About this file
This document provides details for a System Performance Demonstration (SPD) of an Advanced Helicopter Training System (AHTS) to be conducted by potential offerors. The SPD will evaluate aircraft handling and flying qualities, cockpit layout and controls, pre-flight procedures, exterior lighting, refueling and defueling capabilities, and other performance criteria. Offerors must provide a classroom, simulator, private room with internet and office equipment, the aircraft and required support equipment, and ground-based mission planning systems for the evaluation. The SPD event matrix outlines specific tests for qualitative assessment of requirements related to factors such as field of view, cockpit ergonomics, ingress/egress, emergency egress, flight management systems, communications systems, and pre-flight inspections. The associated federal contract opportunity is a special notice for the AHTS TH-XX aircraft solicitation issued by the Department of the Navy Naval Air Systems Command. Amendment 0005 provides responses to offeror questions and an updated performance work statement and access agreement. The offer due date has not changed.

System Performance Demonstration
Upon arrival at the location for the SPD, the Offeror will provide to the Government the following items to be used to conduct the SPD:
- Classroom and simulator training prior to the SPD flights.
- A private room equipped with internet access (wired or wireless) for at least six personnel for the duration of the SPD, to include printer and photo copier access.
- A complete equipment list, airworthiness, registration, operating limitations, weight and balance, and maintenance records for the last 10 flights of aircraft being used for the SPD.
- External power and hydraulic power (if necessary) to the aircraft, as required by the SPD team, during the ground demonstration event.
- The ground-based mission planning system for use in preflight planning and flight plan loading.

Notes:
(1) All engineering test procedures IAW FTM 106, 107 and 109. Attitude build-up to be completed prior to conducting any inflight engineering tests. Tests may be added or omitted based on aircraft capability. Events marked with an * will be repeated at night. Most events are directly traceable to the system performance demonstration requirements, however items marked with an (§) are engineering tasks designed to provide quantitative engineering rigor to the qualitative assessments.
(2) All targeted airspeeds and limits will be based on production aircraft gauges. Data will be collected from the aircraft HUMS/data bus if available.
(3) Actual airspeeds and altitudes will be determined based on weather conditions, airspace restrictions and host policy.
(4) Assessments will be primarily qualitative in nature, with quantitative methods used to support the assessment. All assessments will be for the CNATRA Advanced
Undergraduate Helicopter Pilot Training Mission.
(5) Aircraft will be operated in the configuration as provided by the host/OEM. All bleed air consumers will be ON during performance tests, unless otherwise required/desired for comparison to FAA OEM Flight Manual performance charts.
(6) Mission specific maneuvers will be conducted IAW CNATRA Training Instruction. CNATRA requested events are BOLD.
(7) AFCS will be configured in the normal operating mode, with the appropriate upper mode engaged as necessary or as required for assessment of the systems.
(8) Emergency Procedures will be tailored to each specific platform. Training modes will be assessed IAW the FAA OEM Flight Manual procedures and OEM training guidance.
(9) All performance data collected during test day conditions will be used for spot checking the FAA approved and available OEM supplied supplemental performance charts.
Data may be reduced and interpolated (not extrapolated) to mission conditions (if possible) for comparison.
(§) Test includes additional Mechanical Characteristics Sub-Tests provided in Table 2, which are designed to provide quantitative engineering data to support assessments.
