution Certification), and comply with DBE requirements where applicable, including submission of DBE Regular Dealer/Distributor Affirmation Forms. Bidding occurs through the enhanced Bid Express platform (Bidx.com) with no required installed software. Inquiries regarding this project should be directed to Rebecca Buonocore at 860-594-2231 or Rebecca.Buonocore@ct.gov, and pre-bid questions can be submitted via http://contractsqanda.dot.ct.gov.
