U.S. NAVAL SUPPORT ACTIVITY (NAVSUPPACT),
MARINE CORPS BASE (MCB) GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
246. SECTION 03 42 13.00, PAGE(S) 2 and 8
Please review and confirm that the addition of ASTM A1094 Continuous Hot-Dip Galvanized Steel Bars as a reference standard specification and as an approved alternate standard specification comparable to ASTM A767 Zinc-Coated (Galvanized) Steel Bars for Concrete Reinforcement will be structurally acceptable.
ANSWER: See response to Question 242. Additionally, Section 01 33 00 paragraph 1.9 provides procedures for proposing variations during construction.
247. 23 07 00
Paragraph 3.2.1.6 Table 1 and Paragraph 3.2.2 Aboveground Cold Pipelines call for domestic cold water to be insulated. Domestic cold water in Guam does not require insulation to save energy or prevent condensation as it comes out of the ground in the mid- 70s. Other projects at Camp Blaz do not have this requirement. Please confirm insulation is not needed on domestic cold water.
ANSWER: Confirming that insulation is required for domestic cold water.
248. 23 07 00
Table 5 calls for Cellular Glass insulation for the emergency generator diesel engine exhaust piping and muffler. Cellular glass insulation has a high temperature limit of 900 degrees ºF. Calcium Silicate is commonly specified for diesel engine exhaust piping due to it’s higher temperature limit. Please confirm what type of insulation is required.
ANSWER: Section 23 07 00 will be revised in a future Amendment to allow calcium silicate insulation material for diesel engine exhaust pipe, which is suitable for temperatures up to 1200 F.
249. S-122, S-123
Please provide the beam tags for East-West running beams located at grids D, E, F & G that span between grids 5 and 8.
ANSWER: Beams running east to west at Grids D, E, F, & G between Grids 5 and 8 are sloping beams. An elevation view is indicated on sheets S-122 and S-123 that reference B1/S-503. Beam tags are not required.
250. RFP Document 00100 Instruction to Proposers
Due to the unprecedented world environment, such as COVID 19 pandemic, while it’s ending, and the Russia-Ukraine war, the cost of fuel and most of merchandizes have been drastically escalated in these couple years. And, it is still unpredictable and unforeseen for future escalations, especially Material Price Escalations.
In fairness to both parties, Contractor’s price proposal is the best price based on the construction prices, permanent construction materials and temporary materials including consumables, such as fuels and utility fees at the day of the bidding date.
Therefore, we would like to request if it’s possible to include a clause or condition that; in case those prices are escalated more than 5% of above said prices, then those escalation costs shall be compensated accordingly from the client to the contractor.
ANSWER: The RFP remains unchanged.
