About this file
This is a design file (dgn format) associated with a traffic control signal installation and revision project by the Connecticut Department of Transportation across eight municipalities in District 3. The project encompasses the installation and revision of traffic control signals at eight signalized intersections in Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The scope of work includes new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment. Work also includes removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies. Mast arm assemblies must comply with AASHTO LRFD specifications with drilled shaft foundations (minimum 2-foot diameter, 4,000 PSI concrete, #8 rebar Grade 60) and 16- to 18-foot vertical clearance. Bids are due July 1, 2026 at 2:00 p.m. EDT. Pre-bid questions close at 9:00 a.m. on the Monday before bid opening via the Connecticut DOT Q&A portal. Connecticut DOT Signal Lab approval is required at least 45 days prior to revision.
Bidders must be prequalified with CTDOT and submit a Bid Proposal Request Form for approval. A bid bond of 30 percent of the bid amount is required in PDF format submitted to dotbid@ct.gov prior to opening. All bidders must acknowledge contract addenda on the DAS State Contracting Portal, submit a Non-Collusion Statement and OPM Form 1 (Campaign Contribution Certification), and comply with DBE requirements where applicable, including submission of DBE Regular Dealer/Distributor Affirmation Forms. Construction specifications are governed by Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions, Form 819 (July 2025), with time-based coordination and wireless radio systems for signal synchronization required at selected locations. Bidding uses the enhanced Bid Express (Bidx.com) platform with no installed software required. Contact Rebecca Buonocore at 860-594-2231 or Rebecca.Buonocore@ct.gov for questions.
