About this file
This is a Task Group Instruction (TGI) document for temporary scaffolding services on the USS HIGGINS (DDG-76), a naval destroyer. The instruction was prepared by Toshihiro Tsutsui and approved by Yuuji Nakamura on December 17, 2025, under system 86512 and project/work order KB3.
The scope of work involves the installation and removal of scaffolding assemblies at fourteen distinct locations throughout the vessel to support Ship's Force maintenance and preservation work. Work locations range from the polemast at 154 feet above base line to various deck levels between frames 122 and 392, including antenna maintenance platforms, stack work, bulkhead maintenance, and bridge wing preservation. The contractor is scheduled to begin work on June 29, 2026, and complete all scaffolding work by December 8, 2026. The instruction identifies fourteen separate scaffolding assemblies (identified as 1.3.1 through 1.3.14), each supporting specific maintenance tasks such as antenna servicing, window and motor repairs, platform preservation, and structural work. Work will be performed in accordance with 29 CFR Part 1915.71 (Scaffolding or Staging) and reference drawing MP PM240-0049, SURF for AEGIS Radar SPY Antenna Array Scaffolding. Supporting service work, including crane and crane rigging services, safety inspections, and QA inspections, will be provided by SRF-JRMC under related TGI No. 38KB386501S02. No government-furnished materials are required, and the material list appendix contains no specific components or quantities.
