GOVERNMENT PRE AWARD INQUIRY FORM
Page Section Para.
1 3/26/2020 1 Per the SF 33, the current deadline for proposals is set for April 21, 2020. In light of COVID-19 restrictions and limited availability for site visits to occur at this time, would NAVFAC consider a 3 week extension on submitting a response? This would move the date from April 21 to May 12.
The Government has taken this request into consideration. The proposal due date has been extended via Amendment 0001
2 3/26/2020 1
In light of COVID-19 and CDC regulations to maintain social distancing and person-to-person contact as well as contact with physical items outside of personal use, would NAVFAC consider amending the hard copy requirement to an electronic submittal via a secured email account or website?
Based upon the proposal due date extension, the proposal delivery requirements in Section L will remain unchanged. N/A
3 4/3/2020
Due to the unknown effects of the COVID-19 pandemic the country is currently facing, contractors are often seeing prime contractors and subcontractors incorporating additional cost in the form of contingency to attempt to manage this unknown risk. As a result, overall pricing may be artificially inflated without being directly tied to an appropriately quantifiable, known risk. In order to keep bid costs down and within budgets and to better manage and allocate this risk, will the government consider adding provisions or language to the RFP allowing for the potential recovery for cost and schedule impact arising or related to the COVID-19 pandemic and outside the control of the contractor? The recovery could be via requests for equitable adjustment or issued as a modification to the contract which will allow for negotiated costs and time impacts after award regarding COVID-19 pandemic impact. These modifications would be based upon actual, reasonably incurred costs to ensure the government is only subject to actual impacts instead of unknown impacts in the form of an inflated bid price.
The Government has taken this request into consideration. The RFP remains unchanged. N/A
4 4/7/2020 Is the Government considering to provide an extension to the current due date (04/21/2020) due to the current situation with the COVID-19 outbreak?
The Government has taken this request into consideration. The proposal due date has been extended via Amendment 0001

Relevant Experience & Factor 1 Corporate
Experience
1st and last para.
Please confirm that the offeror past performance experience could be consider ACCEPTABLE if at least TWO of the scopes of work can be demonstrated. We think that there is a discrepancy in the RFP between the information provided pertaining the relevant project experience, see below excerpt from the RFP...
Page 59-64 RELEVANT PROJECT: Relevant projects include those that demonstrate the capability to perform services similar in size, scope, and complexity to those described in the performance work statement/specifications of the RFP with a contract value of $500,000.00 per year or greater and shall be: 1) ongoing with at least 12 months of contract performance completed by the date of receipt of proposals, or 2) shall be completed within the last five (5) years. For purposes of this evaluation, a relevant project is further defined as Base Operations Support (BOS) services (or equivalent) that encompass at least two of the following:
a. 1502000 – Facility Investment similar to the requirements of the RFP (at minimum, Service orders and HVAC Systems).
b. 1503010 – Custodial similar to the requirements of the RFP.
c. 1503030 – Integrated Solid Waste Management similar to the requirements of the RFP.
d. 1503050 – Grounds Maintenance and Landscaping similar to the requirements of the RFP.
Page 60-64 Offerors who fail to demonstrate relevant experience in the three following annexes/sub-annexes will be considered unacceptable:
1502000 – Facility Investment similar to the requirements of the RFP (at minimum, Service orders and HVAC Systems);
1503010 – Custodial similar to the requirements of the RFP and 1503050 – Grounds Maintenance and Landscaping similar to the requirements of the RFP.
Offerors who demonstrate relevant experience in sub-annexes 1503020 – Pest Control, 1503030 Integrated Solid Waste Management and/or 1604000 – Wastewater, that are similar to the requirements in the RFP, may be rated higher.
A relevant project is defined in the RFP on page 59. As part of the relevant project definition, a project must encompass at least two of the sub-annex requirements listed (a-d).
Factor 1, Corporate Experience submittal requirements on page 59 state the offeror shall submit a minimum of two to a maximum of five examples of relevant projects (as defined in the RFP) completed and served as the prime contractor.
Further, the Factor 1 submittal requirements state that in aggregate, the offeror’s two to five submitted projects must demonstrate experience self-performing or managing the following annexes/sub-annexes:
1) 1502000 – Facility Investment similar to the requirements of the RFP (at minimum, Service orders and HVAC Systems);
2) 1503010 – Custodial similar to the requirements of the RFP and
3) 1503050 – Grounds Maintenance and Landscaping similar to the requirements of the RFP.
This aligns with the Factor 1 basis of evaluation which states: Offerors who fail to demonstrate relevant experience in the three following annexes/sub-annexes will be considered unacceptable: 1502000 – Facility Investment similar to the requirements of the RFP (at minimum, Service orders and HVAC Systems); 1503010 – Custodial similar to the requirements of the RFP and 1503050 – Grounds Maintenance and Landscaping similar to the requirements of the RFP.
