About this file
This document provides instructions for completing a workload analysis form to support a solicitation for an Advanced Helicopter Training System. Offerors must provide maintenance schedules and requirements for inspection and unscheduled maintenance of TH-XX aircraft in accordance with OEM and FAA certification standards. The form requires maintenance hours for daily flightline, flight hour, ALSE, calendar, cycle, and miscellaneous inspections. It also requires the number of daily flightline inspections, additional miscellaneous inspections, and total unscheduled maintenance hours per flight hour. Amendment 0005 to solicitation N6134019R0007 from the Department of the Navy provides responses to questions and updates the performance work statement and access agreement for procuring an AHTS involving TH-XX aircraft training.

1. OVERVIEW
The following instructions provide the Offerors with the information necessary to populate Attachment L-13 Workload Analysis Form. The Offeror shall provide inspection schedules and unscheduled maintenance requirements in accordance with the original equipment manufacturer (OEM) and requirements to maintain type certification issued by Federal Aviation Administration (FAA). There are 5 columns (left to right), beginning with Node, Scenario, Model, Layer and Value. A detailed description of each node can be found in the Glossary below. The Offeror’s input shall be recorded in Column E – “Value”. The format of this form shall not be modified.
2. FORM LAYOUT
2.1 Maintenance Hours per Inspection
The Workload Analysis form requires entering the maintenance man-hours (within Column E) required to complete an inspection on one aircraft. For the Maintenance Hours per Inspection, the naming convention will be displayed as Maintenance Hours per Inspection per <Inspection Type> <Skill Type> TH-XX NAS Whiting Field and the units are in [Mx Hours]. Skill types consist of four categories: Aviation and Power Plants (A&P), Avionics, Non-Destructive Inspector (NDI) and Other (any personnel required aside from the categories provided).
2.1.1 Daily Flightline Inspections
This section focuses on the required maintenance time to complete a scheduled flightline inspection on one aircraft. The Daily Flightline Inspections are listed as follows: Daily, Generic A, Generic B, Generic C, Generic D, Refueling, and Turnaround.
Note: If you have any additional flight support inspections NOT included in the Daily, Refueling, or Turnaround, please input that maintenance time in the Daily Flightline Generic section.
2.1.2 Flight Hour Inspections
flight hour inspection on one aircraft. The Flight Hour Inspections are listed as follows: 10-Hour, 25-Hour, 75-Hour, 100-Hour and then in 50-Hour increments to 2000-Hour, 2250-Hour, 2500-Hour, 2750-Hour, 3000-Hour, Generic A, Generic B, Generic C and Generic D.
Note: If you have additional Flight Hour Inspections NOT included in the flight hour inspections list above, please input the maintenance time in the Flight Hour
Generic section. As before, utilize the Generic section only after inserting data in the established inspections applicable to your aircraft.
2.1.3 ALSE Inspections
Aviation Life Support Equipment (ALSE) inspection on one aircraft. The ALSE Inspections are listed as follows: 1-year annual First Aid, 180-day Fire Extinguisher, Generic A, Generic B, Generic C and Generic D.
Note: If you have additional ALSE Inspections NOT included in the ALSE inspections listed above, please input the maintenance time in the ALSE Generic section.
2.1.4 Calendar Inspections

1-year annual, 112 Day, 12 Month, 14 Day, 224 Day, 24 Month, 28 Day, 36 Month, 48 Month, 56 Day, 60 Month, 7 Day, Generic A, Generic B, Generic C and Generic D.
Note: If you have additional Calendar Inspections NOT included in the calendar inspections, please input the maintenance time in the Calendar Generic section.
2.1.5 Cycle Inspections
cycle inspection on one aircraft. Cycle Inspections are listed as Cycle Inspection, Generic A, Generic B, Generic C and Generic D.
Note: For any additional cycle inspections, please input the maintenance time in the Cycle Generic section.
2.1.6 Miscellaneous Inspections
miscellaneous inspection on one aircraft. Miscellaneous Inspections are listed as Aircraft Moves, Generic A, Generic B, Generic C and Generic D.
Note: For any additional miscellaneous inspections, please input the maintenance time in the Miscellaneous Generic section.
2.1.7 Generic Inspection Interval
This section is a place holder for any inspection interval required for your aircraft not included in the scheduled inspections listed under Maintenance Hours per
Inspection. The inspection interval contains a default value of 9E+99. The naming convention is displayed as <Generic Inspection> Inspection Interval or <Generic Inspection> Inspection Overhaul Interval.
Example: Aircraft A has a 101 Hour Flight Inspection that is not one of the Inspections listed in the Maintenance Hours per Inspection (e.g.,100-hour, 150-hour, 200-hour). Therefore, the value for 101 Hour Flight Inspection would be inserted for each layer under node name GENERIC A HOUR FLIGHT INSPECTION Flight Hour Inspection Interval TH-XX NAS Whiting Field.
Note: This section should be completed after the Maintenance Hours per Inspection has been done and allows you to utilize the existing Inspections, saving the Generics only for Inspections unique to your Aircraft.
2.2 Required Number of Daily Flightline Inspections
This section is used in conjunction with section 2.1.1 Daily Flightline Inspections and requires keying the required number of scheduled flightline inspections per aircraft. The naming convention is displayed as Required Number of Daily Flightline Inspections per Aircraft <Inspection Type> TH-XX NAS Whiting Field and the units are in [Inspections].
Example: If 1 Daily Inspection (not listed as a Daily, Refueling or Turnaround) is required for Aircraft A, the value of 1 would be inserted for each layer under node name Required Number of Daily Flightline Inspections per Aircraft GENERIC A TH- XX NAS Whiting Field.
Note: If you have additional Daily Flightline Inspections required, please input the required number of daily flightline inspections per aircraft in the Daily Flightline Generic section.
2.3 Total Additional Miscellaneous Inspections
This section is used in conjunction with section 2.1.6 Miscellaneous Inspections and requires keying the required number of additional miscellaneous inspections expected. The naming convention is displayed as Total Additional Miscellaneous Inspections<Inspection Type> TH-XX NAS Whiting Field and the units are in [Inspections].
