About this file

This is an amendment to a solicitation seeking proposals for an Advanced Helicopter Training System. The Navy is seeking to procure up to 130 TH-XX aircraft over five production lots to support naval aviator training. Offerors must propose an aircraft quantity within the ranges provided that conforms to the Navy's estimated budget by CLIN. Proposals are due on April 12, 2019 and will be evaluated based on technical merit and price. The technical factor is more important than price. The amendment updates the performance work statement and access agreement attachment. It also provides the Navy's responses to questions from potential offerors.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

INSTRUCTIONS TO OFFERORS

L

L.1 PROPOSAL INSTRUCTIONS

PART A GENERAL INSTRUCTIONS

1.0 GENERAL

1.1 Offerors are required to submit sufficient information concerning all evaluation factors to enable Government personnel to fully assess the capabilities of the Offeror to perform all requirements. The proposal must be sufficient in detail and scope to enable evaluation and provide the evaluators a clear understanding of the Offeror’s approach, expertise, and capability as required by the solicitation. The Offeror shall not alter or rearrange the solicitation (SF-1449). Offerors are advised that the Government may incorporate any part of the Offeror’s proposal deemed beneficial to the Government into the final contract, without discussions. Price information (e.g., dollar values and/or hourly rates) shall appear only in Annex A (Small Business (SB) Subcontracting Plan) and Volume 3 (Price). Alternate proposals are not acceptable.

1.2 In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The burden of proof for all substantiation within the proposal rests with the Offeror. Unsubstantiated statements that the prospective Offeror understands, can, or will comply with the specifications, or paraphrasing the requirements or parts thereof are considered inadequate and may result in a rating of unacceptable.

1.3 The Offeror shall include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions. There is no need to repeat information in more than one volume. The detailed information must be included in the most logical place and summarized and referenced in other areas if an overlap exists. Do not provide elaborate brochures or other presentation material beyond that sufficient to present a complete and effective proposal.

1.4 As used in this RFP, the following terms are defined: “Offeror” means the prime contractor with its CAGE code identified in Block 17A on Standard Form (SF) 1449 Solicitation, Offer, and Award. “Joint Venture” (JV) means a partnership or teaming arrangement that is formed for the purpose of responding to this solicitation when the prime contractor consists of more than one legal entity. “JV Team Members” means the entities that make up a Joint Venture. “Entity” means any of the following: prime contractor, JV, JV team members, any subcontractor, and corporate parent, division, subsidiary, or affiliate (e.g., any contractor with a different CAGE Code/DUNS than the Offeror). “Principal Entities” means (a) the prime contractor; (b) JV Team Members; and (c) other entities that are proposed to perform at least 15.00% of the proposed total cost/price for the contract.

2. PROPOSAL FORMAT

2.1 The Offeror shall provide one folder for each volume or annex, containing all electronic files requested within the volume or annex. Please submit the information contained within each volume or annex as one file if possible. Do not provide separate files for each section/paragraph.

2.2 All pages shall be sequentially numbered. Only material allocated to a specific section shall be contained in that section. Within each volume, printed material shall be shown on both sides of a sheet; each side of the sheet shall be counted as 1 page in the page count. Foldouts (front side only) shall be counted as two pages. Foldouts (front and back) shall be counted as four pages. All documentation shall be provided in the English language. The font shall be either Arial or Times New Roman, whichever one is selected shall be used throughout the entire proposal. The font size for the Volumes shall be 12-point font, the font size in Tables shall be no smaller than 10-point type, and the font size for Figures and Charts shall be no smaller than 9-point type. Pages in all Volumes shall be 8 1/2 by 11 inches (11 x 17 inches for foldouts) in size and shall have at least a 1"margin on all four sides.

2.3 Each set of CD/DVD(s) shall contain an individual CD/DVD(s) for each volume submitted; annexes may be submitted together, with the exception of Annex A which must be on a separate CD/DVD. The following requirements apply to all digital submissions:

2.3.1 The Offeror shall submit all volumes and annexes of its proposal electronically on CD/DVD(s) compatible with the operating system and applications defined in Section 2.3.2 (Operating System and Applications).

CD/DVDs shall be clearly marked with the Offeror's name and address, the point of contact's name and phone number, the proposal volumes contained therein, and “Source Selection Information – See FAR 2.101 and 3.104.”

Table G-1 (Proposal Structure) identifies the proposal structure.

2.3.2 Operating System and Applications. The proposals will be accessed utilizing the Microsoft Windows 10 Operating System. Proposal information shall be submitted using the following applications: Microsoft Word 2016, Microsoft Excel 2016, Microsoft PowerPoint 2016, and Microsoft Project 2016; however, letters, other signed documents, and evidence of compliance shall be provided as a fully searchable Portable Document Format (.pdf) file. Use of other application software for submission of proposals is prohibited except where specific instructions for non-.pdf or Office 2016 applications are provided.

2.3.3 The Offeror is responsible for ensuring that its electronic proposal is virus free. The Offeror shall certify, in its proposal cover letter, that all electronic proposal information delivered throughout the evaluation (e.g., original proposal submission, responses to evaluation notices, Final Proposal Revisions) has been checked for viruses and certify that its files are virus free. The Offeror shall specify the software, version, and virus definition used to check the data.

2.3.4 The Offeror shall ensure that the electronically submitted files are directly traceable to the paper copy submittal. If a discrepancy exists between the original paper copy of the proposal and the original electronic copy on the CD-ROM disk, the original electronic copy shall take precedence.

Note: This volume shall not contain any reference to price aspects of the offer.

Further, no additional information shall be provided within this volume outside of that requested. As stated in more detail below, this volume is not due on the initial proposal due date.

The Government intends to conduct oral discussions with all Offerors who submit a timely proposal. The fact that an Offeror may be initially included in the competitive range does not preclude the Government from excluding the Offeror’s proposal from further consideration if the proposal is found to no longer have a reasonable chance of receiving award. Offerors who have been determined to be within the competitive range will be required to submit the Volume 1, Certifications as a part of its final proposal revision, as defined under Federal Acquisition Regulation https://www.fbo.gov/ https://www.fbo.gov/ part 15.307(b). For planning purposes, the Government anticipates requesting Volume 1 mid 4QFY19. The Offeror shall provide the following information for the proposed Type/Model aircraft within its Volume 1, Certifications:

(1) A copy of the FAA Instrument Flight Rules (IFR) Certification (FAA Form 8110-9).

If the FAA IFR certificate is not received or is incomplete, the Offeror’s proposal may be deemed ineligible for award.

Volume 2 Book 1 shall contain documentation (e.g., flight manuals, pilot operating manual, performance manual, or other information) demonstrating how the Offeror’s proposed aircraft meets or exceeds the system attributes as identified below and in the respective paragraphs of the PBS. To the extent an Offeror believes that additional information is required to enable the Government to evaluate its proposed aircraft system, the Offeror shall provide it as part of the proposal.

The Offeror shall also provide all documentation required by 14 CFR Part 27.1529, 14 CFR Part 27 Appendix A, and the FAA approved ICA distribution plan (14 CFR Part 27.A27.1(c)), which the Government will use to evaluate the Offeror’s compliance with the Government’s PBS.

The Offeror shall provide sufficient information in the Offeror’s written proposal to enable the Government to assess the existence and functionality of such capabilities.

2.1.1 Overall Compliance

The Offeror shall, for each system and requirement designated in Attachment L-4 (Configuration), provide the system description, manufacturer, model number, and evidence of compliance with the PBS [AV-XXX] requirements as a completed Annex C (Configuration). Annex C (Configuration) shall be incorporated into the awarded contract as Attachment J-4 as the final functional configuration for contractual purposes. The Offeror will document compliance with all performance values required in Section 3.1.4 and Appendix B profiles of the PBS using the Rotorcraft Operation and Performance Manuals. The Offeror’s proposal shall comprehensively address compliance with all requirements in the CRM. The Offeror’s evidence of compliance shall be submitted electronically as fully searchable .pdf files within Annex H (no hardcopy required). Please note Annex H may contain separate files (e.g., contractor manuals) to provide evidence of compliance.

System Performance Demonstration Offerors are advised that all proposed aircraft shall undergo a System Performance Demonstration (SPD), in accordance with Attachment L-2 (SPD). Three business days prior to the beginning of the SPD, the Government will provide to the Offeror a set of cards specific to the SPD aircraft system that implements the matrix provided in Attachment L-2, which will be used to guide the ground and flight events and record data. The Offeror shall review and revise the cards to ensure procedural accuracy prior to flight. This SPD will be considered as an aspect of the verification of Element 2.1.1, to demonstrate the proposed aircraft’s ability to support the Appendix B Mission Profiles called out in AV-008 of the PBS that represent the CNATRA training curriculum (provided in the Competition Library). The Government will not assign an independent technical rating for the SPD, as the SPD is only intended to inform the Government’s evaluation of Element 2.1.1. Offerors are advised that requirements specified in the SPD that cannot be evaluated and that are not adequately addressed in the written proposal may receive a significant weakness or deficiency. Simulator, static displays, and other ground training devices shall not be used for the SPD.

The Offeror may use one aircraft for the SPD flight demonstration and no more than three aircraft for the SPD ground demonstration, including anthropometric. The aircraft used in the SPD shall be as close as possible to the final configuration of the Offeror’s proposed TH-XX helicopter, and shall be at least of the same type and model.

The Government will provide four Government helicopter pilots and one Flight Test Engineer (FTE), whose experience will be provided in Attachment L-3, to conduct the SPD. Additionally, the Government will provide some personnel and all required equipment to conduct the anthropometric evaluation. The Contractor may be asked to supplement the Government provided personnel in order to perform a complete anthropometric assessment.

The Government will conduct one SPD per week between the following dates: 4/22/2019 - 5/17/2019. The Offeror shall rank those weeks in order of preference within that period, which the Government will attempt to accommodate. The Government requests that the Offeror provide its ranking of these weeks 21 calendar days prior to the proposal due date. The Government desires to complete SPDs for all aircraft offered within a continuous period, dependent on the total number of aircraft offered. Offerors will be notified of their SPD date after receipt of proposals. Once the SPD is scheduled, the Government will not reschedule except for weather delays or force majeure.
