About this file
This is a Rapid Rehousing (RRH) Budget Report template prepared by Pinellas County Human Services in Florida for the 26-0449-RFP Rapid Rehousing Fiscal Administration & Service Provider Collaborative Program. The template is designed to guide proposers in preparing comprehensive budgets for funding requests to operate the RRH Program, which targets a minimum of 60 households annually with estimated service capacity of 85-100 homeless families and individuals. The RFP seeks two distinct coordinated roles: a Rapid Rehousing Service Provider (RRSP) responsible for direct client engagement, housing navigation, case management, and service coordination, and a Rapid Rehousing Fiscal Administrator (RRFA) responsible for managing and dispersing financial assistance. The proposal deadline is April 21, 2026, at 3:00 p.m. via the OpenGov procurement portal, with questions due by April 7, 2026, at 10:00 a.m. No site visits or pre-bid conferences are scheduled. The initial contract term is thirty-six months from award with options for two additional twelve-month renewal periods, contingent on all parties' agreement and unchanged pricing.
The budget template requires proposers to account for Cost-of-Living Adjustments (COLA) to ensure financial sustainability and maintain competitive staff compensation. Pinellas County has allocated a total budget of $1,340,000 for the RRH Program, consisting of up to $600,000 for direct client financial assistance and approximately $740,000 for program operations, with approximately $588,600 designated for the RRSP and $155,250 for the RRFA. The contract is funded on a cost-reimbursement basis for actual, allowable, and allocable costs. The RRFA must process fiscal payments within three to five business days of receiving complete documentation and maintain 95 percent of eligible payment issuance within required timeframes, managing approximately $90,000 in monthly average expenditures and processing payments for approximately 45 households per month with average assistance of $2,000 per household monthly. Evaluation criteria include qualifications (250 points), experience with target population (100 points), approach and statement of work (250 points), deliverables (200 points), compensation (150 points), and exceptions to the RFP (50 points).

FY27 RRH Budget Template Attachment 2 - RRH Budget Template
When preparing a budget for funding requests, it is essential to account for a Cost-of-Living Adjustment (COLA) to ensure financial sustainability and fair compensation. COLA should reflect the annual increase in expenses due to inflation, rising living costs, and market shifts, helping to maintain operational stability.
Proposers should include COLA in your budget to:
| i. | Safeguard salaries and benefits against inflation, ensuring that staff compensation remains competitive and equitable over time. |
| ii. | Promote financial sustainability, preventing budget shortfalls that could impact program execution and workforce retention. |
| iii. | Align with best practices in financial planning, demonstrating a commitment to responsible and forward-thinking budget management. |
A well-planned budget that incorporates COLA not only benefits employees but also strengthens the long-term success of the program by ensuring financial resilience. When preparing your proposal, consider researching standard percentages based on economic trends and cost-of-living indices to justify your request effectively.
