About this file
This document contains pre-proposal questions and answers regarding solicitation number N62742-21-R-1303 for the J-301 GOJ-Consolidated Headquarters project at Naval Support Activity, Marine Corps Base, Guam. The project involves construction of a consolidated headquarters facility consisting of reinforced concrete with all necessary components to meet Guam earthquake and environmental conditions and applicable Unified Facility Criteria. Support facilities include utilities, site improvements, an emergency generator, access roads, parking, and incidental related work. Questions pertained to conflicting requirements between ADA compliance and water penetration standards for exterior doors and thresholds. Responses indicated threshold types would be revised for certain exterior entry doors in a future amendment to meet both standards, and hardware groups would also be revised for doors with discrepancies between drawings and specifications.

RFP N62742-21-R-1303
Notice No. 17
1 June 2022
PRE-PROPOSAL QUESTIONS & ANSWERS
WON 1639790, J-301 GOJ – CONSOLIDATED HEADQUARTERS,
U.S. NAVAL SUPPORT ACTIVITY (NAVSUPPACT),
MARINE CORPS BASE (MCB) GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSE REVISED FROM NOTICE NO. 8 DATED AUGUST 24, 2021
76. ADA requirements compliant hardware (08 71 00) includes the use of 1/2" high max.
thresholds throughout the facility. ASTM E331 on the other hand is for water penetration of exterior windows, curtain walls and doors.
To meet the E331 requirement, it is most likely to use 1” or higher thresholds to block water penetration. Below is an example.
** This high threshold is against ADA requirements.
ANSWER: We assume this is in reference to spec section 08 11 16 – ALUMINUM DOORS, FRAMES AND WINDOW WALLS since section 08 71 00 – DOOR HARDWARE makes no reference to this standard. The storefront door system (including threshold) will need to comply with ASTM E331 and ADA /ABA section 404.2.5 (Thresholds). See response to question 243.
RESPONSES FOR NOTICE NO. 17
243. Spec. 08 71 00, 08 11 16, Americans with Disabilities Act (ADA)
Spec. 08 71 00 spec requires ADA compliance. Spec. 08 11 16 requires E-331 tested aluminum doors. The aluminum doors require J32100 of ASTM A156.21 compliant and ADA compliant (max. ½” high) thresholds per Spec. 08 71 00, though E-331 requires 1” or more higher thresholds for the doors to block water penetration at a pressure of 2.86 pounds per square foot of fixed area.
1-111A, 1-138A, 1-139A, 1-139B, 1-141, 1-162, 1-177A, 1-222, 1-230B, 1-233C, 1-234, 1-236, 1-236A, 1-236B, 1-237, 1-238, 1-239, and 1-241.
Please advise if the ADA compliance should prevail over this conflict.
ANSWER: Threshold type for the following exterior entry doors (1-111A, 1-138A, 1-162, 1-
177A, 1-222, 1-230B, 1-233C, 1-234, 1-236, 1-237, 1-238, 1-239 and 1-241) will be revised in a future Amendment to meet ADA and ASTM E331.
244. 08 71 00, 3.6 Hardware Sets of Amendment 8 / TY601 of Amendment 7 and TY602
Per drawings TY601 of Amendment 7 and TY602, the doors should be AACS/IDS interfacing, though the assigned specification hardware sets of Amendment 8 for the doors are not AACS/IDS interfacing. Please verify.
1-111A, 1-111C, 1-117, 1-139A, A-139B, 1-140, 1-145, 1-159A, 1-159B, 1-177A, 1-185, 1-186, 1-208, 1-214, 1-217, 1-222, 1-230A, 1-230B, 1-232A, 1-233A, 1-233C, 1-234, 1-236, 1-237, 2-125, 2-128, 2-134, 2-139, and 2-156A
ANSWER: Doors 1-117, 1-230A, 1-230B, 1-233C, 1-236, 1-237, 2-125, 2-134 and 2-156A hardware groups indicate AACS/IDS hardware. Will revise hardware groups for other doors in a future Amendment.
245. 08 71 00, 3.6 Hardware Sets of Amendment 8 / TY601 of Amendment 7 and TY602
Door# 1-129 has the assigned hardware set# 18 which is AACS/IDS interfacing, though.
Per drawing TY601 of Amendment 7, the door is not to interface AACS/IDS. Please verify
ANSWER: Will revise hardware group for door 1-129 in a future Amendment.
