AMENDMENT 0002

NOTE: The SF30 for Amendment 0001 as well as Sections C, F and J for Annexes 1503020 Pest Control, Annex 153050 Grounds Maintenance & Landscaping, to include Xeriscaping, and Annex 1503030 Integrated Solid Waste Management were provided under Amendment 0001 on the Navy Electronic Commerce Online website. To locate these documents, open the Amendment 0001 link, next to “Documents” there is a hyperlink that states “Click here for Additional Documents”, and both the SF30 and the zip file containing the abovementioned annexes will pop up.

The purpose of this amendment is to:

1. Respond to Requests for Information (RFIs).

2. Provide the following electronic files that were embedded into the various annexes:

Attachment J-1503050-04 Grounds Map 2of2, BSVE-03 ECC, Custodial-04 1of2, Custodial-04 2of2, Custodial-18 Facilities Map Book, FI-12 Irrigation Backflow and Pumps, FI-13 Water Well System Data Sheets, and Grounds-05 By Customers.

3. Provide the revised Unpopulated Exhibit Lin Item Number (ELIN) Pricing Schedule dated 19 NOV 2018.

4. Extend the proposal due date.

RFIs:

Question 18: The Government requests that we “Refer to attached ECC Excel Spreadsheet below for BSVE vehicles inventory.” However, the document shows an Excel spreadsheet, but it is not an attachment, and thus cannot be opened. Would the Government please send this attachment so that offerors can determine the number of vehicles provided by the Government to help determine the number and type of vehicles the offeror must price?

Response 18: The BSVE-03 ECC.xlsx file is provided as an attachment to this amendment. The Government does not provide vehicles.

Question 19: Annex 1503020 Pest Control, Annex 1503050 Grounds Maintenance & Landscaping, to include Xeriscaping, Annex 1503030 Integrated Solid Waste.

Response 19: See Amendment 0001, Question and Response #4.

Question 20: In the ELIN schedule provided, on lines 1460-1469 the Government has provided NTE values for IDIQ. These values correspond directly to particular ELINS in the Non-recurring group such as A055AA Rental:

Refuse Container Type 1 or II, Size 3CY, Duration: 1 week, Pickup: 1x. These values are not entered in the Non- Recurring ELIN portion of the schedule. As such, there is confusion on what the bidders are supposed to do related to the Non-Recurring work pricing in general. Will the Government please provide detailed instructions on how they would like offerors to price the non-recurring portion and what do with the NTE values provided in the Recurring portion of the ELIN schedule?

Response 20: Task orders will be issued and negotiated. Not to exceed (NTE) total amount is for the entire year.

Each task order amount will be deducted from the NTE total amount for the contract year.

Question 21: In the ELIN schedule- Non-recurring portion of the Environmental Sections, there are numerous ELINS that site Hazardous Waste without much specificity. The term “hazardous waste” is utilized but not defined but not defined nor is the type of contamination provided. Will the Government provide the definition of hazardous waste for the purposes of this proposal as well as the composition and exact contamination levels of hazardous waste as that has a significant impact on pricing? Will the Government provide the relevant regulations and oversight agencies? For example, is the waste government by CERCLA or RCRA? Will the Government provide whether oversight is state, federal or both? Is the “Hazardous Waste” Transuranic, Volatile Organic Compounds, Nuclear Waste, or something else? As exact disposal methods and acceptable storage containers are dictated by the contaminants, will the Government provide the exact contaminants of concern and the concentration levels of each?

Response 21: The definition of HW is in CA Code of Regulations Title 22 Section 66261. All HW is regulated under RCRA, Specifically the State of CA RCRA Program under CA Code of Regulations Title 22 Division 4.5 Management of CERCLA Generated waste is not included in this effort. State only oversight; CA is authorized to implement Federal RCRA by the US EPA. No radioactive waste, no biological waste, no explosive waste will be managed/processed under this effort.

Question 22: In the ELIN schedule, Non-recurring portion of the Environmental Sections, these are several ELINS related to Analysis and it is unclear whether this analysis includes collection. If collection is included, will the Government provide where the collection is to take place (i.e. the area that it is to be collected and the depth of collection)? If the Government is requesting analysis of various items, the price can fluctuate dramatically based upon the environmental factors such as the related hazards around the area, the depth of the sample that is collected, and more. Ground level sample collection is relatively inexpensive compared to retrieving samples from 100’ depth of an area and the associated contamination levels surrounding the area also factor. Will the Government provide all data surrounding this to allow the offeror to provide a true and accurate price?

Response 22: Each ELIN includes sample collection and analysis. Sample collection and analysis is in support of correctly characterizing the HW generated at the HW accumulation areas; if the contractor causes a spill, then further sampling is necessary as outlined in the spill section of the scope of work. Samples will not be collected for the purpose of characterizing, for example, an old dump site. If a waste item is discovered in an R&D area that needs to be analyzed for the purpose of characterizing the waste for processing/disposal, then the Government will order the ELIN for the Contractor to sample/analyze the waste item.

Question 23: In the ELIN schedule provided, column O asks for our G&A rate to be provided. Our company and its associated subsidiaries forecast our G&A rates for each year and the G&A rates change each year. How would the Government like us to address this since it is asking for one G&A rate for the entire contract?

Response 23: The Offeror shall provide G&A rate each for the base period and all option periods.\

Question 24: Would the Government please confirm that the offeror must price and include every vehicle and equipment item listed in Attachment J-1700000-06 in their proposal?

Response 24: Attachment J-1700000-06 lists Contractor furnished vehicles and equipment must be on-site and readily available for use. It is confirmed that the offeror must price and include every vehicle and equipment listed in section J 1700000-06.

Question 25: 1503010 C Custodial_Spec Item 3.1.1.11, Page 9 of 16: Does this apply to free standing items (furniture and fixtures) or items that are part of the building (i.e., doors, partitions)?

Response 25: As the RFP states, surfaces include but are not limited to interior doors, partitions, and walls.

Question 26: 1503010 C Custodial_Spec Item 3.1.1.12, Page 9 of 16: Attachment J-1503010-10 states, “Not inclusive – quantities can vary”. Does the government anticipate a large variance?

Response 26: Government does not anticipate large variances that would not be modified into the contract. "Non inclusive" was used to cover any items that may have been overlooked when performing the initial inventory.

Question 27: 1503010 C Custodial_Spec Item 3.1.2.2, Page 10 of 16: What are the maximum size spot(s) to be cleaned?

1. Please identify contractor responsibility in terms of distance from buildings for emptying exterior ash receptacles?

2. What are limitations of trash / recyclables in terms of size and weight for items placed adjacent to containers?

3. What are the limits to items recycled outside?

Response 30: 1. Refer to Spec Item 3.1.5.2, it identifies distance from buildings due to Base smoking policies.

(Base policy is DON Instruction 5100.13E) 2. Size and weight has not been determined, however common sense would determine any items that would require equipment or other means of removal would not be part of the intent of this spec item. 3. Items that are recycled are materials which can be put through a process for reuse. Typical recycling would be cardboard, paper, bottles, cans, glass, etc.

Question 31: 1700000 BSVE, Spec Item 1.1, Page 3: PWS states that facility mounted WHE is included in 1502000, however 4.1 states that Contractor shall perform repair services in Government furnished facilities. Response 31: Contractor does not repair any Facility WHE. This paragraph excludes (last line) WHE facility mounted from these repairs.

Question 32: D. EVALUATION FACTORS FOR AWARD, 3.(3)(ii) (2), Page 99: A higher rating for this factor may be achieved by offerors whose Project Manager has project management experience with contracts with a total contract value of $200 million or more Is this requirement a direct result of the increased scope of work in Facilities Investment Section C?

Response 32: This is not a requirement; this is an opportunity for an offeror to possibly receive a higher rating for the proposal under this factor.

Response 39: Emergency Service Orders are limited to a ceiling of 8 labor hours or $250 in material cost for arrest condition. However, an indiscriminate (emergency and routine) service order consists of arrest condition and repair work and has ceiling of $10,000 for labor and material.

Question 40: Facility Investment_Spec Item 3.1, Page 8 of 40: “Service order work may include repairs to existing facility assets and equipment, work to facilities and structures located on the installation but not listed in the facilities listings, facilities and equipment that are not maintained through a reoccurring work schedule.” Please clarify – Is the contractor expected to fulfil requirement for certifications from OEM to work on unknown equipment?
