About this file

This is a Quality Assurance Surveillance Plan (QASP) for the USS HIGGINS (DDG 76) FY26 maintenance contract under the Department of the Navy, Chief of Naval Operations (CNO) 6C1, Solicitation N6264926RA044, and serves as Attachment VII to the contract.

The QASP establishes the Government's framework for monitoring contractor performance to ensure deliverables are timely, adequate, and complete. The Administrative Contracting Officer (ACO) holds ultimate responsibility for determining performance adequacy and ensuring contractor compliance with contract terms, while the Project Manager/Contracting Officer Representative (PM/COR) manages technical administration and maintains a quality assurance file. The Government will employ three primary surveillance methods: direct on-site observation, verification of documentation and deliverables for accuracy and completeness, and inspections as needed for accident investigations and other circumstances. Performance will be continuously monitored with periodic reassessment of surveillance frequency appropriateness, and ratings will be assigned as either acceptable or unacceptable based on standards outlined in Enclosure (1). The Government will document all positive and negative performance for inclusion in past performance records via the Contractor Performance Assessment Report System (CPARS).

Enclosure (1) specifies five key performance standards and acceptable quality levels: submission of schedule and associated reports per NAVSEA Standard Item (NSI) 009-60, including Initial Integrated Production Schedule, Schedule of Record, Weekly IPS, and 25/50/75 Percent Conference Support deliverables in required formats; timely response and adequate resolution to Method C and Method D Corrective Action Requests; accurate submission of Condition Found Reports via hard copy or approved electronic media to SRF-JRMC containing required NSI 009-01 information; timely response and complete resolution to Letters of Concern and Letters of Direction issued by the ACO; and compliance with FAR 49.402-3 procedures requiring timely response and adequate resolution to cure notices and show cause notices.
