About this file
This document contains responses to questions regarding solicitation number N62742-21-R-1303 from the Department of the Navy Naval Facilities Engineering Command for the construction of a consolidated headquarters facility at Naval Support Activity, Marine Corps Base Guam. The project involves construction of a reinforced concrete building with exterior walls, flooring, foundation, windows, roofing, mechanical, electrical, and information systems designed to meet Guam earthquake and environmental conditions. Support facilities include utilities, site improvements, emergency generator, access roads, parking, and incidental related work. Questions were answered clarifying definitions of satisfactory and structural fill materials, revisions to safety evaluation criteria, acceptance of solenoid versus motor driven door hardware, door material and soundproofing requirements, and confirmation that third party sound testing is not required.

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
REVISED RESPONSES FROM NOTICE NO. 12 DATED OCTOBER 4, 2021:
165. Spec Section 31 23 00.00 20 received with Amendment 0004 – Bore Log – B11 dated
2/15/2018 & J-301 Drawing C102 dated 4/6/2021
Consider the following:
• Existing Grade at B11 Bore Log location is 138.47m (454.2 ft.) per Bore Log B11.
• Existing Grade at B11 Bore Log location is @ 460ft. per Dwg C102.
• The difference in elevation between these two data points is +5.8ft. (Fill)
Please provide fill material type or available soil data for imported soils.
ANSWER: Bore Hole B11 was located along Road 1. The existing surface elevation as noted in the bore hole log was the pre-existing elevation prior to construction of Road 1.
Project J-001B placed fill material type may consist of common fill and/or embankment material which may consist of GW, GP, GM, GP-GM, GW-GM, GC, GP-GC, GM-GC, SW, SP, SM, SW-SM, as well as GC, SC, SW-SC, SP-SM, SP- SC, ML, MH, CL, CL-ML and CH. This will be noted in section 31 23 00.00 20 in a Future Amendment.
166. Spec Section 31 23 00.00 20 received with Amendment 0004 – Bore Log – B12 dated
2/15/2018 & J-301 Drawing C102 dated 4/6/2021
Consider the following:
• Existing Grade at B12 Bore Log location is 136.12m (446.5 ft.) per Bore Log B12.
• Existing Grade at B11 Bore Log location is @ 456ft. per Dwg C102.
• The difference in elevation between these two data points is +9.5ft. (Fill)
Please provide fill material type or available soil data for imported soils.
ANSWER: Bore Hole B12 was located along Road 1. The existing surface elevation as noted in the bore hole log was the pre-existing elevation prior to construction of Road 1.
Project J-001B placed fill material type may consist of common fill and/or embankment material which may consist of GW, GP, GM, GP-GM, GW-GM, GC, GP-GC, GM-GC, SW, SP, SM, SW-SM as well as GC, SC, SW-SC, SP-SM, SP- SC, ML, MH, CL, CL-ML and CH. This will be noted in section 31 23 00.00 20 in a Future Amendment.
RESPONSES FOR NOTICE NO. 21:
255. AM0018 CLIN 0001AE & 0001AF
Removal of unsuitable materials (over-excavation) and replacement with select fill materials.
Both CLINS are for the removal of unsuitable materials and placement with select fill, please provide the delineation between CLIN 0001AE & CLIN 0001AF.
ANSWER: Items 0001AE and 0001AF are SLINs and not CLINs. SLIN 0001AE is in reference to the placement of satisfactory fill, while SLIN 0001AF is in reference to the placement of structural fill. See spec section 31 23 00.00 20 (Amendment 0018); Part 2, where satisfactory and structural fill are defined.
256. Document 00202
Factor 3 – Safety Complete Calendar Years for OSHA DART & TRC Rates.
Please confirm if the complete calendar years for evaluation remains from 2016 to 2020.
ANSWER: Please see Amendment No. 0019, which replaced Document 00202. Factor 3 - Safety, Submission Requirements, was revised to “five previous complete calendar years (2021, 2020, 2019, 2018, 2017)” for supporting OSHA 300 log and OSHA Form 300A summary.
257. 08 71 00, 3.6 Hardware Sets
Please advise if a motor driven electric hardware is acceptable in lieu of a solenoid driven electric hardware due to its benefits like no surging electricity is required and quietness.
ANSWER: Provide solenoid hardware per spec.
258. Drawing A-602, A-603
The wood doors on this project are primed hardboard, to be painted. We have both STC45 and STC50 sound rated openings calling for wood doors. The STC50 doors will require cam-lift hinges and will need to be hollow metal in order to meet this STC level. We can apply a wood veneer onto these hollow metal doors, however this seems unnecessary, since this veneer will simply be painted. We propose to just provide as hollow metal doors and eliminate the applied wood veneer. This will eliminate any possible issues with delamination and damaged corners. Is this acceptable?
ANSWER: Doors 1-117, 1-121, 1-183, 1-216, 2-113, 2-115 and 2-153 are noted as Acoustic (AC) type doors with STC 45 and 50 ratings. These doors need to comply with spec section 08 34 73.
Doors 1-104, 1-125, 1-182, 1-184, 1-212, 1-219, 2-125, 2-134, 2-154A and 2-156A are noted as solid core (SC) type doors with an STC 45 rating. These doors need to comply with spec section 08 14 00.
All doors (AC and SC) are scheduled to be painted.
259. Specification Section 08 71 00; Drawing A-602, A-603
The STC45 doors can be a conventional wood door with level swing butt hinges and auto door bottom or can include cam-lift hinges. The following doors are STC45 and are included at hardware sets with level swing butt hinges and acoustic seals which can only include an auto door bottom:
1-125 set 18 1-182 set 20 1-184 set 18 1-212 set 18 1-219 set 20
Our experience shows that this type of opening will most probably not pass a sound test, due to the auto door bottom. Should we include cam-lift hinges for all sound doors, regardless of the hardware set, so that all openings would pass a sound test? If this project is NOT requiring 3rd party sound testing, then the most cost-effective solution is to leave these doors as specified, with butt hinges and standard sound seals. Please advise if 3rd party sound testing will be performed at this project for the sound doors..
ANSWER: Sound testing is not a requirement for the doors noted.
