Executive Summary
This Packaging, Handling, Storage and Transportation (PHS&T) Plan contains the requirements for PHS&T for eCASS, the SMAT OTPS, the CAL OTPS, ancillary equipment, spares, and repair parts. NAVICP 0771 is NAVAIR's agent for the development, review, and approval of packaging data requirements. Requirements determination and acquisition of reusable containers are the responsibility of NAVICP. During the pre-operational support period, contractors are responsible for determining the type and extent of packaging for consumable and repairable items, and for making recommendations to NAVICP. Up-to-date information is available in NAVSUP P700, which is available at https://www.icptarp.net/P700.nsf/.
The Navy is currently using CASS as its standardized ATE to provide automated diagnostic support to a multitude of Naval weapon systems. CASS was developed using 1980s technology and fielded in the early 1990s. The average life cycle for ATE is 15-20 years, primarily due to changes in technology, but also due to parts obsolescence. The first of the fielded CASS stations will reach the end of their planned life cycle in 2012. The Navy is actively pursuing alternatives to extend the CASS life cycle until eCASS can be fielded.
Faced with aging equipment and parts obsolescence, the Program Manager, NAVAIR PMA260, conducted an Analysis of Alternatives (AoA) and a Cost Benefits Analysis (CBA) to research and provide recommendations that would provide the best technical and most economical approach to either replace or upgrade CASS. The findings from the AoA and CBA recommend replacing the legacy CASS technology with a modernized and technologically-advanced program. The CASS Modernization Program, known as eCASS, will entail incorporating and integrating new test technologies under the DoD Automatic Test Systems (ATS) technical architecture framework to reduce the effects of future obsolescence as well as to support test requirements that have emerged since CASS was originally designed in the 1980s.
It is the Navy’s intent to replace CASS with eCASS, a technologically advanced test system that will commence production deliveries in 2015. eCASS will mitigate parts and future technology obsolescence to provide a fully integrated, expeditionary, adaptable support system that will significantly reduce the Navy’s ATE Total Ownership Cost (TOC) over the next 20 years.
eCASS will also improve CASS performance parameters such as reliability and maintainability.
eCASS stations will be designed with the software and hardware to provide Communication, Navigation and Identification (CNI), Electro-Optical (EO) and High Power (HP) capability required to replace all mainframe CASS configurations.
1.0 EQUIPMENT PACKAGING
All activities are to ensure that all assets are complete when returned for repair, all shipments are packed according to the below guidelines and the Maintenance Action Form (MAF) is attached to the asset prior to shipment.
1.1 SPECIAL CONTAINERS
The contractor will be required to supply, at a minimum, a detailed Level 2 drawing package(s) (contractor format is acceptable) of all depot-level repairable eCASS Weapons Replaceable Assemblies (WRA) and Shop Replaceable Assemblies (SRA) for NAVICP to determine if existing reusable containers are available or if new special containers must be developed to facilitate the shipping of eCASS equipment through the government supply system. At a minimum, the drawings must contain the equipments’ dimensions (length, height, and width), weight, overall cube dimensions, and any unique requirements (storage temperature, hazard/explosive issues, Electrostatic Discharge (ESD) protection, oversize, fragile, etc.).
1.2 MARKING
All items will be marked for shipment and stored in accordance with MIL-STD-129P, Marking For Shipment and Storage and MIL-STD-130M, Marking and Identification of US Military Property.
1.3 PACKING LIST
A packing list or other suitable shipping document shall accompany each shipment and shall show the (a) name and address of consignor; (b) the name and address of consignee; (c) Government contract (and delivery order, if used) number; (d) Government bill of lading number covering the shipment, if any; and (e) description of the material shipped, including item number, quantity, number of containers, and package number, if any.
1.4 PACKAGING
eCASS hardware, SMAT OTPS, CAL OTPS, ancillary equipment, spares, and repair parts will be packaged in accordance with DoD Standard Practice for Military Packaging, MIL-STD-2073-1D.
All items considered candidates for accommodation by specially designed reusable containers shall be identified and data in accordance with MIL-PRF-49506 shall be furnished. Data shall be in sufficient detail to allow the design of a specialized container and dummy load without having to obtain additional data. Items requiring special marking requirements for shelf life items, constant power source needs, special attitude, controlled storage, hazardous materials and classified items shall be identified. The contractor shall provide the following for all candidate items: unit dimensions, unit weight, special shipping requirements, drawings showing envelope dimensions, detailed drawings showing mounting points, item material and surface finishes, and item fragility.
For large items greater than sixty inches long or over 150 lbs the following additional information shall be provided: center of gravity, radii of gyration, and moment of inertia.
The contractor shall provide data tailored to Appendix B for all new peculiar procurable source coded items. Table 1 shall be completed to provide a list of all eCASS assets that have been assigned containers to be used for return of failed material.
All packing, marking and storage incidental to shipping of equipment to be acquired under this contract shall be made at the Contractor's expense except for government furnished reusable shipping containers.
1.4.1 REPAIRED EQUIPMENT TO BE PLACED INTO NAVICP WAREHOUSES’
FOR ISSUE:
Any item that is destined for long term storage or any equipment that has been returned to the Original Equipment Manufacture (OEM) for repair shall be packaged in accordance with MIL-
STD-2073-1D.
1.5 CLASSIFIED MATTER
Classified matter, if applicable, shall be packed and shipped in accordance with transmission instructions contained in the Industrial Security Manual for Safeguarding Classified Information (DOD 5220.22-M) and the DD Form 254 “Contract Security Classification Specification”.
Other DoD security documents, including but not limited to the following, may pertain to delivery or performance under this contract: DOD 5220.22-S-1 “COMSEC Supplement to Industrial Security Manual for Safeguarding Classified Information” and DOD 5220.22-R “Industrial Security Regulation.”
1.6 RECEIVED DAMAGED EQUIPMENT
Items that are damaged or defective, in the opinion of the Contracting Officer's Representative (COR) or designated Government representative shall be replaced with new items at no additional cost to the Government.
2.0 HANDLING
eCASS handling equipment will be designed in accordance with MIL-STD-1365B, General Design Criteria for Handling Equipment Associated with Weapons and Related Items. Handling Equipment/Common Tool Kits identified for use at the intermediate maintenance level in support of eCASS is included in Appendix C.
3.0 STORAGE
There are no special or unique storage requirements for eCASS known at this time. However, the Contractor will notify NAVICP if any special/unique requirements are identified during the life of the contract.
4.0 TRANSPORTATION
No special or unique transportation requirements have been identified for eCASS at this time.
Transportation of eCASS, SMAT OTPS, CAL OTPS, ancillary equipment, spares, and repair parts will be in accordance with DoD and Navy directives. Shipments to sites during the interim support period will be by commercial bill of lading via air-ride van. Any deviations required by the user site will be addressed on an individual basis. If deviations are required, NAVICP will be notified to ensure that the proper procedures are used.
