About this file

This is a Bidders Checklist document issued by the State of Connecticut Department of Transportation (CTDOT) that outlines the required submissions and documentation for bidders participating in state and local construction contract opportunities. The checklist serves as a reference guide to ensure bidders submit all necessary bid documents, including contract specifications, plans, addenda, and supporting documentation. Bidders must acknowledge official Contract addenda available on the DAS State Contracting Portal, submit a Bid Proposal Request Form (Part C) for approval prior to bidding, and review Pre-Bid CTDOT Q&A materials. A CTDOT Standard Bid Bond Form or Annual Bid Bond Form must be submitted to dotbid@ct.gov prior to bid opening, with bidders required to confirm receipt with the Department. Additionally, bidders must submit a Non-Collusion Statement and OPM Form 1 (Campaign Contribution Certification) uploaded to DAS CTsource.

For Federal Transit Administration (FTA) funded projects, bidders must provide Buy America Certificates for steel, iron, and rolling stock, as well as a Certification Regarding Lobbying. The document includes standard bid bond forms requiring a penal sum of thirty percent (30%) of the bid amount, with conditions that principals shall not withdraw bids within sixty (60) days after bid opening without consent of the Connecticut Transportation Commissioner, must execute a contract within the timeframe specified by the Department upon award notification, and must deliver acceptable surety bonds for performance. Disadvantaged Business Enterprises (DBE) or Small Business Enterprises (SBE) required submittals must be provided within five (5) calendar days after bid opening. A Department of Motor Vehicles motor carrier review is required for state contract awards, with ratings of "Ineligible" potentially jeopardizing contract awards.
