About this file

This document contains a notice regarding a request for proposals for construction of a consolidated headquarters facility at Naval Support Activity, Marine Corps Base Guam. The project scope includes reinforced concrete structures, exterior walls, flooring, foundation, windows, roofing, mechanical, electrical, and information systems designed for Guam's earthquake and environmental conditions and to meet Unified Facility Criteria. Support facilities incorporate utilities, site improvements, emergency generator, access roads, parking, and related incidental work. The notice provides answers to pre-proposal questions, with one answer revising the dates for receipt of proposals in Amendment No. 0003 due to a request from an offeror to extend the deadline by four weeks. This was requested to help ensure competitive pricing by allowing subcontractors and suppliers sufficient time to prepare proposals for this solicitation amid other concurrent projects, thereby avoiding an overwhelmed market with reduced bidding.

Notice No. 4

Notice No. 4 14 July 2021

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1303

WON 1639790, J-301 GOJ – CONSOLIDATED HEADQUARTERS,

U.S. NAVAL SUPPORT ACTIVITY (NAVSUPPACT),

MARINE CORPS BASE (MCB) GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

18. We kindly request your consideration to extend the current proposal date, of which we would be grateful for at least a four (4) week-extension. In particular, the extension will help to ensure competitive pricing from Offerors, as with the current concurrent NAVFAC Guam project bid dates, we are starting to see the subcontractor/supplier market becoming overwhelmed, resulting in a reduced number of subcontractors/suppliers bidding and likewise a reduced number of subcontractor/supplier proposals we have received. It is our understanding that other Prime Contractors are experiencing this same issue. As a result, if the bid date is not extended and remains close to bidding on or near other ongoing Guam RFPs, it will force the subcontractors/suppliers to decline participation in the RFP due to the lack of their resources to prepare for the bid. Prime Contractors rely on receiving subcontractor/supplier proposals to ensure a true and competitive proposal to the Government, and unless an extension is granted, the described situation will greatly affect the overall Prime Contractor pricing the Government receives.

ANSWER: Dates for receipt of proposals are revised. See Amendment No. 0003.
