About this file

This document is Amendment 0005 to solicitation N6247026R0006 for bulk fuel storage and pipeline improvements at Naval Station Rota, Spain. The amendment extends the proposal due date to March 26, 2026, and provides responses to 136 pre-proposal inquiries (PPIs) that clarify scope, technical specifications, and cost allocation across contract line items (CLINs).

The project encompasses two primary components: Project P919 (Bulk Tank Fuel Farm Improvements and Pipeline) and Project F76 (Pipeline replacement), with work including decommissioning and demolition of existing pipelines, installation of new fuel pipelines via horizontal directional drilling (HDD) beneath the Salado River, construction of storage tanks and related infrastructure, and commissioning of fuel systems. Key technical clarifications address hazardous materials handling (asbestos and lead remediation per 29 CFR standards with allowances for equivalent Spanish certifications), HDD installation without protective casing (relying on external coating and cathodic protection or alternative Fuel CX pipe), low point drain alternatives for inaccessible HDD sections, piping sizes and valve specifications, and internal coating requirements for HDD pipe only. The amendment revises the construction experience requirement from ten to fifteen years, increases the government acceptance period from 180 to 270 calendar days, makes the Price Proposal Form submission using the most recent amendment version a material requirement, adds Attachment P (Photos) and a revised Attachment G (Certificates of Classification), and clarifies CLIN assignments for various work elements. Cost allocation guidance specifies that civil work, site piping, and restoration costs go to Line Item 1H; mechanical work to Line Item 1F; HDD for JP-5 pipeline to Line Item 1G; and additive injector building systems to Line Item 1D, with the F76 pipeline work assigned to CLIN 0004 rather than CLIN 0001 for P919.

Amendment 0005

The purpose of this amendment is to provide the following:

1. The due date for proposal submission has been extended to March 26, 2026.

2. Pre-Proposal Inquiries (PPIs) Responses

3. Solicitation Revisions

4. Provide Attachment P – Photos

5. Provide revised Attachment G - Certificates of Classification

6. Revise Block 13 Additional Solicitation Requirements

2. Responses to Pre-proposal Inquiries (PPIs) 7-136

7. Inquiry: The clin 1E of the Price Schedule is "Decommissioning and Demolition". Please clarify if the SOW of this clin includes all the demolitions of the project or only the pipe removal of JP-5 pipes and their associated accessories

Response: As stated in the Price Schedule, Line Item 1E is for "Decommissioning and Demolition" for “the entire work for P919” as a sub-part of CLIN 0001. Propose in accordance with the solicitation.

8. Inquiry: The General Note 1 of drawing M021P says: “INSTALLATION OF THE FOLLOWING PIPELINES

VIA HDD METHOD UNDER…”. On the other hand, the Line Item 1G of the Attachment B – Price Schedule corresponds to Horizontal Directional Drilling JP-5. Please confirm that all other drillings are part of the project scope and in which line item of the price schedule must be estimated.

Response: The other HDD drilling costs are under Line Items 4B and 4C.

9. Inquiry: The Contamination and Hazardous Material Note 7 of drawing G-010T says: “Painted surfaces with lead based paint include the fuel piping and associated components. For the basis of bid, include proper handling and disposal of lead waste”. The Contamination and Hazardous Material Note 8 of drawing G-010T says: “As basis of bid, piping gasket material contains non-friable asbestos. At any time, if a piping gasket is disturbed by this project, the construction activity must be performed in accordance with the specifications” The Contamination and

Hazardous Material Note 8 of drawing G-010T says: “As basis of bid, underground pipe coatings are a coal TAR emulsion system that will contain asbestos fibers, chromium, and lead.” Please clarify if the removal of all pipes must include the procedure of Hazardous Material in accordance with the specifications (02 81 00 Transportation;

02 82 00 Asbestos; 02 83 00 Lead).

Response: The pipe removal for both projects must include removal and disposal of hazardous materials such as asbestos and lead in accordance with Specification 02 81 00, TRANSPORTATION AND DISPOSAL OF

HAZARDOUS MATERIALS, Specification 02 82 00 ASBESTOS REMEDIATION, Specification 02 83 00 LEAD

REMEDIATION, and with Spanish and Junta de Andalucia requirements.

10. Inquiry: According to SECTION 02 82 00 ASBESTOS REMEDIATION and SECTION 02 83 00 LEAD

REMEDIATION for removal of materials containing asbestos and lead respectively, the workers must have accreditation 29 CFR 1926.1101 for asbestos and 29 CFR 1926.62, 29 CFR 1926.1126, 29 CFR 1926.1127 for lead.

Please clarify whether local accreditations or certificates can be used.

Response: The contractor may propose alternative local accreditations justifying that the worker’s qualification and experience are similar in performance to the ones indicated in the specification, such as the US accreditation can be replaced by Spanish and Junta Andalucia accreditation.

11. Inquiry: According to drawing CD133P, there is an area to remove existing asphalt paving of which we do not understand its purpose because the pipeline does not cross/pass through that area. It does not appear on the demolition plans either, therefore, it does not affect the project. Please clarify if the removal of existing paving in this area is necessary or not.

Response: The pavement removal is for installation of direct buried electrical conduit. See project P919 drawing E-

133P for electrical conduit location/routing.

12. Inquiry: According to demolition note 4 of drawing M-001T: “Abandon in place” – Clean piping by pigging, fill completely with grout, and cap open ends of pipe with a welded pipe cap or blind flange”. On the other hand, the keyed note 6 of drawing MD142P says: “Below grade fuel piping to be abandoned in place.” If this pipe must be

“fill completely”, please specify the range within which the filling process must be carried out. The exact location where the cut should be made is not sufficiently defined.

Response: Project P919 drawing M-001T only applies to P919 the tank portion of project ("T" dwgs). Piping abandoned by piping project ("P" dwgs) does not require grout fill.

13. Inquiry: The Item 1G of Attachment B - Price Schedule indicates that it is necessary to carry out 315 M of

Horizontal Directional Drilling (HDD) to pipe JP-5. However, according to drawings M-130P to M-133P, the total from HHD Pipe 1 to HDD Pipe 23 is 336,69 ml. Please clarify the start and completion of drilling.

Response: Please defer to lengths shown on drawings. The price schedule has been coordinated and aligned to what is shown on the drawings.

14. Inquiry: The solicitation specifies that demonstrated construction experience of an interterminal steel pipeline must also include the installation of permanent pig launcher(s) and/or receiver(s) suitable for maintenance or inspection (smart) pigging. We wish to remind the Government that there has been limited experience with the

Department of Defense in providing a pig launcher over the past 10 years. Will the Government permit Offerors to submit a project conforming to ASME B31.3 or ASME B31.8 standards, involving an interterminal steel pipeline that transports liquid hydrocarbon fuel (refined product) or hydrocarbon fluids (refined or unrefined, liquid or gas), separate and in addition to a project experience installing a pig launcher over a distance less than 1,000 linear feet?

Response: Propose in accordance with the solicitation.

15. Inquiry: The Fueling/Water Draw-Off pumps are specified to run at 1800 rpm and the motor voltage per paragraph 2.15 (b) is 460 V/3 ph/60 Hz. The Equipment Schedule (sheet M-306T) notes that the pumps are to be

460 volt/3 ph/60 Hz but the rpm is noted at 1500 rpm. Can you confirm that pumps for this service are to be 1800 rpm nominal?

Response: Yes, motors should be 1800 rpm connected to a 60 Hz system. Reference Specification 33 52 42.23 of

P919.

16. Inquiry: The installation of a fuel pipeline directly beneath the Salado River through Horizontal Directional

Drilling (HDD) raises potential environmental concerns in the event of a leak, especially considering that the river flows into the Bay of Cádiz, Atlantic Ocean. Spanish environmental regulations applicable to works under riverbeds—such as the Spanish Water Act (R.D.1/2001), which establishes special protection measures for water bodies discharging into sensitive areas such as estuaries or bays; the Regulation of the Public Hydraulic Domain

(R.D. 849/1986), which requires risk assessments for potential contamination events (including hydrocarbon leaks);

and the Environmental Liability Act (Law 26/2007), which obliges project operators to prevent any significant environmental damage—require that works affecting water bodies ensure an adequate level of environmental protection. Please confirm whether the proposed HDD installation without a protective casing is considered fully compliant with the required environmental protection measures, and whether any additional provisions (such as a casing) are required to mitigate the potential impact of a hypothetical leak beneath the river.

Response: HDD piping complies with Spanish legislation. Propose in accordance with the solicitation.

17. Inquiry: The project specifications require that Low Point Drains (LPD) be installed, accessible, and operable throughout the fuel pipeline system in order to remove accumulated water or sediments during flushing, cleaning, and commissioning activities. The specifications also require that, as part of these procedures, each low point drain be flushed for a minimum of 10 seconds at 207 kPa, ensuring the effective removal of residual water. Upon reviewing the Horizontal Directional Drilling (HDD) profile for the Salado River crossing, it is observed that the geometric low point of the pipeline is located approximately 20 m below the riverbed, with no possibility of providing above-ground access at that location. Due to the depth and the HDD installation method, no access structure can be constructed at the low point. Consequently:

- No accessible low point drain can be installed at the geometric low point beneath the river.

- The flushing and drainage operations required by the specifications, including the mandatory 10-second flushing at 207 kPa, cannot be performed at that location.

We respectfully request confirmation on how the specified requirements for Low Point Drains are to be satisfied within the HDD-installed section beneath the Salado River, given that no access points can be constructed at the geometric low point. Alternatively, please clarify whether the HDD segment is exempt from the low point drain requirement, or whether there is another approved alternative.

Response: A low point drain is not possible in the HDD runs. The solution is to coat the interior of the pipes to prevent water from getting to the steel and causing corrosion. The water would periodically be moved out of the low point by pigging, moving it toward the next low point drain. The other alternative is to utilize Fuel CX pipe by

Pestec (HDPE lined with an integral fuel proof inner layer) instead of the steel pipe. Water would have no effect on the polymer piping and could still be moved out by pigging. No interior or exterior coating would be necessary, and cathodic protection would be eliminated on the HDD sections.

This is per Specification 33 52 42.23 of project P919.

19. Inquiry: What type of valve is shown in Section B1 and Plan D1 for the 100 mm leak detection pipe? Is it a

DBB Plug valve?

Response: Reference project P919 drawing M-502T. This is a DBB valve.

20. Inquiry: The discharge piping downstream of each fueling pump (P-101, P-102, P-201, P-202) is labeled as 200

mm. But, it is drawn as 150 mm. This piping includes the flow control valves (FCV-101, -102, -201, -202). The control valve spec shows these valves as 150 mm. Is the discharge piping supposed to be 200 mm or 150 mm?

Response: See drawing M-401T for P919. Piping at the pump discharge should be DN150. The pipe changes to

DN200 after the discharge from the two pipes combined outside the pump vault.

21. Inquiry: What size are the (2) small "SDD" shown on the float pilot connections?

Response: Reference drawing M-401-T. They are sized to match the tubing provided, specifically DN25.

22. Inquiry: What size are the (2) stripper pump discharge connections?

Response: The stripper pump discharge connections are 50mm. See drawing M-525P.

23. Inquiry: Detail C4 shows (2) SDD's on the tank nozzle. Can the governement provide a size for these devices?

Response: Reference drawing M-501T. There is a DN50 SDD on the tank vent and (3) DN25 SDD's on the HLV

Tubing.

24. Inquiry: Detail C4 shows a connection for a hand pump. We assume that the hand pump is installed below the grating at the tank level and the discharge is pumped up an area above the grating. Can the Government provide a detail for this?

Response: The hand pump is shown above the grating in Section A1 of drawing M-501T.

25. Inquiry: Sheet M-423P shows (2) 2" ball valves for connection to the stripper pumps. Sheet M-634P shows (2)

DBB plug valves. Which type of valve is required?

Response: ASME Class 300 ball valves with blind flanges are required.

26. Inquiry: Can the Governement clarify in what bid item the FSII Offloading Stand, and the Underground Drain

Tank should be included. From the wording of the options, it appears that they should be included in item 1H. This assumes that Bid Item 1 is the total of Bid Items 1A thru Bid Items 1H. Please confirm.

Response: These items for P919 are to be included in Line item 1H.

27. Inquiry: Sheets M-002T & M-402T show the the FSII offload piping to the FSII tank as 50mm. Sheet M-404T shows the FSII offload piping to the tank as 80mm. Which size is correct?

Response: For P919, the off-load piping should be DN100 from the FSII receipt connection to the basket strainer and DN80 downstream of the basket strainer.

28. Inquiry: Sheet M-643P shows a motor operator for the 450 mm DBB plug valve. Sheet M-423P doesn't show a motor operator. Is a motor operator required?

Response: Yes.

29. Inquiry: The spec requires smart pigging for the JP-5 pipeline. In order to quote the smart pigging the length of the JP-5 pipeline is required. It is very difficult to determine the overall length of the pipeline by scaling the drawings. Is it possible to provide the overall length of the pipeline

Response: From STA 0+630 to STA 3+380 is approximately 2750 m (3380-630) or 9020 ft.

30. Inquiry: The amendment 0001 includes a new and complete project that extends the existing project. Also, the previous scope of the Replace Pipeline JP-5 has been expanded to include the Replace Pipeline F-76 and both works are carried out simultaneously. Regarding this amendment, please confirm that the new pipeline to be removed in free of asbestos and lead.

Response: All the samples taken in the pipeline F76 in the underground pathway (samples taken at manholes) and in the exposed to view piping in Pier 3 had lead containing coating. Similar to the other pipelines in this project, assume that the coating has lead and asbestos, and that the joints in the pipeline has non-friable asbestos.

31. Inquiry: The amendment 0001 includes a new and complete project that extends the existing project. Also, the previous scope of the Replace Pipeline JP-5 has been expanded to include the Replace Pipeline F-76 and both works are carried out simultaneously. Regarding this amendment, please find below a question to be clarified:

The pipeline to be removed is in service. Please clarify if it is necessary to drain and gas free the pipeline.

For planning purposes, please clarify how both the JP-5 and F-76 alignments are to be executed. Given that both pipeline alignments run in parallel, please clarify whether they may be executed simultaneously or whether one must be completed before the other can begin.

Response: Both may be installed simultaneously.

33. Inquiry: Regarding Item 4C of Attachment+B+-+Bid+Schedule+Revised, our understanding is that the quantity of 1,230M corresponds to the sum of the four drillings: drilling JP-5 350mm, JP-8 500mm, F-76 500mm, JP-8

250mm according to drawing M-111 (Attachment+M+-+F74+3_PIER3-FINAL_SUBMITTAL-PGS-62-99_SET_3-

OF-6.pdf). Please clarify.

Response: Pipes From North to South are as follows:

355 mm JP-5 – 300m long

500mm JP-8 - 308m long

Both of these pipes end up north of the pool complex. The following pipes end up south of the pool complex:

500mm F76 - 341m long

250mm Enroute - 342m long

300mm F76 - 337m long

450mm JP-5 - 337m long

None of these total exactly 1230m, but any 4 of the six do total 1200-1300m.

34. Inquiry: According to drawing S-523 (page 20 of 70 in Attachment M – F74 2_PIER3-FINAL_SUBMITTAL-

PGS-35-70_SET_2-OF-6), the pig launcher equipment plan for F-76 shows a longitudinal dimension of 13.30 m.

However, drawing S-526P (page 3 of 38 in Attachment F_P919__Volume_10_of_15) indicates that the same pig launcher has a longitudinal dimension of 14.60 m. Please confirm which dimension is correct.

Response: The dimensions shown on drawing S-523 are consistent with the pad size shown on drawing C-404. The pad shown on drawing S-525P is in a different location, and the dimensions shown on drawing S-525P are consistent with the pas size shown on drawing C-140P. Both dimensions are correct because they are two distinct structures.

35. Inquiry: Based on the site visit, the pipes in Pie III to be removed (drawings MD122P and MD13P) and installed (drawings M-122P and M-123P) are located within a gallery covered by a removable concrete slab.

Since we did not have access to the gallery, we are unable to determine where these pipes are anchored or whether any working platform is provided. This information is essential for defining the safety measures required for removal and installation. We kindly request photographs or cross-sectional drawings of this area

Response: Please see Attachment P – Photos with the attached Pictures: 22551, 22549, 22550, 22548, and 22547.

36. Inquiry: Regarding the backing gas in TIG welding of carbon steel piping (API 5L or ASTM A53), our understanding is that it will not be necessary to use a welding procedure with backing gas. Please clarify.

Please note that: Although Section 33 52 23.15, paragraph 2.1 WELDING MATERIAL, generally states “All root passes must be made with shielding and backing gas,” according to Table 1 – 2.1 WELDING MATERIALS, for welding with filler rods E70S3 and E70S6 (carbon steel), purge gas is not required. For E308LTi-1 (stainless steel), purge gas must be used. On the other hand, Section 33 52 23.15, 3.1.5 Production Welding Instructions, paragraph

(d) states: “Back purges are required for austenitic stainless steels and nonferrous alloys welded from one side and must be set up such that the flow of gas from the inlet to the outlet orifice passes across the area to be welded.” It only specifies purge gas for austenitic materials and nonferrous alloys; in the case of carbon steel, nothing is indicated.

Response: Per paragraph 2.1 of Specification 33 52 23.15, all root passes must include a backing gas.

37. Inquiry: Will flushing be permitted through a loop consisting of the F76 DN500 and JP5 DN450 piping using

JP5? Due to the large volume of fuel required, it is not feasible to flush each line individually.

Response: Per the Specification 26 32 15.00, paragraph 3.4.2.1, each line must be flushed individually with the fuel used for the respective service and to prevent contamination. There is no looping of pipelines.

38. Inquiry: Is it permitted to perform hydrostatic testing and flushing at Pier 3 using fuel?

39. Inquiry: In the drawing "G-011T SEQUENCE OF CONSTURCTION" are defined 2 phases (I & II) for the

Sequence of Construction, but in the document "N6247026R0006", "Section 00 00 00 - Procurement and

Contracting Requirements" is stated the following "P919 Bulk Tank Fuel Farm Improvements and Pipeline Phase 1, Naval Station Rota, Spain". We have to considered both phases I&II or only phase I?

Response: Consider all work shown in the drawings and specifications. The phase number in the title indicates that this project is the first phase of future projects, and does not correlate to any construction schedule phasing that may be required.

40. Inquiry: In the seccion SECTION 01 11 00, SUMMARY OF WORK, point 1.2.1 Project Description, is stated the following: "Design a cathodic protection system for both the tanks and pipeline." In the project documentation is not defined any catodith protection for the fuel tanks. It is requeried?

Response: The tanks do not require cathodic protection.

41. Inquiry: In the Scope T.P919.P1 Tanks, Is neccessary define a Instrument Index.

Response: Instruments are indicated on the drawings and described in the specifications.

42. Inquiry: In the PFD show in the drawing M-613 P is shown a connection in each Marine Loading discharge point, for a Strippe Pump Discharge. No other information is available in the project documentation. Could you provide more details about the scope of this item?

Response: P919 drawing M-525P shows stripper pump and piping.

Response: For P919, the location of the valve pit is VP-1.

44. Inquiry: In the drawing M-021P in the key note 2 is defined that 500 mm F-76 will have other funding source different from P-919 Milcon. We understand that this pipe is not part of the scope of the P919 - Cargo Transfer

Pipeline (JP-5). Please confirm.

Response: Confirmed. The F76 pipeline is under CLIN 0004.

45. Inquiry: Please clarify the scope of works for the HDD works.

In the drawings M-130P to M-133P, four (4) lines to be installed under HDD are indicated, and in the drawings M-

141P to M-143P, two (2) to be installed under HDD are indictaed.

In the drawing M-021P is defined that only one if these lines is under P919 funding, and the others coudl be optional. What lines do we need to consider within the scope?

Response: The new JP-5 pipeline HDD is part of P919. This is under Line item 1G of CLIN 0001. The new F76 pipeline HDD is under Line item 4B of CLIN 0004. The four other fuel pipelines are under Line item 4C of CLIN

0004.

46. Inquiry: In the pipes to be abandone in place we have to fill the total lenght of the pipe or only the edges?

Response: The abandoned pipes are not to be filled. Abandoned pipe is to be capped and welded.

47. Inquiry: In the Tanks area there is any restriction in height for the tower cranes or other temporary facilities?

Response: The areas immediately adjacent to the airfield are subject to height restrictions in accordance with

International aviation regulations. This includes the area for the 2 fuel storage tanks. Any time a portal crane is erected, or a mobile crane is used, the contractor needs to send notice to Air Operations through Resident Officers In

Charge of Construction (ROICC) with at least one week advance notice. Air Operations determines whether they need to publish a “Notice to Airmen” or NOTAM based on height and location. In summary, all works in the airfield and its adjacent areas are subject to international aviation regulations, including use of cranes.

48. Inquiry: Since the tank areas is located closer to the airport runway and there is a specifici access control for this area. Could define work premitis needed to acces to this area?

Response: The contractor is required to comply with all requirements of Base Security and Air Operations, including Foreign Object Debris (FOD) control.

49. Inquiry: Since we have to work in pier 3 in a reswtricited area. Could define work premitis needed to acces to this area?

Response: Pier#3 is a restricted area and all contractor personnel must be properly identified and provided with the personal protective equipment (PPE) required by EM385-1-1, including floating vests. Contractor shall coordinate works on a daily basis with Port Operations and ROICC.

55. Inquiry: There is any enviromental restriction to place the prefabrciation yar of the HDD pit in the are in which we is located WEST HDD PIT?

Response: The same environmental requirements, restrictions, codes and regulations apply to all areas under the scope of this contract. This applies to actual work areas, preparation yards, storage areas or road access from the

Base access gates.

56. Inquiry: What construction activities can be carried out at pier 3 when there is a ship anchored?

Response: No hot work is be permitted near any Pier#3 fueling operations in accordance with all applicable safety regulations. Other construction activities may be authorized during fueling at the pier provided adequate distance is maintained from fuel operations.

Contractor shall coordinate all works with Port Operations and ROICC and shall assume a 24-to-1-hour advanced notice of fueling operations and ship schedule on a day-to-day basis. The contractor shall phase the work as necessary to allow one side of the Pier berthing area to remain 100% operational at all times (North or South). Work between the two berths, or work on the approach trestle that affects pier capacity or access, must be coordinated with

Port Operations authorities to be executed during extended windows of no anticipated ship berthings.

57. Inquiry: Keyed note 3 of drawing M-126P says: “500mm F-76 PIPELINE BY OTHERS”. However, the keyed notes of the subsequent drawings say: “PROVIDE 500MM F-76 PIPELINE”. Please clarify if providing this pipeline is included in the scope of works of this project.

Response: Keyed note 3 of drawing M-126P is correct. Please reference Amendment 0001 which added CLIN

00004 and provided attachments for project F76.

58. Inquiry: The RFP defines a relevant project as construction, installation, repair, and/or renovation of bulk fuel storage facilities, associated fuel facilities, and/or interterminal fuel pipelines with a minimum total construction value of $10 million USD at completion. Would the Government consider lowering the minimum project value threshold from $10 million to $5 million to allow additional relevant experience to be included? Projects valued at

$5M–$10M routinely include full-scope fuel system upgrades, pipeline work, and storage facility construction activities that are identical in complexity to those of larger projects. Please consider that lowering the threshold may broaden the competitive pool while maintaining technical relevance.

Response: The Government declines to revise this factor in this manner. Propose in accordance with the solicitation.

59. Inquiry: The RFP limits relevant project experience to work completed within the past ten (10) years. Would the

Government consider extending this timeframe to fifteen (15) years? Bulk fuel storage and pipeline projects often have long lifecycles, and projects completed 10–15 years ago remain technically relevant, particularly when they involved full-scope construction, commissioning, and compliance requirements similar to this RFP. Please consider that expanding the window would allow Offerors to present a more complete and accurate picture of their proven capabilities without diminishing the relevance of the experience.

Response: See solicitation revisions detailed below; projects completed within 15 years of the issuance of this RFP will be considered relevant.

60. Inquiry: Please confirm if to carry out the drillings, the contractor can perform an HDPE (high-density polyethylene) pipe jacket to accommodate the permanent pipe inside.

Response: No.

61. Inquiry: For scheduling purposes, can you please identify when we should consider Award Day and Notice to

Proceed dates? Also, please identify when the Option CLINs should be considered awarded - at the award date or after 365 calendar days?

Response: Per the solicitation, the Contractor shall begin performance within 15 calendar days after receiving the notice to proceed. Additionally, the Government reserves the unilateral right to award Option CLINs at the time of award or within 365 calendar days after the contract award.

62. Inquiry: The specifications require that the steel fuel pipeline be supplied with a continuously-extruded polyethylene and adhesive coating system, as described in Section 26 42 17. This type of coating corresponds to the requirements of DIN 30670, which establishes a minimum total coating thickness of 1.8 mm (Class A) to 2.5 mm (Class B) for buried fuel pipelines of the diameters included in the project.

In addition, the specifications require several coating integrity tests, including:

- High-voltage holiday testing in accordance with NACE SP0188

- Visual inspection of the entire coating surface

- Repair and retesting of any detected holidays or coating damage

These tests are intended to verify the continuity and integrity of the full coating system after installation and prior to backfilling. However, according to the Horizontal Directional Drilling (HDD) alignment shown in the drawings, the pipeline is to be installed directly through the HDD borehole without a protective casing. HDD installation typically subjects the outer coating to abrasion, contact with soil and drilled material, bending stresses, and pullback forces, which are not generally compatible with the performance limits and mechanical resistance characteristics of DIN 30670 coatings.

We respectfully request clarification on:

- Whether the coating system described (DIN 30670-type polyethylene coating, with 1.8–2.5 mm minimum thickness) is considered suitable for an HDD installation without a protective casing, given the required integrity tests and the mechanical stresses imposed during pullback.

- Whether the holiday test and other specified coating integrity inspections are expected to be performed after

HDD installation, and if so, how coating integrity is to be ensured during the pullback operation.

Response: The exterior coating of the pipe will very likely be damaged during installation, but a majority of the pipe's exterior coating will remain intact. The cathodic protection system will be used to protect the exterior of the pipe where the coating is damaged. The other alternative is to utilize Fuel CX pipe by Pestec (HDPE lined with an integral fuel proof inner layer) instead of the steel pipe. No interior or exterior coating would be necessary, the

HDPE is exceptionally resistant to abrasion damage, and cathodic protection would be eliminated on the HDD sections.

63. Inquiry: Where this cables from the Tanks will be routed? Additive Injector Building? We need connect them to a system actual? Which is the Brand DCS or PLC´s actual?

Response: The controls wiring routes back to the additive injector building control room PLC located in the Pump
