About this file

This is Amendment 0006 to a federal construction solicitation (N6247026R0006) for fuel storage and pipeline infrastructure at Naval Station Rota, Spain. The amendment extends the proposal due date to 10 April 2026 and provides responses to 71 pre-proposal inquiries (PPIs 137-207), revised drawings and specifications, and clarifications on project scope.

Key project elements include construction of two 50,000-barrel cut-and-cover fuel storage tanks, approximately 9,350 linear feet of JP-5 pipeline (18-inch/450mm diameter), and a 500mm F-76 pipeline for Pier 3 operations. The work encompasses piping installation, cathodic protection systems with deep anode wells (0.3-meter diameter, 45-meter depth), tank interior and exterior coatings, demolition of existing pipelines, and integration into existing SCADA control systems. Critical clarifications address pipeline scope allocation across multiple contract line items (CLINs), with F-76 pipeline work under CLIN 0004 (not base bid), JP-5 pipeline under CLINs 1F and 1G, and general tank work under CLIN 1H. The amendment specifies utility rates ($163.12/MWH electric, $3.83/KGAL water, $6.85/KGAL sewage) and confirms operational constraints at Pier 3, including 24 working-day work interruptions annually for port operations, maximum 30-ton crane capacity, and maintenance of one berthing area at 100% operational capacity. Revised specifications clarify requirements for pigging, fuel pipeline decommissioning per UFC 3-460-01, stainless steel and carbon steel piping material selections, ASME Class 300 valve ratings, and NEC Class I electrical certification for hazardous areas. The pre-proposal inquiry deadline is 26 March 2026.

Amendment 0006

The purpose of this amendment is to provide the following:

1. Extend proposal due date

2. Pre-Proposal Inquiries (PPIs) Responses.

3. Provide F76 Drawings (Attachment M) with titles corrected from “F74” to “F76”. Please note that these Attachments are unchanged in content from what was previously provided in Amendment 0001.

4. Provide revisions to Solicitation to correct “F74” to “F76” in the titles of Attachments M and N.

5. Provide Revised Drawings and Specifications.

6. Provide Solicitation Revisions

7. Add FAR Clause 52.236-14

1. Extend proposal due date to 10 April 2026.

2. Responses to Pre-proposal Inquiries (PPIs) 137-207

137. Inquiry: The solicitation references 2 cut and cover 50,000-barrel tanks and the Specifications mentions 2 cut and cover 50,000 gallon tanks. Please confirm the units of measure for the two tanks.

Response: The unit of measure is barrel. Please see revised specification section 01 11 00 provided via Amendment

0006.

138. Inquiry: In drawing C-101T there is a “Sheet on which detail shown” for the Berm Access Stairs that indicates the drawing S-507T. However, the drawing S-507T is not included in the provided set of drawings. Please provide.

Response: This detail is shown on Note C2 of drawing S-510T.

139. Inquiry: According to the scope of the project, the contractor must provide a JP-5 pipeline. However, in key notes of drawing M-134P it says “PROVIDE 500mm F-76 PIPELINE”. Please clarify the scope of the project and which pipelines must be provided by the contractor.

Response: Please see Amendment 0001 which added CLIN 0004 and provided attachments for project F-76. Please see Amendment 0006 detail for keyed note revisions to drawings M-127P (Note 2), M-128P (Note 4), M-129P (Note

2), M-130P (Note 2), M-133P (Note 2), M-134P (Note 4), M-135P (Note 4), M-136P (Note 3), M-137P (Note 3), M-

138P (Note 2), M-139P (Note 2), M-428P (Note 2), and M-429P (Note 2).

140. Inquiry: In reviewing Attachment G, we note that it requires each contracting company and its subcontractors to be registered in the “Registro Oficial de Licitadores y Empresas Clasificadas del Sector Público” of the Spanish

Ministry of Finance, with the corresponding classification applicable to the type of project to be performed.

However, “Ley 9/2017, de 8 de noviembre, de Contratos del Sector Público”, expressly provides relevant provisions regarding the eligibility and classification requirements of companies from other Member States of the European

Union or signatories to the Agreement on the European Economic Area:

Article 67 affirms that non-Spanish companies from EU Member States or EEA signatory States possess full capacity to contract with the Spanish public sector, provided that, under the laws of their country of establishment, they are authorized to perform the relevant services. Article 78 establishes an explicit exemption from the requirement of classification for such non-Spanish entrepreneurs, regardless of whether they participate individually or as part of a consortium, while still requiring them to demonstrate the necessary solvency. Given that

Attachment G does not provide an alternative mechanism, exemption pathway, or justification for EU-based non-

Spanish entrepreneurs—as mandated by Articles 67 and 78 of Ley 9/2017—it appears to conflict with the legal framework governing public sector contracting in Spain. Could you please clarify whether Attachment G will be revised to ensure alignment with Ley 9/2017, particularly regarding the exemption from mandatory classification for non-Spanish entrepreneurs from EU or EEA Member States, and to confirm the acceptable means for such bidders to demonstrate compliance and solvency under the applicable legal provisions?

Response: See Revised Attachment G provided via Amendment 0005.

141. Inquiry: In reviewing Attachment E_P919_Specifications 1188.pdf, under DIVISION 01 – GENERAL

REQUIREMENTS, we were unable to locate a section addressing Cost-Loaded Network Analysis Schedules (NAS).

Could the Government please confirm whether: There are no specific requirements or specifications for a cost-loaded NAS / technical approach schedule for this project, or Will the NAS requirements be provided in a subsequent amendment or a separate specification section? If such requirements exist elsewhere in the solicitation or are planned to be issued later, please identify the applicable section or anticipated method of release so that Offerors can ensure their schedules and associated cost loading fully comply with the Government’s expectations.

Response: See revised Specification 01 32 17.00 provided via Amendment 0006.

142. Inquiry: On the one hand, according to keyed note 4 of drawing M-429P a cap must be provided for 500 F-76 pipeline. On the other hand, the keyed note 2 says: “Provide 500 F-76 pipeline”, this nomenclature is used in the following drawings from M-134P to M-139P. Please clarify if the pipelines of these drawings are included in the scope of this contract.

Response: The piping is capped until Pier 3 project connects to the HDD pipe installed by P919. See revised drawings of M-134P to M-139P, and M-429P provided via Amendment 0006.

143. Inquiry: According to drawings M-141P to M-143P, the pipe that goes under Salado River is not Horizontal

Directional Drilling (HDD). On the other hand, drawing M-021P indicates that the drilling of both pipes will be

“SRM Funding, Contract Option”. Please clarify if these works are included in the scope and how they should be assessed in terms of their execution. Also, if these works are not included in the scope, the PIT NORTHEAST SIDE

OF RIVER must be executed.

Response: Pipes on drawings M-141/142/143P are in scope and are to be installed via HDD.

144. Inquiry: Based on our review of the Attachment E_P919_Specifications document, we would like to request confirmation regarding the required timeline for the pre-construction meeting and associated submittals:

• Page 58/1727, Paragraph 1.7 states that the pre-construction meeting must take place within 14 calendar days after contract award.

• Paragraph 1.11.1.a on the next page states that the Formal Partnering Meeting may occur within 35 calendar days after award.

• Paragraph 1.11.1.c states that the partnering session may take place concurrently with the pre-construction meeting.

This creates an apparent conflict, as a concurrent meeting would have to occur no later than Day 14 after award, even though the partnering meeting itself is allowed up to Day 35.

• Page 174/1727, Paragraph 1.8.1 requires the Accident Prevention Plan (APP) to be submitted within 30 calendar days after award and not less than 10 calendar days prior to the pre-construction meeting for acceptance.

If the pre-construction meeting must occur no later than Day 14, the APP would need to be submitted no later than

Day 4 after award to meet the “10 days prior” requirement—earlier than the 30-day window otherwise allowed.

To ensure proper scheduling and compliance, please confirm whether the requirement for the pre-construction meeting to occur within 14 calendar days after award is correct and binding, or whether there is flexibility or an intended exception that would allow alignment with the partnering meeting and APP submittal timelines.

Response: See revised Specification 01 30 00 provided via Amendment 0006.

145. Inquiry: Drawing M-401T and Drawing M-501T show several SDD and SDL Safety Device against detonatoion but there is no detail showing the size of these devices. Can the Government provide a flange size for the mounting of these devices?

Response: These devices are the same size as the connecting piping.

146. Inquiry: Can the Government provide a size for the SDP and Pressure Vacuum Vent shown on detail B1/M-

502T?

Response: Vent is DN150.

147. Inquiry: Key note 5 shows a 250mm turbine meter with upstream and downstream flow straighterners. There aren't any specification requirements for the turbine meter and flow straighterners. Please provide specs.

Response: The piping acts as a flow straightener both up stream and down stream of the turbine meter. See revised

Specification 33 52 40 provided via Amendment 0006.

148. Inquiry: Detail C1 for the thermal relief valves does not indicate a set pressure for the pipline TRV's. The specification does not include a set pressure for the balanced type. What is the set pressure for the balanced TRV's?

Response: See revised Specification Section 33 52 40 provided via Amendment 0006.

149. Inquiry: The drawing requires a universal tied expansion joint. There aren't any specification requirements for the universal tied expansion joint.

Response: See Note 3 on drawing M-526P for the specification for the universal tied expansion joint.

150. Inquiry: Detail A2 (HPV) shows a 50 mm ball valve with a 40 mm dry break adapter. Should the drybreak match the size of the ball valve?

Response: See revised drawing M-523P provided via Amendment 0006.

151. Inquiry: Details A2 and B2 show drybreak connectors. These are not recommended, since fuel can be trapper between the ball valve and drybreak connector.

Response: See revised drawing M-523P provided via Amendment 0006.

152. Inquiry: The specifications not that the fuel piping is to be "…stainless steel, interior epoxy coated carbon stel or interior uncoated carbon steel as indicated on the drawings. The contract drawings indicate "CS" or "SS" on the piping but does not clarify if the carbon steel piping is internally coated or uncoated. Can the Government clarify if the carbon steel piping is internally coated or uncoated?

Response: See revised Specification 33 52 40 provided via Amendment 0006.

153. Inquiry: Sheet M-528P shows a differential pressure transmitter across the basket strainer. The spec requires a differential pressure gauge. There aren't any spec requirements for the differential pressure transmitter. What exactly is required?

Response: See revised Specification 33 52 40 provided via Amendment 0006.

154. Inquiry: The spec requires smart pigging for the F-76 Pipeline. None of the valves along the pipeline are full port. Are the valves required to be full port along the F-76 pipeline?

Response: Valves between PLR’s must be piggable and full port.

155. Inquiry: Regarding the works at Pier 3:

- Are there any restrictions for working at Pier 3?

- Will there be vessels loading during the work?

- Are there any limitations for operations involving cranes, truck-mounted cranes, etc.?

- For dismantling and installing the piping, it is necessary to remove the concrete slabs. Is there a maximum number of concrete slabs that can be removed simultaneously? Must they be reinstalled at the end of the workday?

Response: Pier#3 shall remain operational during the performance of works, with the limits and restrictions caused by the construction activities. The contractor shall phase the work as necessary to allow one side of the Pier berthing area to remain 100% operational at all times (North or South). Work between the two berths, or work on the approach trestle that affects pier capacity or access, must be coordinated with Port Operations authorities to be executed during extended windows of no anticipated ship berth.

No hot work is be permitted near any pier#3 fueling operations in accordance with all applicable safety regulations.

Other construction activities may be authorized during fueling at the pier provided adequate distance is maintained from fuel operations.

Contractor shall coordinate all works with Port Operations and ROICC and shall assume a 24-to-1-hour advanced notice of fueling operations and ship schedule on a day-to-day basis. Work between the two berths, or work on the approach trestle that affects pier capacity or access, must be coordinated with Port Operations authorities to be executed during extended windows of no anticipated ship berthings.

For bidding purposes, the Contractor shall assume two 2 working day interruptions of work due to pier operations per month, or 24 per calendar year. This includes days when the contractor will not be allowed to perform any work in the pier due to US or Spanish Navy operations. These days are in addition to the restrictions described in the previous paragraphs.

Crane limitations are as follows; Maximum size crane : 30 ton

Maximum axel load ( LIBRAS X EJE) : 32,000 lbs (14,500 kg)

Maximum outrigger pad ( LIBRAS X CALZO): 42,000 lbs (19,000 kg)

There is no limitation of number of concrete slabs as long as they do not interfere with the Pier#3 normal operations.

Stack of removable concrete slabs is not permitted. The contractor is responsible to repair any damage caused to the contract slabs regardless of their existing conditions.

156. Inquiry: The drawings at the entrance of PIER-3 include a note stating that certain pipe segments are installed

"by others", but this note does not correspond to the subsequent drawing sheets, where those segments appear continuous and without reference to third-party installation. Please clarify whether these pipe segments are to be installed under this contract or by other contracts, and whether the note should be disregarded.

Response: The pipe segments identified are part of this project. This piping is the F-76 pipeline is under CLIN

0004.

157. Inquiry: The drawings at the entrance of PIER-3 include a note stating that certain pipe segments are removed

"by others", but this note does not correspond to the subsequent drawing sheets, where those segments appear continuous and without reference to third-party removal. Please clarify whether these pipe segments are to be removed under this contract or by other contracts, and whether the note should be disregarded.

Response: Propose in accordance with the solicitation. Please reference Amendment 0001 which added CLIN 00004 and provided attachments for project F76.

158. Inquiry: Does the cost for the Fuel Storage Tank (section 33 56 10) needs to be included in CLIN 1H? If not to which CLIN?

Response: The cost for the Fuel Storage Tank needs to be in CLIN 1H.

159. Inquiry: Tien-in vault M-403T drawing detail C indicates a support on the JP-8 pipeline direction of the existing pipeline. Should there not be 4 ea supports along the existing pipeline? Also should there not be a support on the south side of both motorized DBB valves?

Response: Yes, provide four (4) type 2 pipe supports.

160. Inquiry: Detail indcates a Geonet Layer between the tank shell and Fuel impermeable liner, but there is no specification for this material.

Response: See revised Specification 31 32.19.13 provided via Amendment 0006.

161. Inquiry: Key Notes 1, 2, 3, 4, & 5 are all marked “to be removed by Others”. Confirm this work is NOT under this contract.

Response: Confirmed.

162. Inquiry: Keyed Note #4 Provide 500mm F-76 Pipeline. Is the 500mm F-76 pipe shown to provide part of the amendment 01 drawings Option 03 and not to be included in the base bid?

Response: The existing 500 mm F-76 pipeline is under CLIN 4C. The new F-76 pipeline for pier 3 is under CLIN

4B.

168. Inquiry: 1.2.1 Project Description, states “(approx. pipeline length 13,800 LF).” After performing takeoffs with are coming up significantly less by approx. 3,500 LF. We double checked the lineal footage with the overall site drawing M-101 and came up with the same footage. Is there something we are missing? Can you confirm there is over 13K LF or 4527m?

Response: The overall length is approximately 9,350 LF. This is excluding the HDD. Please see revised

Specification 01 11 00 provided via Amendment 0006.

169. Inquiry: Where is the existing tank to be cleaned? Provide location on the plans and drawing numbers.

Response: For the tanks, once the tanks and new piping are constructed, the new piping is flushed into one of the new tanks. This could result in contaminants from the piping being flushed into that tank. As a result, the contractor is instructed to clean the tank that the piping was flushed into.

170. Inquiry: For bidding purposes provide a quantity of contaminated sludge and residual fuel to be disposed.

Response: Assume 35 M3 of contaminated sludge to be disposed of. For the JP-5 pipeline cost is captured in CLIN

1E and for the F76 line the cost is captured in CLIN 4C.

171. Inquiry: Double wall fiberglass tank manufacturers offer/honor warranty when no alterations or modifciations are performed on their tanks. Please confirm that contactors can use the fiberglass tank manufacture's stndard sumps.

Response: The vault shown should be a product of the tank manufacturer. A round vault should not be a problem except for the limited 54" size. It would be acceptable to provide two of the smaller vaults, one for each manhole, if that would keep the tank within the standard components of your tank manufacturer. Note that each sump would require a separate ladder and leak sensor. Only the sump for the equipment manhole would require the working platform. Also, both sumps would need to fit below the single rolling cover.

172. Inquiry: Double wall fiberglass tank manufacturers manways and sumps require a minimum distance between them. The drawing deatil for Tank T-401 shows two (2) manways in the same sump area. Consider it necessary to move the tank interior access manway away from the piping & pump manway for constructibility.

Response: The 800 mm manhole can be moved away from the 1000 mm manhole but must still be accessible.

173. Inquiry: The note states to enlarge the penetration for 450mm pipe. Fill in existing penetration and rehabilitate damaged concrete … Please confirm if a pipe sleeve, link-seals, Centering Spacer and End-Seals are also required for this Note (and other places where the penetration is enlarged).

Response: Provide penetration per Detail A4 on drawing M-523P. Pipe penetration sleeve shall be sized by contractor.

174. Inquiry: Please confirm that is the note does not state Full Port then the Double Block and Bleed Valve will be reduced port.

Response: Drawing M-428P Note 9 refers to non-piggable valves with removable spools east of valves. Note 10/12 valves must be piggable.

175. Inquiry: Please confirm that is the note does not Class 300 then the Double Block and Bleed Valve will be

Class 150.

Response: On drawing M-428P, note 12 valve is Class 300. Others are Class 150.

176. Inquiry: Drawing E-601T indicates that the Motor Operated Valves (MOVs) are connected to and controlled from the Motor Control Center (MCC). However, the MOV wiring diagram is not included on Drawing E-602T, which contains the MCC electrical diagrams. Please provide the MOV wiring and control diagrams associated with the MCC.

Response: MOVs typically do not require a control wiring diagram. An open/closed position switch is wired from the MOV through the MCC for connection to the PLC for monitoring. An open and close output from the PLC is routed through the MCC to the MOV for control of the MOV.

177. Inquiry: Drawing S-003T indicates that the external surfaces of the bulk fuel tanks are to be painted. However, after review of the contract documents, no specification section or paragraph has been identified that defines the scope, system, or technical requirements for exterior tank coating, including but not limited to surface preparation, coating system, applicable standards, number of coats, dry film thickness, color, inspection, or acceptance criteria.

The only tank coating specification identified (Section 09 97 13.17 – Three Coat Epoxy Interior Coating of Welded

Steel Petroleum Fuel Tanks) applies exclusively to interior tank surfaces and does not address exterior coatings.

Please confirm: Whether painting of the external tank surfaces is required under this contract; and if required, clarify and provide the specific requirements governing the painting of the external tank surfaces, including the applicable specification reference and the intended coating system.

Response: Coat the exterior of the tank in accordance with Specification 09 97 13.27 - HIGH PERFORMANCE

COATING FOR STEEL STRUCTURES as indicated in paragraph 3.2 SURFACES TO BE COATED.

178. Inquiry: Drawing MD101, Note 1, indicates that the existing 600 mm buried F-76 fuel pipeline is to be abandoned. However, a review of the contract specifications has not identified any section or paragraph that defines the requirements or procedure for abandoning an existing buried fuel pipeline, including, but not limited to, cleaning, purging, inerting, sealing of pipe ends, filling of the pipeline, environmental controls, or acceptance criteria. The specifications address demolition, removal, and installation of new fuel piping systems, but do not appear to provide technical guidance for abandonment in place of existing underground fuel piping.

Please clarify the requirements applicable to the abandonment of the existing 600 mm buried F-76 pipeline, including the intended method and any applicable standards or specification references, so that proposers may correctly interpret the contract documents and prepare an accurate proposal.

Response: Clean piping via pigging. Cap ends of piping. Piping IS NOT to be filled with grout or other material.

Abandon lines in place. Future project is planned to remove piping.

179. Inquiry: Drawings MD102 through MD411 indicate that the requirements for demolition of existing fuel piping are governed by Section 02 41 00 – Demolition. However, a review of Section 02 41 00 does not identify any explicit requirement stating that existing fuel piping to be demolished must be previously degassed or rendered gas-free prior to dismantling.

For safety and planning purposes, please clarify whether degassing of existing fuel piping is required prior to demolition activities, and if so, identify any applicable requirements, procedures, or standards to be followed to ensure safe execution of the demolition work.

Response: See revised Specification 02 41 00 provided via Amendment 0006. See para. 3.1.8.2 Fuel Piping: Drain, vacuum extract, pig (where possible), and purge fuel piping to be removed or abandoned in place in accordance with

Chapter 14 of UFC 3-460-01.

180. Inquiry: Note 1 on Drawing MD101 indicates that the existing 600 mm buried F-76 fuel pipeline is to be abandoned in place. However, Drawings MD109 through MD119 include notes indicating that the same 600 mm F-

76 fuel pipeline is to be demolished. These two directives appear to be conflicting and result in uncertainty regarding the intended scope of work. Please clarify the exact scope applicable to the existing 600 mm buried F-76 pipeline, specifically whether the pipeline is to be abandoned in place or demolished and removed, so that proposers may correctly interpret the contract documents and prepare an accurate proposal.

Response: Keynote 1 on drawing MD101 points to the piping across Rio Salado bridge to ML-1, including a section running off-base, which includes areas not covered by the MD or M-dwgs. See Keynote 2 on drawing MD111 and

Keynote 4 on drawing MD119.

181. Inquiry: 1.1. A pipe is shown running from the top deck of Tank T-100 down to the bottom of the tank.

However, neither the diameter of this pipe nor the diameter of the “Sampling/Gauging Hatch” cover is indicated.

1.2. It is not specified whether this pipe runs in a single length or is divided into several sections of defined lengths.

1.3. The material of construction of this piping is not indicated.

1.4. In Section A4 of drawing M-401T, what appears to be the fixing/support system for the above-mentioned pipe is shown, consisting of two supporting cables. However, it is not clear whether there are only two cables or more. In addition, no information is provided regarding:

o Material of the cables o Cable cross-section/dimensions o Fixing locations or spacing o Details of turnbuckles or other fastening elements o Details of fixing and termination at the bottom of the tank

Response: 1. Stilling well is 150 mm in size. Gauging/Sampling Hatch is 100mm.

2. Stilling Well Piping should be a single length.

3. Stilling well piping should be aluminum.

4. Provide (2) 6mm diameter support cables made of 304 stainless steel conforming to ASTM A492. Fittings for anti-rotation cables including cable clamps, pins, sockets, turnbuckles, U-bolts and nuts must be 304 stainless steel.

Cable must be made taut by means of the turnbuckle. Attachments of cable to Tank Roof should be provided by

Tank Manufacturer.

182. Inquiry: The label “SPL” is shown. We have attempted to identify this abbreviation in drawing M-001T

(abbreviations list) but could not find it. Could you please clarify what this label refers to?

Response: SPL would be "Spade Plate," also known as "Spectacle Blind".

183. Inquiry: A small pipe is shown next to pumps P-101 and P-102. We have not been able to identify this line, nor have we found information regarding its diameter, material of construction, full routing, or fixing method. We believe additional information for this item is required.

Response: That "pipe" is actually a low level alarm sensor that will turn off the pump when the product level gets below the pump manufacturer's recommended minimum requirement. Level alarm is provided as described in

Specification 33 52 43.11 Paragraph 2.12.

184. Inquiry: A pipe is shown at pump P-102 running down to the bottom of the tank, with a label reading “JP8-

200-CS (Tank T-100)”. Could you please clarify what this pipe corresponds to?

Response: This is part of the pump suction as this is vertical turbine pump.

185. Inquiry: The Automatic Tank Gauging (ATG) system is shown. However, in Section A4:

Additionally, could you please confirm whether this pipe is required to be slotted/perforated?

o The pipe diameter is not indicated o The material of construction is not specified o No installation details or dimensions are provided o No details are shown for fixing at the bottom of the tank

Response: This pipe is a stilling well, 200 mm in size (per Level indicator Manufacturer's recommendations).

Material is Aluminum and the still well should be slotted. Well should be secured to the sump using a coated carbon clamp welded to the sump as shown in the detail.

186. Inquiry: The “Receipt Nozzle” is shown, but the required dimensions and the material specifications are not indicated.

Response: Reference revised drawing M-504T provided via Amendment 0006. The receipt nozzle is carbon steel to match the connected piping. Specifications require the tank fill line to be coated carbon steel. It also requires all piping and fittings inside the tank to be carbon steel. This is included in 33 56 21.17, Paragraph 2.1.1 to address material specifications.

187. Inquiry: The installation layout of the PRVV valve is shown, along with an accessory identified as “SDP”. We have searched for this designation in drawing M-001T (abbreviations list) but could not find it. Therefore, we would like to ask: 7.1. Could this accessory be an SDD (Safety Device Against Detonation, Dry Type)? 7.2. The size of this equipment and the associated piping is not shown, nor is the material specification for this piping provided.

Response: See revised drawing M-502T provided via Amendment 0006.

188. Inquiry: The contract documents specify Double Block and Bleed (DBB) valves, ASME Class 300, along the

JP-5 pipeline. After reviewing the design conditions and industry standards, we would like to respectfully request clarification on whether Class 300 is strictly required for this service.

Technical Considerations:

- The operating pressures for the JP-5 system fall well within the capacity of ASME Class 150 valves, which comply with ASME

B31.3/API requirements with appropriate safety margin.

- We have not identified any process, safety, or code-driven justification that specifically necessitates Class 300 construction for this pipeline segment. - Similar piping systems installed throughout the base have been designed and operated using ASME Class 150 rated components. Request: We respectfully request the Government’s consideration of allowing Class 150 DBB valves as an acceptable alternative, provided they meet all design requirements and material standards. This adjustment would reduce cost and schedule impacts while maintaining full compliance and system integrity.

Response: JP5 pipeline, associated valves and components, in its entirety, are required to be ASME Class 300 pressure rated. This is due to the future operational configuration and conditions expected.

189. Inquiry: Based on the Contract Specifications and applicable regulatory requirements, clarification is respectfully requested regarding the applicable certification requirements for equipment installed in classified hazardous areas under Project P-919. The Contract Documents specify that equipment installed in classified hazardous locations shall comply with NEC Class I, Division 1 or Division 2, as applicable, and be certified by a recognized NRTL (such as UL, FM, or CSA). However, the Project will be constructed, installed, and operated within the European Union, specifically in Spain, where mandatory European regulations governing explosive atmospheres apply. Under EU legislation, equipment intended for use in potentially explosive atmospheres is required to comply with Directive 2014/34/EU (ATEX), together with applicable harmonized EN/IEC standards, as a condition for lawful installation and operation. Additionally, it is noted that the existing refueling system supporting C-5 cargo operations at Naval Station Rota was executed in accordance with European regulatory requirements. Based on coordination with system manufacturers and specialized control system providers, alignment with the existing infrastructure is considered necessary to support system integration, long-term maintainability, and operational consistency. In this context, clarification is requested as to whether: - Compliance with ATEX requirements alone for equipment installed in classified hazardous areas would be considered acceptable and sufficient, given that the Project is located and operated within the European Union; or

- Dual compliance is required, such that equipment installed in classified hazardous areas must comply both with:

-European ATEX requirements (Directive 2014/34/EU), and -U.S. requirements as defined in the Contract

Specifications (NEC Class I, Division 1/2 and NRTL certification). This clarification is requested in order to ensure regulatory compliance, align procurement with applicable legal requirements, and avoid potential conflicts during equipment approval, installation, commissioning, and turnover.

Response: Propose in accordance with the solicitation. Follow the Specifications to comply with NEC Class I, Division 1 or Division 2, and be certified by a recognized NRTL (such as UL, FM, or CSA).

190. Inquiry: Following our detailed review of the Anode Deep Well drawings, we respectfully request clarification of several dimensional requirements to ensure accurate pricing, proper constructability evaluation, and alignment with available drilling methods.

1. Borehole Diameter Confirmation

The drawings appear to indicate a dimension of 3.05 meters associated with the anode well detail.

Please confirm that this dimension corresponds to the required borehole diameter and represents the final design requirement. Given the unusually large diameter for a deep anode installation, confirmation is requested to validate the proposed drilling methodology, equipment selection, and associated installation procedures.

2. Deep Well Drilling Depths

The contract drawings indicate anode well depths of approximately 45.7 meters and 30.5 meters.

Please confirm that these depths represent the final design requirement.

Due to the significant constructability challenges associated with drilling recoverable cased wells at these depths — including the limited availability of specialized equipment and qualified contractors — we respectfully request confirmation as to whether technically equivalent alternative solutions may be considered. For example, please advise whether the Government would consider an alternative configuration consisting of a greater number of anode wells with reduced individual depths, designed to collectively achieve the required cathodic protection criteria and overall system performance.

Such an approach may enhance constructability, improve contractor availability, and reduce execution risk while maintaining design intent, system reliability, and long-term protection performance.

We remain open to any technically acceptable solution that satisfies the contract requirements while supporting safe and efficient installation.

Response: The anode deep well would be 0.3 meters in diameter and hole casing with vertical anodes installed at 3-meter spacings in the hole. The hole would be approximately 45 meters in depth. See revised drawing EC502P with corrected dimensions.

191. Inquiry: Our understanding is that the backfill soil surrounding the existing pipelines (F-76 and JP-5) are not contaminated. Please clarify whether our understanding is correct, or if it is not and whether the soil is contaminated.

Please note that there is a large volume of soil to be considered.

Response: There is no information of potential contamination of the soils resulting from excavation. It is recommended that the contractor assume in their bid the existence of a given amount of contaminated soil per RD

9/2005 (ie 500 m3) and provide a unit price for additional (ie additional each 100 m3) contaminated soil found during excavation. Removal of contaminated soil and its transportation as “vertido” must be done in accordance with Real Decreto 9/2005 and Decreto 18/2015. Removal of contaminated water must be done in accordance with

Real Decreto 665/2023.

192. Inquiry: In the drawing M-126P, in the key note 2 is defined that the 500 mm F-76 Pipe line will be made by others, and in the drawings M-127P to M-130P, in the key note 2 is defined that the same pipe (500 mm F-76 Pipe) has to be provided whithin this contract. Considering the general note 4 of drawing M-021P (page 204) this pipe should note be part of the scope. Please clarify.

Response: See updated keyed notes in revised drawing for M-126P and M-127P through M-130P provided via

Amendment 0006.

193. Inquiry: Where is the location for the valves MOV-300.01/300.02/300.03/300.04? Please, confirm.

Response: See revised drawing E-402T provided via Amendment 0006.

194. Inquiry: Where is the cable and connection for the level Transmitter 500.01. LT?

Response: Refer to the circuit schedule on E-609T.

• IS501 goes to the ATG probe (500.01-LT).

• IS502 goes to the tank leak detection probe (500.01-LS).

• IS503 goes to the leak detection probe in the rolling cover vault (not shown on the mechanical P&ID.)

195. Inquiry: Could you define the Control philospy? We have to provide a list of signal, we have to integrate teh signal in the existing control system or we have to provided a complete control system?

Response: Integrate into the existing SCADA system.

196. Inquiry: The JP-5 pipe bEteween pk 1+840 and 1+860 crosses with a bundle of pipes (Exfuel. Ex-fuel JP-8, …). These pipes are in service? There is a special requeriments (procedures, permites, etc.) to do the crossing?

We have to build any protection structure (concrete slab , ...) to protect the existing pipes?

Response: Assume all pipes are in service. There are no special procedures specified. Any protection structure is determined in Contractor means and methods. See revised drawing M-135 provided via Amendment 0006.

197. Inquiry: What is the required set pressure for the s.s. balanced relief valves shown on detail C1 on sheet M-

501?

Response: See revised Specification 33 52 40, paragraph 2.4.3 provided via Amendment 0006.

198. Inquiry: Item 1. 18” (450mm) JP. Confirm this is the only size pipe to be priced under this task order?

Response: JP-5 pipeline to be charged to under CLIN 1F and 1G. Other pipeline work is to be charged to CLIN 4 as noted.

199. Inquiry: C1 Site Plan scale shown as 1:200. The bar scale to the right is at 1:500 scale. What is the correct scale?

Response: 1:200. See revised drawing M-132P provided via Amendment 0006.

200. Inquiry: B1 Site Plan scale shown as 1:500. The bar scale to the right is at 1:200 scale. What is the correct scale?

Response: 1:500. See revised drawing M-139P provided via Amendment 0006.

201. Inquiry: Project Description, states to “Design a new 18 inch diameter fuel pipeline…” and to “Design a cathodic project system…”. Both the pipeline and cathodic protection systems appear to be fully designed. Confirm what the “Design” element would be in either case?

Response: Project description should state "Construct" vs. "Design".

202. Inquiry: At the top of the well/detail the drawings indicate a 910mmx910mm x150mm thick pad around the top of the well. At the bottom of the well the dimension provided indicates 3.05m in diameter. Which dimension is correct?

Response: Anode deep well internal diameter to be 300mm to match the 300mm diameter sch80 PVC Casing. The anodes are 70mm wide and would give 230mm for the anode centralizers to center the anode. For the manhole cover, a minimum of 370mm diameter clear opening should be provided to cover the anode deep well. See revised drawing EC502P in amendment detail.

203. Inquiry: No specs for div 10: Signs and FEC. Provide missing specifications.

Response: See revised Division 10 Specifications provided via Amendment 0006.

204. Inquiry: Note 01 and A-408T, Note 07 calls for …Stucco Painted. No specs for stucco are provided. What type of stucco, type of paint, etc. Provide specifications for both.

Response: Exterior paint on stucco is covered in 099000 Paints and Coatings, part 3. See revised Specification 09

90 00, part 3, provided via Amendment 0006.

205. Inquiry: Specifications mention in several areas that design efforts are required. Is this project not a Design-

Bid-Build? Which are the specific design efforts required for solicitation P919?

Response: Any items requiring a delegated design will be indicated within the drawings and specifications,

206. Inquiry: Contract drawings 205 through 222 identify existing JP-5 and MOGAS pipeline including valves and appurtenances to be removed. Commonly when removing / decommissioning fuel pipelines once emptied and purged through LPD the pipelines, valves are replaced with spools and the pipelines are pigged with nitrogen, the remaining fuel sludge pushed into frac tanks and finally they are brought into gas free conditions certified by an

Industrial Hygienst before any pipe removal is allowed to commence. Also, the collected fuel sludge must be disposed of properly according to local environmental laws. However, section 02 41 00, par. 3.1.8 does not make any reference to decommissioning existing fuel pipelines. Should P919 specs not be more specific about decommissioning fuel pipelines?

Response: See revised Specification 02 41 00 provided via Amendment 0006.

207. Inquiry: Regarding pipeline JP-5 and pipeline F-76, please clarify whether it is necessary to run the pigs through the straight sections of the pipelines on Pier 3.

Response: Pigging is not required for new piping on Pier 3. Pigging of new piping is only required for piggable piping between PLRs.
