About this file
This is a Task Group Instruction (TGI) for maintenance work on the USS Higgins (DDG-76), a naval destroyer. The instruction document establishes requirements for inspection, repair, and preservation of the forward uptake space system, with work scheduled from June 29, 2026 through December 8, 2026.
The work encompasses multiple compartments and systems across the vessel, including the 05 Level Weather deck (Frames 189-216, Port and Starboard), Uptake Engine Room No. One, Ships Service Gas Turbine Generator (SSGTG) exhaust and intake trunks, passage ways, fan rooms, communication centers, Halon Cylinder Room, administrative offices, Tomahawk Equipment Room, and Auxiliary Machinery Room No. One. Specific deliverables include visual inspection of exterior and interior surfaces for corrosion and structural integrity; power tool cleaning to bare metal (up to 3,578 square feet); ultrasonic thickness measurements at up to 100 locations; removal and installation of three Boundary Layered Infrared Suppression (BLISS) caps; base metal weld build-up (up to 160 square inches); plate replacement (up to 94 square feet); stiffener installation (up to 75 linear feet); weld repairs (up to 25 linear feet); and surface coating per SSPC-SP 11 standards. The contractor must submit inspection reports with sketches identifying deficiencies and repair areas. A critical special requirement mandates fabrication and staging of a non-flammable closure to maintain fire zone boundaries during access work. Government-furnished materials include fibrous glass gaskets and ferrules, with the Navy providing crane services, utilities, and QA inspections. The instruction references multiple engineering drawings, maintenance standards, and nondestructive testing requirements per Navy and military specifications.
