3 Limitation of Liability

The results and interpretations of the investigations set out in this technical report are based on the application of standards, techniques and scientific knowledge to the state of the art, and may include professional calculations, opinions and evaluations relating to the analyzed phenomena and processes.

The expressed considerations are based on the results of the investigations and the available information, and are strictly conditioned by the detail, the adopted technical-scientific approach and the work plan approved by the Client.

It is important to remember that the measurement procedures used for the geophysical survey are based on indirect exploration techniques which, despite being used in the state of the art of both scientific knowledge and technological advancements, have a number of intrinsic limitations. The geophysical survey cannot, in fact, fully replace direct exploration even if it represents an indispensable complement to fill information gaps and to ensure a unique correlation of the main structural elements present in the subsoil.

The evaluations and operational suggestions contained in this report are to be understood in a general sense as proposals for action and not as binding actions, unless specifically indicated. No responsibility is assumed with respect to the decisions that third parties may take in relation to the content of this technical report.

Adastra Engineering srl declines all responsibility for any damage, direct, indirect, incidental and consequential related to the use, proper or improper, of the information contained in this report, including without limitation, loss of profit and interruption of business or professional.

Adastra Engineering srl does not intend to provide any guarantee, express or implied, usable for any purpose, relating to the state of the places and the commercial value of the investigated site; this report is also of an exclusively technical nature and does not in any way constitute legal opinion.

This report has been prepared by Adastra Engineering for the purposes illustrated in this document, it is intended for the exclusive use of the Client and cannot be copied, reproduced, redistributed, disclosed or used, in whole or in part, by any other person without the express written consent of Adastra Engineering.

4 Preliminary Notes and Warnings

1. This technical report consists of an instrumental survey to support the assessment of the Safety

Coordinator (CSP/CSE) according to ruling no. 14/2015 - Article 12, Legislative Decree 9 April 2008, n. 1 and current legislation.

2. The results of the data collection and processing may guide the CSE in the preliminary Unexploded

Ordnance Risk Assessment and in the opportunity to proceed or not with the subsequent instrumental investigation or with the systematic UXO clearance (Commun. Min. Defense 03 -05-2016).

3. This technical report does not constitute a certified UXO clearance. Article 91 of law no. 177 (01/10/2012) explicitly states that: "the assessment of the risk due to the presence of unexploded ordnance found during excavation activities on construction sites is carried out by the design coordinator".

4. This technical report does not constitute proof that the investigated site is free from unexploded ordnance.

5. The geophysical surveys cannot be considered as “Preventive and Systematic UXO Clearance” activities for which the executing company must be “BCM-specialized” and in possession of the necessary legal requirements (pursuant to Article 104 c. 4-bis of the Consolidated Law).

5 Foreword

5.1 Regulatory assumptions

According to the law n. 177 of 01/10/2012, the Safety Coordinator (CSP/CSE) has the obligation to assess, within the Safety and Coordination Plan, the risk due to the presence of unexploded ordnance found during excavations at any depth and of any type. Since the risk deriving from the discovery of an unexploded ordnance can almost never be excluded a priori, the CSP/CSE will have to perform a historical and documentary analysis relating to the site, and possibly be supported by an instrumental investigation conducted by geophysical prospections (which are non-invasive, fast execution and low cost).

The preliminary assessment of unexploded ordnance findings is aimed at a possible execution of the

“Preventive and Systematic UXO Clearance” at the construction site, according to the procedures provided by the Italian Ministry of Defense.

7 Geophysical prospection

7.1 EM Inductive Survey

The electro-magnetic measurements were obtained by use of a DUALEM 642s electromagnetometer.

The DUALEM system is an FDEM (Frequency Domain Electro Magnetic Induction) device operating in the frequency domain, at the fixed frequency of 9.7 KHz, with multiple spacing of the tx / rx coils. In particular, the

DUALEM 642s is composed by a transmitter and three pairs of receivers (with decimetric diameter) spaced respectively 6 m, 4 m and 2 m (the second coil is at 6.1 m, 4.1 m and 2.1 m). Each pair of receivers has horizontal

(HCP - Horizontal Co-Planar) and perpendicular (PRP - Perpendicular) cross-planar geometry. It can simultaneously measure 6 apparent conductivity values at different depths below the center of the instrument.

The outcome of the survey is turned into georeferenced maps of electrical conductivity and magnetic susceptibility along the investigated paths/areas, with a maximum nominal depth of penetration of about 9.6 m.

The EM measurement system is natively interfaced with a GPS for absolute positioning of the measurements.

Electrical conductivity (mS/m) is the inverse of resistivity and represents an intrinsic characteristic of the different types of deposits. High-conductives are typically cohesive materials while low-conductives are granular materials. Remains of buried stone artefacts usually have a typical low-conductive response (meaning they are resistive), while metal object has a high conductivity response.

The magnetic susceptibility (χ) is a measure of how much a material will become magnetized in an applied magnetic field. It is the ratio of magnetization M (magnetic moment per unit volume) to the applied magnetizing field intensity H. This allows a simple classification, into two categories, of most materials' responses to an applied magnetic field: an alignment with the magnetic field, χ > 0, called paramagnetism, or an alignment against the field, χ < 0, called diamagnetism.

Magnetic susceptibility indicates whether a material is attracted into or repelled out of a magnetic field.

Paramagnetic materials align with the applied field and are attracted to regions of greater magnetic field.

Diamagnetic materials are anti-aligned and are pushed away, toward regions of lower magnetic fields. On top of the applied field, the magnetization of the material adds its own magnetic field, causing the field lines to concentrate in paramagnetism, or be excluded in diamagnetism. Quantitative measures of the magnetic susceptibility also provide insights into the structure of materials, providing insight into bonding and energy levels. Furthermore, it is widely used in geology for paleomagnetic studies and structural geology.

If the magnetic susceptibility χ is positive, the material can be paramagnetic; if instead χ is negative the material is diamagnetic (measured in ppt, parts per million). Generally, non-magnetic materials are either para-or dia-magnetic since, as they occur in nature, they do not have their own permanent magnetization, in the absence of an external electromagnetic field. On the contrary, ferromagnetic, ferrimagnetic, or antiferromagnetic substances have positive susceptibility values, and permanent magnetization, even in the absence of an external electromagnetic source.

The measurement is of the volumetric type in the sense that the subsoil volume that contributes to the field measured by the various sensors is not only that placed strictly below the measurement line, but also at the sides of it. The values interpolated outside the measurement lines can therefore be considered valid even if, obviously, the degree of confidence decreases moving away from the vertical of the measurement.

The measurements represent the average value of a given property within a soil thickness ranging from the surface up to approximately 1.5 times and up to 1 time the sensor spacing for the HCP and PRP component, respectively.

In theory, though these values must be reduced for conductive contexts, the depth of penetration of the primary electromagnetic field is a function of the distance b between the transmitting coil and the receiving coil.

Again, in theory, the depth order of the maximum sensitiviy should therefore be PRP2, HCP2, PRP4, PRP6, HCP4, HCP6. This is not always true, especially in conductive contexts, and in many cases the HCP2 and PRP4 configurations can be very similar in terms of EM field propagation in the -Z direction.

7.2 ERT survey - Electrical resistivity tomography

Specific geoelectric investigations were conducted, overlapping electromagnetic profiles, through classic ERT tomographies in pole-dipole configuration, by use of an Iris Syscal Pro georesistivimeter with 48 channels. The system integrates an energization unit (capable of a maximum voltage of 800 V), a switching matrix for addressing the electrode quadripoles, a reading channel and a unit of measurement for voltages and currents.

The geoelectric survey was conducted in areas A, B and C of the P-759 Army Family Housing and G and H inside Camp Ederle.

The pole-dipole array has good horizontal coverage, but the signal intensity is greater than the dipole-dipole, and it is not noise sensitive as the pole-pole array. Being asymmetrical, it produces asymmetrical anomalies even on symmetrical structures. To eliminate this effect, measures are repeated in an inverse array, then merged.

Figure 3 – Pole-dipole array

The C2 electrode is necessary but must be placed far enough from the profile, and its influence is proportional to (C1-P1/C2-P1)1/2. This geometry is less affected by the remote electrode than the pole-pole array, and when

C2> 5 C1-P1, the error is less than 5%.

The signal intensity decreases with ((n)1/2, but the P1-P2 spacing can be increased.

7.3 Topographic survey

7.3.1 Measurement method

The survey was performed in VRS mode (Virtual Reference Station) linked to the national network. All the surveys are plotted in UTM (32N) coordinates.

Several surface features were topographical surveyed and plotted in maps for the underground utilities positioning and geophysics georeferencing (i.e.: manhole covers, sidewalks, light poles, metal fences, etc.).

8 Results

8.1 FDEM Induction survey

The FDEM electromagnetic survey was carried out operating on multiple distances and planar and coplanar orientations of the sensors with the aim of obtaining information on the surface, medium and deep layer of the subsoil.

For simplicity, the electromagnetic data have been organized in six levels: conductivity in HCP2, HCP4 and

HCP6 and PRP2, PRP4 and PRP6. Finally, six other levels reporting magnetic susceptibility: PRP2, PRP4, PRP6 and HCP2, HCP4 and HCP6.

The electromagnetic data resulted of good quality in all six arrays.

Figure 5 – Example of graphical rendering of the conductivity data (image on the left) and of the magnetic susceptibility data (image on the right).

We observed some areas having strong disturbance of the electromagnetic signal (presumably due to the presence of surface and underground metal objects), which have been recognized and identified during the survey operations.

In the processed and filtered data set, the apparent conductivity varies overall in the range between -1300 mS/m and 800 mS/m with relatively few deviated values both on the low and on the high end.

Magnetic susceptibility, on the other hand, a fundamental parameter for the identification of buried metal bodies, varies overall in the range between -350 ppt and 250 ppt with relatively few values deviated on both the positive and negative ends.

The results of the electric and electromagnetic investigation are reported in Annex 1.

8.2 Data analysis and processing of resistivity measures (2D ERT)

The ERT-Electrical Resistivity Tomographies were performed to identify and map any anomalies resulting from the presence of buried metal elements.

The electrical data were of good quality with full scale values compatible with the presence of fine sediments present on site.

A series of preliminary measurements were conducted using different arrays. Once the results of the inversions were verified, the Polo-Dipole array was considered more effective.

9 Final remarks

9.1 Limitations

The presence of conductive soils (clays) attenuates the penetration of the electromagnetic signal. The presence of vertically overlapping artifacts could also mask the deeper object.

With regard to the EM survey, it is essential to understand that the intensity of the magnetic and conductivity anomalies is a function of the ratio between the metal mass (variable in weight, shape, type and orientation in space) and the depth of the mass itself. The recorded signal increases with decreasing depth and increasing object size.

Coalescing or superimposed metal objects can give a single magnetic anomaly, almost always dipolar, thus not allowing to correctly discriminate the sources of perturbation of the natural magnetic field.

As for the ERT survey, the resolution increases as the interelectrode distance and depth of the target decrease.

It should be noted that the only official certification that the subsoil is not containing unexploded ordnance is a “Preventive Systematic UXO Clearance”, to be carried out in accordance with the provisions of Italian laws.

9.2 Summary of results

1. EM and ERT investigations were conducted in the sites indicated by the Client to identify and map any anomalies compatible with the presence of UXO.

2. The EM survey has defined punctual, linear, and areal highly reliable anomalies.

3. The data were generally of good quality and the depth of investigation guarantees the identification of the targets up to the nominal depth of about 9 m a.g.l. (with the limitations of § 9.1)

4. The EM survey is particularly problematic in the presence of underground utilities and above ground metal artifacts (fences, manhole covers, lockers and cabins, etc.) due to the strong induced field perturbations.

5. The geoelectric survey returned some negative resistivity anomalies (see Annex 1) that can be correlated with utility lines.

6. The electromagnetic survey evidenced a series of punctual, linear or area anomalies, attributable to the various artifacts present at the surface or in the subsoil (metal manhole covers, service gates, metal fences, electrical pipes, foundations or former foundations of buildings, above ground equipment and air conditioning blocks serving the buildings on site).

7. There are two points where anomalies of conductivity and magnetic susceptibility, not related to surface evidence, were identified. The two points are located within the excavation perimeter in area "D", near the road intersection between Via Tiziano Vecellio and Via Fratelli Wright. The anomalies are highlighted in Annex 1 (Area D) in the maps PRP6 inphase (6.1 m deep) and PRP4 inphase (4.1 m deep). Magnetic dipoles indicate the possible presence of metal objects within the intended digging depths.

8. Please refer to Annex 1 for the representation of magnetic and conductivity anomalies, and ERT measurements. Their location is given in UTM coordinates.

9. Out of prudence, it is suggested to verify the possible interference of the EM and ERT anomalies with the excavations footprints and the possible interference with underground utilities; in case of planimetric overlap, it is recommended to proceed with the necessary caution, also through specific prescriptions that the CSE deems appropriate to issue.

10. The decision on possible further investigations based on the results is left to the Safety Coordinator.

9.3 Conclusion

This technical report is an “instrumental survey” to support the Safety Coordinator’s (CSP/CSE) bomb risk assessment according to ruling no. 14/2015 - Article 12, Legislative Decree 9 April 2008, n. 1.

The CSP/CSE will have to carry out an overall assessment of the acceptability of the residual UXO risk, which considers all the information in his knowledge, including project plan and excavations to be performed.

The decision on any further investigations or preventive UXO clearance, possibly only on specific areas interfering with the project works or evaluated as more critical, is also left to the Safety Coordinator.

Based on this assessment, the CSP/CSE may also adopt the consequent and necessary risk prevention and mitigation measures, through specific provisions on the works methods, planning and procedures.

1 Technical appendix E – Frequency Domain Electro Magnetic

Induction

The FDEM (Frequency Domain Electro Magnetic Induction) technique consists in the measurement, through fixed frequency or variable frequency systems, of the electrical conductivity of the soil. The DualEM system, which operates at a fixed frequency, measures the conductivity of the ground, detecting high conductive buried objects and, if the conductivity is negligible, measuring the magnetic susceptibility of the ground.

The system finds application in many surface investigations. These include soil conductivity mapping, archaeological investigations, delimitation of environmental contamination and the search for groundwater.

Electrically resistive surface targets are successfully identified; resistors such as cavities and hydrocarbon contamination require accurate and not always easy procedures of analysis and interpretation, while highly conductive bodies (for example metal objects) are easily detected. However, the depth and geometry of buried bodies are not always precisely determinable.

As known for this methodology, the depth of investigation can be controlled by a geometric factor (distance between the coils) or by a frequency factor.

The DualEM 6-4-2 electromagnetometer incorporates a co-planar coil to generate the primary field (TX) and three pairs of coils to measure the secondary field (RX) in co- and cross-planar configuration placed at a distance of 2, 4 and 6 m from the transmitter.

Figure E–1: Geometry of the transmitter and receiver coils in a DualEM electromagnetometer

DualEM sensors are designed to operate within the low frequency values of the electromagnetic field, as defined by J.R. Wait in A Note on the Electromagnetic Response of a Stratified Earth: Geophysics, 27 (1962), 382-85.

Figura E–2: Current flow produced by a variable electro-magnetic field (TX coil) in an RX coil

The coils act respectively as a transmitter (TX) and a receiver (RX). The transmitting coil is energized by alternating current, with frequency in the audio field, and produces a variable electromagnetic field (called the

Adastra Engineering srl - sede legale/registered office: v. Xola, 41b 30020 Torre di Mosto (Ve) sede operativa/headquarters: v. Confin, 87b 30020 Torre di Mosto (Ve) – Italy - tel. e fax 0421-325683 info@adastra.it -primary field) HP. HP generates small alternating currents in the subsoil which in turn generate an electromagnetic field (called secondary field) HS. The second coil, on the other hand, measures the sum of the secondary field HS and the primary one HP. The secondary HS field is separated from the primary with a procedure defined as the reference zero.

The induced field, like the primary one, will be composed of an "in phase" component and a "quadrature" component and both are, after a convolution of the time series with a sine and a cosine function, converted into parts per million (ppm) or part per trillion (ppt). In many surveys these ppt values are sufficient to define anomalies and therefore indicate the presence of buried bodies and objects. The phase component is particularly suitable for the identification of buried metal bodies while the quadrature component is linked by an analytical relationship to the electrical conductivity. The intensity of the quadrature component of the HS secondary field is a complex function of the electrical conductivity of the subsoil (σ), the frequency of energization (f) and the distance between the coils (d). In particular conditions, called "low induction number" and that is when the skin depth is very large compared to the spacing between the coils, the relationship is simplified and becomes:

The pulsation (ω) is related to the frequency according to the underlying law:

ω=2πf

The depth of investigation, as well as the frequencies and the spacing of the coils, is also controlled by the position of the plane of the coils. For each configuration the depth is maximum with the axial plane of the coils parallel to the survey surface.

Assuming that DualEM sensors operate at a low induction number, the sensors linearly scale the response of the quadrature component (in ppt of the transmitted field) in milliSiemens/meter (mS/m) of apparent conductivity. Conductivity is the inverse of resistivity, so values of 1 mS/m correspond to 1000 ohm*m of resistivity.

The cumulative sensitivity of PRP and HCP are plotted in the following figure. The effective depth (ED) is defined as the depth at which a transceiver array accumulates half of its total sensitivity, while the exploration depth (DOE-Depth of Exploration) is defined as the depth at which an array accumulates 70% of its sensitivity.

2 Technical appendix T – Electric resistivity methods

2.1 Theory

Electric resistivity methods are a group composed by a large and diverse range of methods used in prospection geophysics to differentiate the subsurface according to its electromagnetic properties. In the early days, explorations were carried out to detect very conductive base metal massive sulfide ore deposits contained in highly resistive host rocks. Because of the high contrasts, ore exploration surveys have been the prime application of resistivity methods, as is also the case of magnetometry methods, since most of the ore grades are conductive. Later on, where more sensitive measuring configurations were constructed, resistivity methods also started to be used also in other fields like oil and gas prospection.

Figure T-1 - Current flow through a piece of conductive material over which a potential difference V has been applied.

An electric current is a flow of electrically charged particles (either electrons or ions). By convention, a current is considered to flow from positive (source) to negative (sink), though in the wire the current is due to electrons moving from negative to positive. The SI unit for measuring an electric current is the Ampere [A], which is the flow of electric charge across a surface at the rate of one coulomb per second. Then, a current is the result of a potential difference [V] imposed over a closed loop and the magnitude of its flow depends on the resistance of the loop's material. For most materials, including most rocks, the current trough the resistor increases linearly proportional to the voltage across it, obeying Ohm's law. This proportionality constant R is known as resistance and is a property inherent to the material and, according to Ohm's law can be obtained experimentally as the ratio between the potential difference V and the current I.

However, the resistance given by a certain material depends not only on its electrical properties, namely conductivity, but also on its geometrical structure:

2.2 Resistivity surveys

Geo-electric resistivity is a geophysical method where two electrodes, known as current electrodes, are used to inject an electric current intro the ground and the potential difference is measured between two distant electrodes, known as potential electrodes. Thus, based on the known input current, the voltage measured and the array geometry, an "apparent" resistivity can be computed.

Figure T-2 - Standard four electrode configuration in homogeneous half space media.

2.3 Array configurations

2.3.1 Pole-Pole array

The name Pole-Pole already indicates that both, current injection and potential electrodes are modelled as single poles. In practice this is not possible, since current needs a closed loop to flow, but from last equation we may conclude that when the position of one of the electrodes is very large compared to the others, two of the distance terms become very small and can then be neglected.

Therefore, the measured voltage differences is:

In practice the far away electrodes are put more than 20 times the largest electrode spacing away.

Figure T-3 - Pole-Pole array configuration in homogeneous shalf space media.

Adastra Engineering srl - sede legale/registered office: v. Xola, 41b 30020 Torre di Mosto (Ve) sede operativa/headquarters: v. Confin, 87b 30020 Torre di Mosto (Ve) – Italy - tel. e fax 0421-325683 info@adastra.it -

2.3.2 Pole-Dipole array

As the name indicates, one of the current electrodes is the faraway electrode, while the potential electrodes are both used in the line of measurements. Thus, there is an extra degree of freedom to place the other three electrodes in the line of measurements. Let us denote the distance between the two potential electrodes a and the distance between the current electrode and the closest potential electrode na.

Thus, the potential difference measured is:

In this case, the effect of the distant electrode is negligible and the electric field of the near electrode resembles that of a point source rather than the field of a dipole. A commonly used configuration consists of a combination of two pole-dipole arrays: one forward and one reversed. This configuration is mainly used in profiling, where changes in resistivities are clearly mapped. It is characterized by a high Signal to Noise Ratio.

Figure T- 4 - Pole-Dipole array configuration in homogeneous half space media

2.3.3 Dipole-Dipole array

This is the most sensitive array of those mentioned and therefore also the most prone to the noise. In this configuration, all four electrodes are put in the line at measurable distances from each other. In this array, both current electrodes are next to each other at distance a, while the potential electrodes are also next to each other at distance a and separated from the current electrode pair at a distance na.

Figure T- 5 - Dipole-Dipole array configuration inhomogeneous half space media.

Adastra Engineering srl - sede legale/registered office: v. Xola, 41b 30020 Torre di Mosto (Ve) sede operativa/headquarters: v. Confin, 87b 30020 Torre di Mosto (Ve) – Italy - tel. e fax 0421-325683 info@adastra.it -

Therefore, the potential difference measured is:

2.3.4 Wenner Arrays

This potential array is characterized by a relatively large distance between the potential electrodes compared with the potential-to-current electrodes distance. This array is suitable for areas with poor grounding conditions or areas where a high amount of noise is expected. The Wenner array has lost most of its popularity because the electrode distances are fixed and the potentialelectrodes must be at the same distance as the current electrodes. However, it is still used in situations where signal strength is the most important factor, like in situations where the current electrodes are put in a very highly resistive top layer

The potential difference measured is:

Figure T-6 - Wenner array configuration: all the distances between electrodes are equal.

2.3.5 Schlumberger Arrays

In this configuration, the potential electrodes are placed at the center of the electrode array with a small separation, typically less than one fifth the current electrodes spacing. The current electrodes separation is gradually increased during the survey while the potential electrodes remain unchanged until the measured voltage becomes too small to be detected. Schlumberger soundings generally have better resolution, greate r probing depth, and less time-consuming field deployment compared to Wenner arrays. The two most outstanding disadvantages are: longer current electrode wires are required, and the recording instrument needs to be very sensitive.

The potential difference measured is:

Figure T-7 -Schlumberger array configuration: the distance between current electrodes is 2L and the distance between potential electrodes is 2a, while the mid-point of both current and potential electrodes coincides.

2.4 Geoelectrical data processing

The apparent resistivity field was analysed by carrying out a statistical pre-processing to identify any anomalous values to be removed from the data set before the inversion and for positioning. These values were then mildly filtered to reduce the numerical artifacts from strong field gradients, from insufficient coupling of the electrodes with the ground and from spikes of various kinds.

The processing was carried out with the ERTLab 64 code (Geostudi Astier & Multi-Phase Technologies). This program makes use of a Tetrahedral Finite Element forward modelling algorithm which allows to model the distribution of the electric potential in the subsoil also taking into account its morphological characteristics.

Figure T-8 - ERTLAB 3D three-dimensional tetrahedral mesh.

The mesh (Figure T-8) is composed of a foreground zone (of maximum resolution) in which the tetrahedra have an average size equal to 50% of the surface spacing and of a background zone in which the tetrahedra have a larger size. Outside the mesh there is also a padding band +/- in the three dimensions X, Y and Z that

Adastra Engineering srl - sede legale/registered office: v. Xola, 41b 30020 Torre di Mosto (Ve) sede operativa/headquarters: v. Confin, 87b 30020 Torre di Mosto (Ve) – Italy - tel. e fax 0421-325683 info@adastra.it -allows for greater numerical stability of the inversion process. The tetrahedron mesh is of the three-dimensional type also in the case of 2D lines processing as it is composed of a double band of elements on the two sides of the 2D line. The starting model has a resistivity value which averages the apparent resistivity of the field measurements.

The ERTLAB code also allows to model the deformations of the electric field due to the irregularities of the topographical surface.

Each ERT was singularly inverted.
