Department of the Navy Naval Air Systems Command

About this file

This attachment to a solicitation amendment provides an access agreement for offerors to propose granting the government integrated digital environment access to technical data related to an advanced helicopter training system and TH-XX aircraft. The navy seeks for offerors to allow special access only to specified government employees for viewing critical data online, with read-only access permitted. Offerors would maintain data ownership and provide access within a specified timeframe until contract completion. The agreement establishes the government's restricted use of special access data for engineering analysis and repairs, without disclosure to third parties without consent. Any disputes would follow the Contract Disputes Act, with the government identifying personnel requiring access. Subcontractor data may also be submitted directly to the government.
