1 3/26/2020 1 Per the SF 33, the current deadline for proposals is set for April 21, 2020. In light of COVID-19 restrictions and limited availability for site visits to occur at this time, would NAVFAC consider a 3 week extension on submitting a response? This would move the date from April 21 to May 12.
The Government has taken this request into consideration. The proposal due date has been extended via Amendment
2 3/26/2020 1
In light of COVID-19 and CDC regulations to maintain social distancing and person-to-person contact as well as contact with physical items outside of personal use, would NAVFAC consider amending the hard copy requirement to an electronic submittal via a secured email account or website?
Based upon the proposal due date extension, the proposal delivery requirements in Section L will remain unchanged.

Due to the unknown effects of the COVID-19 pandemic the country is currently facing, contractors are often seeing prime contractors and subcontractors incorporating additional cost in the form of contingency to attempt to manage this unknown risk. As a result, overall pricing may be artificially inflated without being directly tied to an appropriately quantifiable, known risk. In order to keep bid costs down and within budgets and to better manage and allocate this risk, will the government consider adding provisions or language to the RFP allowing for the potential recovery for cost and schedule impact arising or related to the COVID-19 pandemic and outside the control of the contractor? The recovery could be via requests for equitable adjustment or issued as a modification to the contract which will allow for negotiated costs and time impacts after award regarding COVID-19 pandemic impact. These modifications would be based upon actual, reasonably incurred costs to ensure the government is only subject to actual impacts instead of unknown impacts in the form of an inflated bid price.
The Government has taken this request into consideration. The RFP remains unchanged.

For purposes of this evaluation, a relevant project is further defined as Base Operations Support (BOS) services (or equivalent) that encompass at least two of the following:
a. 1502000 – Facility Investment similar to the requirements of the RFP (at minimum, Service orders and HVAC Systems).
b. 1503010 – Custodial similar to the requirements of the RFP.

A relevant project is defined in the RFP on page 59. As part of the relevant project definition, a project must encompass at least two of the sub-annex requirements listed (a-d).
Factor 1, Corporate Experience submittal requirements on page 59 state the offeror shall submit a minimum of two to a maximum of five examples of relevant projects (as defined in the RFP) completed and served as the prime contractor.

To ensure full capture of janitorial supply and consumables estimates, based on the number of staff and visitors each month per site, please provide the average manpower/personnel traffic for each of the three sites and the current committee-approved supplier for those goods. Per the RFP requirement to purchase paper goods and other daily consumables from a committee-approved supplier, it will be helpful to have historical values for reference and to ensure continuity of service/product to the sites.
The Government does not track that information. This is a performance based contract. The contactor is advised to use industry knowledge gained through performing similar/like services. Custodial estimates are typically based on square footage or number of fixtures in a restroom; see Attachment J- 1503010-03 for Common Output Level Standards and J-1503010- 04 and J-1503010-06 for frequencies of services and custodial inventories.
