About this file
This is a design file (DXF format) related to a traffic control signal installation and revision project managed by the Connecticut Department of Transportation across eight municipalities in District 3. The project encompasses the installation and revision of traffic control signals at eight signalized intersections located in Branford, Norwalk, Westport, Madison, New Haven, North Bridgeport, East Haven, and Guilford. The scope of work includes new traffic signal equipment, pedestrian signal faces with accessible push buttons, mast arm assemblies compliant with AASHTO LRFD specifications, video and radar detection systems, LED light standards, concrete and bituminous sidewalk ramps, pavement markings, crosswalks, and emergency vehicle pre-emption equipment. The project also involves removal of abandoned equipment, installation of handholes and circuit breakers, and coordination with utility companies including Eversource. All work must comply with Connecticut DOT Traffic Standard Sheets and Highway Standard Sheets, with Signal Lab approval required at least 45 days prior to any revision. Bids are due July 1, 2026 at 2:00 p.m. EDT under Invitation for Bid 0173-0542, with pre-bid questions closing at 9:00 a.m. the Monday before bid opening.
Bidders must be prequalified with CTDOT and submit a Bid Proposal Request Form for approval prior to bidding through the enhanced Bid Express platform. A bid bond of 30 percent of the bid amount is required and must be submitted in PDF format to dotbid@ct.gov prior to bid opening. Bidders must acknowledge all contract addenda on the DAS State Contracting Portal, submit a Non-Collusion Statement and OPM Form 1 (Campaign Contribution Certification), and comply with DBE requirements where applicable, including submission of DBE Regular Dealer/Distributor Affirmation Forms. Construction specifications are governed by the Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions, Form 819 (July 2025). Mast arm assemblies must feature drilled shaft foundations with a minimum 2-foot diameter, 4,000 PSI concrete, and #8 rebar Grade 60, with 16- to 18-foot vertical clearance maintained. Time-based coordination and wireless radio systems for signal synchronization are required at selected locations.
