ATTACHMENT J-1503050-03&04 CNIC GROUNDS COLS
Lawn Care
Lawns are defined as grassy areas adjacent to building entrances or other areas that are designed to be maintained for aesthetic purposes (e.g., memorials, main gates, parade fields, and fence lines adjacent to primary public thoroughfares). The installation will designate which grassy areas will receive maintenance in accordance with the requirements of slides 5-8.
COL 1:
Grass is maintained to recommended heights specified below and can include minor occurrences of variations in uniformity. Lawns are healthy and present a uniform appearance and a rich natural color due to routine pre-emergent and post-emergent weed control (herbicide) and fertilization, irrigation, weed control, de-thatching, aeration or overseeding. Mowing includes concurrent trimming adjacent to fencing, poles, walls or other objects. Lawns contain minor occurrences of bare areas, ruts, holes, weeds, dead vegetation, and debris. Edging (vertical edge cutting at lawn edges) is performed concurrently with mowing and is uniform in appearance with minor occurrences of vegetation encroachment on ground structures. Grass can include minor occurrences of vegetation on fences and height variations adjacent to fencing, poles, walls or other objects between services. COL 1 grounds are designated as Prestige Areas and must be approved by the FX HPD.
GRASS HEIGHT BY VARIETY: (Min - Max Growth Height)
Bermuda: 2” - 3“; Centipede: 2” - 3“; Fescue: 3” - 4“; Kentucky Blue Grass: 2” - 4“; St. Augustine: 2” - 3“; Zoysia: 2“ - 4“
Grass should be cut no more than one-third of the grass blade length when mowing to maintain grass health.
Refer to COL photos on slides 10-11 for appearance guidelines and general notes on slide 41 for additional information.
(continued)
COL 2:
Grass is maintained to recommended heights specified below and can include some occurrences of variations in uniformity. Lawns are relatively healthy and present a generally uniform appearance and natural color and have minimal bare areas, ruts, holes, weeds, dead vegetation, and debris. Provide annual pre-emergent and post-emergent weed control and fertilization; and annual dethatching, aeration, and overseeding. Mowing includes concurrent trimming adjacent to fencing, poles, walls or other objects. Edging (vertical edge cutting at lawn edges) performed every other mowing and includes some variations in uniformity of appearance and some occurrences of vegetation encroachment on ground structures between services. COL 2 grounds are designated as Prestige Areas and must be approved by the
REGCOM or their designee.
GRASS HEIGHT BY VARIETY: (Min - Max Growth Height)
Bermuda: 2” - 4”; Centipede: 2” - 4”; Fescue: 3” - 5”; Kentucky Blue Grass: 2” - 5”; St. Augustine: 2” - 4”; Zoysia: 2” - 5“
Grass should be cut no more than one-third of the grass blade length when mowing to maintain grass health.
Refer to COL photos on slides 12-13 for appearance guidelines and general notes on slide 41 for additional
COL 3:
Lawns in improved areas will be maintained at the grass heights specified below. Not required to be uniform in appearance. Lawns can include occurrences of other vegetation and height variations. Mowing includes concurrent trimming adjacent to fencing, poles, walls or other objects. Edging (vertical edge cutting at lawn edges) provided monthly during the growing season and includes variations in uniformity of appearance and several occurrences of vegetation encroachment on ground structures between services. Provide annual pre-emergent weed control (herbicide) and fertilization. Irrigate as necessary to maintain lawn health and appearance..
Lawns will contain some occurrences of bare areas, ruts, holes, weeds, dead vegetation, and debris. No dethatching, aeration, or overseeding provided. Unscheduled service authorized in response to health, safety, or sanitation issues.
Determination of a health, safety, or sanitation requirement will be based on written documentation from an authoritative source such as a the base safety office.
GRASS HEIGHT: (Min - Max Growth Height)
Maintain all grass between 2” - 6” but mow at least every two weeks during the growing season. Grass should be cut no more than one-third of the grass blade length when mowing to maintain grass health.
Refer to COL photos on slides 14-15 for appearance guidelines and general notes on slide 41 for additional
COL 4:
Lawns are not required to be uniform in appearance between services. Trimming adjacent to fencing, poles, walls or other objects performed concurrently with every other mowing. Lawns can include several occurrences of vegetation on fences and height variations adjacent to fencing, poles, walls or other objects between services. Lawns contain MANY occurrences of bare areas, ruts, holes, weeds, dead vegetation, and debris.
Irrigation is reduced to the absolute minimum necessary to prevent loss and inhibit growth. Edging (vertical edge cutting at lawn edges) is not routinely conducted for base beautification purposes and is only conducted at limited frequencies to eliminate trip or fall hazards or to prevent damage to paved surfaces. No fertilization, weed control, dethatching, aeration, or overseeding provided. Unscheduled service authorized in response to health, safety, or sanitation issues.
Determination of a health, safety, or sanitation requirement will be based on written documentation from an authoritative source such as a the base safety office.
GRASS HEIGHT: (Max Growth Height)
Maintain all grass below 8” regardless of species. The intent of COL 4 lawn maintenance is to keep the grass healthy enough to survive until a higher COL is restored.
Refer to COL photos on slides 16-18 for appearance guidelines and general notes on slide 41 for additional
Fields and Operational Areas
Fields:
Field mowing is required for areas around, behind, and between buildings that are not designated by the Installation as lawns as described above, or fields and other grassy areas along roadsides, fence lines, or in operational or other areas.
Grass heights in these areas should be maintained in accordance with the COL definitions described for Lawn Care or by operational requirements, but without the additional care requirements such as aeration, weed control, overseeding, and fertilization.
Operational Areas:
Installation operational areas are those areas driven by operational requirements (e.g., BASH, ATFP, and OP-5) and will be maintained in accordance with operational requirements. For example:
• Maintenance of areas identified as Bird/Animal Aircraft Hazard (BASH) mitigation zones are covered on slides 39-40.
BASH requirements are defined in the installation Wildlife Hazard Mitigation Plan (WHMP).
• Maintain installation perimeter fence line vegetation at a height of no more than 8” in accordance with NTTP 3-07.23.
Clear zones for installation perimeter fences are defined by NTTP 3-07.2.3; however, each installation is different and may have different requirements. Consult the Region N3AT Program Director for installation specific clear zone requirements.
• Maintain vegetation around ammunition storage facilities below 18” in accordance with NAVSEA OP-5 requirements.

Grounds Maintenance Notes
• COL definitions for grounds maintenance apply to improved acreage only.
• The contractor should be required to provide a submittal to establish a detailed plan or schedule to meet the performance based requirement. Once a submittal is accepted or approved, that schedule can be the basis for assessing contract performance.
• Maps created using the ArcGIS tool in accordance with guidelines set forth by the latest NAVFAC GeoReadiness
Data Collection Guide should be included in contracts. Maps may be obtained from the GIS Specialist or similar responsible entity.
• Maintain artificial turf and Xeriscape areas clean free from weeds and grass at all COLs.
• Periodic vegetation control is required to maintain fire breaks, road, and railway clearances.
• COL 1 and COL 2 service levels are designated as prestige. The approved prestige level for improved acreage is COL
2. COL 1 prestige areas are reserved for Advanced Education Review Board institutions and other CNIC HQ approved locations. Prestige acreage applies to areas within the immediate vicinity of main gates, command headquarters buildings, parade grounds, and other high visibility areas designated by the installation Commanding
Officer. Prestige acreage shall not exceed 5% of improved acreage (minus operational areas) and must be validated and approved by the Region Commander or their designee annually.
• Storm drainage maintenance is provided for all grounds areas, consisting of vegetation control and debris removal only for ditches, swales, berms, etc., and for street level grate cleaning to allow for adequate drainage. Excluded are underground storm drainage pipes and systems. Repair or modification of drainage systems shall be funded by SRM.
• When increasing service to a higher COL, restoration (e.g., plant beds, lawns, etc.) may be required prior to beginning recurring service. This work may be ordered via IDIQ task order.
• Tree trimming to prevent interference with utility lines is the responsibility of Utilities Energy Management (UEM).
• Maintenance of MWR recreation areas, playgrounds, and game fields is the responsibility of SIC MW.
Grounds Maintenance Notes
Funding for Vegetation Control and Removal
Installation Grounds Vegetation Control:
FX is the only appropriate funding source for grounds maintenance of landscaped areas such as lawns, planter beds and other landscaped areas where plants are intended to be, as well as vegetation and weed control non-landscaped areas such as sidewalks, parking lots, road shoulders, and cracks in other paved or concrete surfaces. FX is also the only appropriate source for vegetation control related to the BASH program requirements.
Vegetation Removal from Buildings and Facilities:
Facility Sustainment (ST) is the funding source to be used for vegetation and weed removal inside or on facilities. Power washing of a facility, maintenance of vegetation on a green roof, and weed removal from gutters and roof drains are examples of ST requirements.
