About this file
This is Amendment 0007 to a federal solicitation (N6247026R0006) that extends the proposal due date and provides responses to pre-proposal inquiries.
The proposal submission deadline has been extended from 26 March 2026 to 23 April 2026, with all submittals due by 2:00 PM Norfolk, VA local time. The amendment addresses seven pre-proposal inquiries (PPIs #208-214) that clarify technical and contractual scope issues. Key clarifications include: the Four Main Valves within Additive Injection Building 300 are motor-operated (not manual as shown in certain drawings); a 4" DBB plug valve stem extension of approximately 14'-0" to reach the lower tank platform is acceptable instead of the originally specified 27'-6" extension; all CLINs including the F76 Fuel Line remain within the Contractor's scope despite "BY OTHERS" notations in revised drawings, which maintain separation between two project drawing packages (P919 and F76); temporary site fencing shall be installed as required by EM385-1-1 with exact limits determined by the contractor; the Government intends to award a base contract for CLIN 0001 with CLINs 0002-0004 as priced options, reservable for award within 365 calendar days of contract award; and all pipe coatings, including exposed pipes at Pier 3, contain lead and must be removed in compliance with specified European Directives and Spanish National Health Institute requirements. The amendment does not extend the deadline for the requested two-week extension related to Easter holiday observances.

N6247026R0006 Amendment 0007
The purpose of this amendment is to provide the following:
1. The due date for proposal submission has been extended to 23 April 2026.
2. Pre-Proposal Inquiries (PPIs) Responses
3. Solicitation Revision
2. . Responses to Pre-proposal Inquiries (PPIs) # 208-214
208. Inquiry: According to drawing M-002T the DN250 and DN200 valves are shown as manual. Likewise, drawing M-602T also identifies these valves as manual. However, drawing M-402T shows these same valves as motorized. Please clarify whether these valves are motorized or manual.
Response: The Four Main Valves within Additive Injection Building 300 are Motor operated. See revised Drawings M-002T and M-602T provided in Amendment 0006.
209. Inquiry: We are unable to find a DBB Plug valve mfg that will provide a 27'-6" stem extension for the 4" DBB Plug Valve in the leak detection pit, due to buckling concerns. Can a 4" DBB plug valve be provided with a stem extension that will reach the lower tank platform? The stem ext. will be approximately 14'-0" in length.
Response: Valve extension to the lower platform will be acceptable.
210. Inquiry: We respectfully request clarification regarding an apparent inconsistency in the scope of the F76 Fuel Line. In Amendment 0006, the revised drawings (drawings M-122P through M-429P) identify the F76 pipeline as “BY OTHERS,” indicating that this work is not part of the Contractor’s scope. However, in Amendment 0001, both the Price Schedule (Option Item 03) and the associated drawings clearly indicate that the F76 Fuel Line from Pier 3 to the Bulk Storage Fuel Farm is to be provided and constructed by the Contractor. This creates a direct inconsistency between contract documents, as the same scope is simultaneously identified as: - Work to be performed by others (Amendment 0006 drawings), and - Work to be priced and executed by the Contractor (Amendment 0001 Price Schedule and drawings). Accordingly, please clarify the following: - Confirm whether the F76 Fuel Line is part of the Contractor’s scope of work or is to be provided by others. - If the F76 Fuel Line remains within Contractor scope under Option Item 03, clarify the intent of labeling this pipeline as “BY - OTHERS” in Amendment 0006 drawings. - Confirm which document (Amendment 0001 vs Amendment 0006) governs for bidding purposes. This clarification is critical to ensure proper scope definition and accurate pricing of the proposal.
Response: All CLINs are within the scope of this solicitation, however the drawings and specifications for the two projects (P919 and F76) remain separate. The use of the instruction "By others" within the Drawings maintains this separation of the two projects’ drawing packages.
211. Inquiry: With the upcoming Easter holiday, when many Spanish individuals observe the Easter holiday on the 2nd and 3rd of April and tend to take additional holiday the following week, we are requesting a 2 week extention to the due date to ensure our mechanical subcontractors have adequate time to review and respond to the numerous changes/clarifications within Amendment 0006.
Response: Refer to details of Amendment 0006.
212. Inquiry: If a temporary site fence is requied, provide specific locations on the plans for both sites.
N6247026R0006 Amendment 0007
Response: Temporary fences shall be installed where and as required by EM385-1-1. Exact limits shall be determined by the contractor based on availability and location of laydown areas and the extent of their work and related activities.
213. Inquiry: Option 03 items: What is the award time for the option 03 items?
Response: “The Government intends to award a contract to a single contractor for CLIN 0001, with CLINs 0002 through 0004 as priced options. The Government reserves the unilateral right to award CLINs 0002 through 0004 to the Contractor at the proposed price at the time of award or within 365 calendar days after the contract award.”
214. Inquiry: According to the contamination and hazardous materials note 9 of drawing G-010T: “underground pipe coatings are a coal TAR emulsion system that will contain asbestos fibers, chromium and lead”.
In addition, regarding the pipes located under Pie 3 (drawing MD122P and MD126P) that are not underground, we kindly request clarification about the type of coating they have in order to know if its removal must be considered as Hazardous Material as the Underground.
Response: All the samples taken in the pipes coating had lead content. The quantities were similar and consistent throughout the entire length of the pipe, including exposed to view pipes at Pier 3. The works will include removal of the pipes complying with the specifications, the European Directive 82/605/CEE and the document "Reglamento para la Prevención de Riesgos y Protección de la Salud de los Trabajadores por la Presencia de Plomo Metálico y sus Compuestos Iónicos en el Ambiente de Trabajo" (BOE 24 Abril 1986 y BOE 3 Junio 1986). Also refer to document NT 165 from The Spanish National Health Institute, briefing the requirements for this type of activities (lead content).
