However, provided they will be added back, can it be assumed the Offeror may edit the columns to comply with their Company specific application of indirect rates, escalation and profit?

Response 144: Yes.

Question 145: 1700000 C BSVE, Spec. Item 3.2.3, pages 14 & 15. 3.2.3 States, “The Contractor shall operate the Governments fuel dispensing facility to ensure fuel, lubricating oil, air, and water are provided to all activity and tenant activity equipment during operating hours.” Then, under related information it states, “Ensure that the fuel station is manned during non-working hours when the automation is under repair.” In one case we man the fuel station during operating hours only and in the other case during non-working hours. Please clarify non-working hours’ responsibilities.

Response 145: Non-working hours’ responsibilities are in reference to when or if stations are under repair.

Contractor would need to provide temporary fueling during working and non-working hours because the requirement is to have fuel available 24 hours per day seven days per week. Also under related information this requirement should not exceed 15 days per year.

Question 146: 18000000 C Environmental, Spec. Item 2.3.1, page 3. The paragraph states, “Only laboratories that have appropriate credentials can perform testing. In the absence of certification requirements, laboratories must be accredited for each applicable test method by a nationally recognized laboratory accreditation body, an accrediting authority approved by the National Environmental Laboratory Accreditation Program (NELAP) or the American Association for Laboratory Accreditation (A2LA) operating in accordance with ISO/IEC 17011:2004.” 1. Please clarify, must the contractor use only a certified lab, even when highly accurate field tests exist which could be used by our technicians and inspectors (e.g. coliforms)? 2. Please identify what tests and analysis are required to be performed by certified labs

Question 148: Amendment 3, RFIs, Question and Answer # 139 and 140, page 7 of 22. Other than the incumbent, all other bidders do not know which building belong to which Funding agency which gives the Incumbent an unfair advantage. We cannot develop our pricing unless the government identifies the workload for Janitorial Services by the funding Agencies. Request again the Workload be broken out by each Funding agency, I.E. NAVFAC, NAVAIR, REGION, BMC, DLA, NCIS, NEX, GEOTHERMAL and EOD? IF not this is ground for a protest since all other bidders do not have on site knowledge as the incumbent.
