2) Question: The government wants a two-step final acceptance plan. They require a 90 or 180-day window for final acceptance depending on shore/ship installation. Is DD250 acceptance at the factory or ship/shore installation?
Answer: DD Form 250 acceptance is per the following language in the RFP:
“5252.246-9528 INSPECTION AND ACCEPTANCE (SPECIAL CONDITIONS) (NAVAIR) (OCT 2005)
(a) Initial inspection of the supplies to be furnished hereunder shall be made by the Contracting Officer’s Representative (COR) or designated Government representative at the contractor's or subcontractor's plant located at [insert address/location of plant where inspection will take place]. Final inspection and acceptance shall be made by the Contracting Officer’s Representative (COR) or designated Government representative within 90 days for shore-based stations and 180 days for ship-based stations after receipt of the station at the destination.
(b) Initial inspection shall consist of quality assurance at point of manufacture and/or assembly and check/test prior to shipment. Final inspection and acceptance will be made by the Receiving Activity after installation/check out testing of the supplies.”
3.1.6.3 Acceptance Testing
The Contractor shall conduct Production Acceptance Testing (PAT) and Production Reliability Acceptance Testing (PRAT) on all eCASS systems delivered under this contract, using Government-approved TPs, Attachment 5. PAT and PRAT shall be conducted prior to Government acceptance of each eCASS system. Acceptance is based on successful testing, inspection and demonstration as specified herein and within the TP. Final acceptance requires signature on a DD Form 250 by the Contracting Officer’s Representative (COR) or designated Government representative.
3.1.6.8 Final Station Acceptance
A two-part approach will be implemented for station acceptance. Initial inspection and acceptance by the COR or designated Government representative at the contractor’s facility. SMAT and CAL will be performed at station destination before final inspection and acceptance.
Initial inspection at origin shall be based on the Contractor’s certification of successful completion of PAT and PRAT in accordance with this SOW. Upon initial acceptance by the Government, the Contractor shall ship the unit and the associated Test/Inspection Report (CDRL A005) to the destination provided by the Government. The Contractor shall also include a copy of the associated Assembly Build Book, in Contractor format, as an artifact. This artifact will not require Government approval as part of the associated Test/Inspection Report (CDRL A005).
At destination, final inspection and acceptance shall be based upon: (1) Government review and approval of Contractor provided associated Test/Inspection Report (CDRL A005) and Government review of the Assembly Build Book, containing copies of the records for the complete production and inspection history as well as traceability for each station built; and (2) successful run of SMAT and CAL at station destination. The Government requires a 90-day window of time during this phase to allow for final acceptance for shore-based stations. The Government requires a 180 days window of time during this phase to allow for final acceptance of ship-based stations. The Government will provide the required ship-to address at the time of the initial acceptance, which will allow the Contractor to package the station and prepare the required documentation for final acceptance at the specified Government facility.

Answer:
4) Question: SOW Section 3.1.6.2 references Government FAT Procedures. Can these procedures be provided?
Background – The SOW states “The government will then execute government FAT Procedures, which shall consist of First Article Inspection, execution of full SMAT/CAL I/O using a Ready for Issue (RFI) GFE SMAT/CAL OTPS, followed by a modified Production Reliability Acceptance Testing (PRAT) to verify that systems, subsystems and assemblies of the item are functional, within specified tolerances and free from manufacturing defects.”
We understand this to be: FAT = FAI + SMAT/CAL +PRAT We understand the SMAT/CAL and PRAT (draft procedures were provided). The First Article inspection is the vague and not well defined. Section 4 of Attachment 10 - Performance Specification for eCASS, PMA260-001/R-2 contains a definition of the First Article inspection that contains both inspections and additional tests. We do not have sufficient clarity on the scope of the First Article Inspection to accurately bid or schedule. Please provide First Article Test Plan requirements to include all tests.
Answer: The government FAT Procedures are as stated in the SOW Section 3.1.6.2. First Article Inspection is anticipated to take less than a week and shall consist of inspection of the FAT Units and review of the Assembly Build Book documentation, as well as the integration and test documentation, prior to the commencement of government testing beginning with the execution of full SMAT/CAL I/O, followed by a modified (250-hour failure-free burn-in test) Production Reliability Acceptance Testing (PRAT).
While FRP 2 is expected to be a build-to-print effort, should a production obsolescence issues arise, any future ECP solution needs to address the requirements of Attachment 10 - Performance Specification for eCASS, PMA260-001/R-2, including First Article test and inspection as well as Transportability Requirements in accordance with Section 3.2.8.3 of the SOW.
5) Can copies of the following documents be provided?
(1) 17602002.8 eCASS Configuration Management Plan
(2) 26003062009.0 PMA260 Configuration Management Plan for Aviation Support Equipment.
Answer: The RFP does not mention the eCASS Configuration Management Plan (17602002.9), nor will the Offeror be required to comply with this document. As such, a copy of this document will not be provided.
The RFP does refer to PMA260 Configuration Management Plan for Aviation Support Equipment (26003062009.0). This document is a Distribution Statement D (distribution authorized to DOD and DOD contractors only) document and, as such, will be provided via Supplemental disc #3.
6.) Question: Can the Government verify if the section L Table T-1 Cross Reference Matrix contains the correct SOW references or if Attachment L-2 Volume 2 Table T-1 Cross Reference Matrix (CRM) should be used.
Reference:
Section L Table T-1 Cross Reference Matrix
· 2.4 Program and Schedule: SOW 3.2, 3.2.6
· 2.5 Subcontractor Management and Supportability: SOW 3.2.1
Attachment L-2 Volume 2 Table T-1 Cross Reference Matrix (CRM)
· 2.4 Program and Schedule: SOW 3.2
· 2.5 Subcontractor Management and Supportability: 3.2.6
Answer: There is an error in the Cross Reference Matrix, the RFP will be amended to change the following:
Section L Table T-1 Cross Reference Matrix will be changed from:
· 2.4 Program and Schedule: SOW 3.2, 3.2.6
· 2.5 Subcontractor Management and Supportability: SOW 3.2.1
To:
Section L Table T-1 Cross Reference Matrix
| 2.4 | Program and Schedule | 3.2 | ||
| 2.5 | Subcontractor Management and Supportability | 3.2.1, 3.2.6 |
Attachment L-2 Volume 2 Table T-1 Cross Reference Matrix (CRM) will be changed from:
· 2.4 Program and Schedule: SOW 3.2
· 2.5 Subcontractor Management and Supportability: 3.2.6
To:
Attachment L-2 Volume 2 Table T-1 Cross Reference Matrix (CRM) will be changed from:
· 2.4 Program and Schedule: SOW 3.2
· 2.5 Subcontractor Management and Supportability: 3.2.1, 3.2.6
An updated Attachment L-2 will be included in an Amendment.
