About this file
This is a design file related to traffic control signal installation and revision for the Connecticut Department of Transportation (CTDOT) across eight municipalities in District 3, including Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The project encompasses installation of new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment at eight signalized intersections. The scope also includes removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies including Eversource. Work requires time-based coordination and wireless radio systems for signal synchronization at selected locations, with Connecticut DOT Signal Lab approval required at least 45 days prior to revision. Bids are due July 1, 2026 at 2:00 p.m. EDT under IFB 0173-0542, with pre-bid questions closing at 9:00 a.m. the Monday before bid opening via http://contractsqanda.dot.ct.gov.
Bidders must be prequalified with CTDOT and submit a Bid Proposal Request Form for approval, along with acknowledgment of all contract addenda on the DAS State Contracting Portal. A bid bond equal to 30 percent of the bid amount is required and must be submitted in PDF to dotbid@ct.gov prior to opening. Bidders must also submit a Non-Collusion Statement and OPM Form 1 (Campaign Contribution Certification), and comply with DBE requirements where applicable, including submission of DBE Regular Dealer/Distributor Affirmation Forms. Construction specifications are governed by Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions, Form 819 (July 2025). Mast arm assemblies must comply with AASHTO LRFD specifications with drilled shaft foundations (minimum 2-foot diameter, 4,000 PSI concrete, #8 rebar Grade 60) and 16- to 18-foot vertical clearance. All traffic signal equipment must follow CTDOT Traffic Standard Sheets and CTDOT Highway Standard Sheets. Bidding utilizes the enhanced Bid Express platform (Bidx.com) with no required installed software. For questions, contact Rebecca Buonocore at 860-594-2231 or Rebecca.Buonocore@ct.gov.
