Industry Questions

Q1. Will a list of eCASS FRP2 Industry Day attendees be provided? Will it include email and phone numbers? Will the Industry Day Brief be made available?

A1. A list of Industry Day attendees will be posted to the fbo.gov website. If you wish to receive a specific POC’s contact information, please email Lisette or Kate and they will provide. The Industry Day brief will be also be posted to fbo.gov.

Q2. We understand Past Performance of teammates is important. How critical is the past performance of the team as an entity? (e.g., if the specific team pulled together for eCASS has never worked together before, will that influence the scoring of past performance?)

A2. The Past Performance Factor Team will rely on Section M - Evaluation Factors for Award to evaluate each offeror’s proposal.

Q3. Please explain “evaluated quantity” in Section B and how it relates to total evaluated price.

A3. The evaluated quantity is the Government's current best-guess estimate of what quantity will likely be procured each option year. Because this is the likely quantity at this time, price will be evaluated at this quantity point. The total evaluated price will be the unit price per station multiplied by the most likely quantity for each CLIN creating an overall most likely price. The ceiling price will be the unit price per station multiplied by the maximum quantity for each CLIN creating an overall ceiling price. All costs will be evaluated for reasonableness.

Q4. What is the Small Business utilization goal?

A4. There are no small business utilization goals.

Q5. Is it likely that this procurement will become a Small Business set-aside?

A5. The Government contracts team is working with our Small Business office to determine if this procurement should be a Small Business set-aside or Full and Open Competition. A determination will be made prior to the release of the Final RFP.

Q6. NAICS Code 334519 is a small business NAICS code. Is it the Government’s intent to award a single award to a Small Business?

A6. NAICS Code 334519 can be used for either a large or small business. The Government has not yet made a decision on whether this will be a Full and Open competition or a Small Business set-aside.

Q7. Fed Biz Opps posting referenced documents mention ECPs. Please clarify what ECPs are being mentioned. Will the Government provide a list of in-work or planned ECPs not included in the provided TDP? Have/will they be implemented prior to Final RFP release?

A7. The DRFP covers production for a base and 5 options during which time it is anticipated that there will likely be the need to address production obsolescence Class II ECPs which is in discussed in the

Statement of Work (SOW). In addition, the TDP states that eCASS is currently in Production and that the

Technical Drawing Package (TDP) represents the latest configuration at the time of posting and is therefore subject to change as production continues. As such, for FRP 2, TDP changes from this version are not anticipated to exceed 10%. Current changes on drawing package are being implemented and will be updated prior to release of the Final RFP.

Q8. Is there a requirement for any amount of TPS transport demonstrations for FAT or acceptance? If so, please provide more details/information.

A8. The contractor shall follow the SOW and required test procedures for acceptance which will include running CAL & SMAT OTPS as well as background SMAT. No additional OTPS UUTs are required. If an ECP is needed, the SOW does indicate when the CQT OTPS will need to be run.

Q9. Are there known deficiencies between current TDP and performance spec?

A9. No, there should be no deficiencies between the eCASS TDP and performance spec.

Q10. Are there any concerns with any directed supplier of instruments or products?

A10. There are no known concerns.

Q11. Is there any proprietary software, firmware or hardware in the TDP?

A11. Government maintains CM of the eCASS system software and hardware baseline. The eCASS system software and hardware baseline does contain several COTS products. The government will deliver the latest baseline, including system software at time of award.

Q12. Can the Government split out the procurement into smaller portions?

A12. No, the Government’s intention is to award this procurement as a single-award contract.

Q13. Are there any work instructions in the TDP?

A13. All drawings have notes that indicate any assembly work requirements within the drawing.

However, there are no work order or router instructions specifically on drawings.

Q14. Who is going to maintain the TDP?

A14. The TDP itself is a Government document and will be maintained by the Government. The SOW covers what the contractor’s responsibility is with regards to Class II ECP changes. However, the contractor will be responsible for submitting PIRs.

Q15. Is the Government going to provide a GFE list?

A15. The GFE list will be made available with the Final RFP release. In addition, there are also some CASS re-use items that will be used in eCASS instead of ordering new. The Government is currently compiling the re-use/GFE lists. Both will be made available with the Final RFP release.

Q16. Can changes be made post-award?

A16. If changes are required, Class II ECPs are the responsibility of the contractor and requires

Government approval. Implementation responsibility will depend on how complex the change required is.

Q17. Can the contractor provide an improved design?

A17. No, this is a built-to-print effort and production needs to be done in accordance with the TDP.

Q18. The solicitation states that the Government does not want resumes for employees that will be involved in this contract. Do you want a letter of intent?

A18. It is the contractor’s responsibility to provide a detailed plan on how they intend to accomplish the skill sets and work required for this procurement.

Q19. Is JSF going to be considered part of this requirement?

A19. JSF support is not part of the current eCASS requirement.

Q20. Will the Government be providing a maximum page limit for each volume?

A20. There is no maximum page limit; however, there is a chart in Section L of the RFP package that shows the suggested page count for each proposal volume.
