About this file
This is a Notice of Intent to Sole Source document issued by Pinellas County Administrative Services Purchasing & Risk Management in Florida, related to the county's Rapid Rehousing (RRH) Program procurement. The notice announces Pinellas County's intent to procure services through sole source procurement under Florida Statutes 287.057(3)(c). Contractors who believe they can meet or exceed the stated requirements must submit convincing technical data to support their position by the deadline specified in the notice. The RRH Program seeks two distinct roles: a Rapid Rehousing Service Provider (RRSP) responsible for direct client engagement, housing navigation, case management, and service coordination, and a Rapid Rehousing Fiscal Administrator (RRFA) responsible for managing and dispersing financial assistance. The program targets a minimum of 60 households annually with estimated service capacity of 85-100 homeless families and individuals. The related RFP (26-0449-RFP) indicates a proposal deadline of April 21, 2026, at 3:00 p.m. via the OpenGov procurement portal, with questions due by April 7, 2026, at 10:00 a.m. No site visits or pre-bid conferences are scheduled. The initial contract term is thirty-six months from award with options for two additional twelve-month renewal periods if both parties agree and pricing remains unchanged.
Pinellas County has allocated a total budget of $1,340,000 for the RRH Program, consisting of up to $600,000 for direct client financial assistance and approximately $740,000 for program operations, with approximately $588,600 designated for the RRSP and $155,250 for the RRFA. Funding is provided on a cost-reimbursement basis for actual, allowable, and allocable costs. The RRFA must manage approximately $90,000 in monthly average expenditures and process payments for approximately 45 households per month with average assistance of $2,000 per household monthly, while maintaining the ability to process fiscal payments within three to five business days and ensure 95 percent of eligible payment issuance within required timeframes. All responding organizations must comply with mandatory requirements including notarized Common Carrier Attestations, Foreign Country of Concern Affidavits, Human Trafficking Affidavits, registration with the Florida Division of Corporations, specified insurance coverage, E-Verify compliance, and Pinellas County's Standard Terms and Conditions. Successful contractors must maintain required licenses, provide annual financial audits or Form 990s, participate in the Pinellas Homeless Management Information System (PHMIS), maintain continuity of operations plans with annual reviews, and retain all records for five years after final payment.
