NOTES
5.1 The contractor and all subcontractors, regardless of tier, shall consult the General Technical Requirements (GTR’s) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s including by not limited to: GTR 1-7, 22-25, 28, and 29.
5.2 This item is written for individual inlet and outlet Fuel Oil flow meters on each main engine. The quantity of GFE required for each engine shall be two (2) Emerson Micro Motion Meters Model F100S128CABUEZ1ZZ , and two (2) Emerson Micro Motion MVD Transmitters Model 2700R12BBUEZZZ.
5.3 Emerson MVD Transmitters include a backlit display mounted on them. The transmitters will be installed in a location that is easily accessible so they can be read clearly and operated. Co-locate the transmitters for each engine so the operator can see the supply and return readings at the same time.
5.4 The new Fuel Oil Meters are considerably larger than the existing meters. The supply and return piping shall be altered so that the new meters are installed properly and according to the manufacturer. New piping arrangement shall be field fitted to clear interferences.
5.5 The body of the new Fuel Oil Meters must hang below the piping as per the manufacturer. The meter shall not be installed upside-down or on its side as this will lead to the improper operation of the meter. The new meter shall be oriented with fuel flow direction.
6.
QUALITY ASSURANCE REQUIREMENTS
6.1 Ensure that all affected pipe segments are certified gas free before any and all hot work commences.
7.
STATEMENT OF WORK REQUIRED
7.1 Arrangements/Outfitting
7.1.1 Modify existing Fuel Oil Meter and Valve configuration to allow for the installation of the new Emerson Micro Motion Fuel Oil Meters.
7.2 Structural Modifications: None Additional
7.3 Mechanical/Fluid
7.3.1 Removals
a.
Remove existing Fuel Meter and Valve configuration from the fuel supply and return piping on each main engine. Using Figure 1 as guidance.
7.3.2 Modifications
Modify piping in way of removals to fit new fuel oil meters using Figure 2 for guidance.
b.
For each Fuel Oil Meter and Valve configuration the new bypass valve shall be installed so that there will be no interference with the rising stem of the valve and the new Fuel Oil Meter.
7.3.3 Installations
Install new valves, piping, reducers, fittings, and fuel oil meters for each supply and return line configuration using Figure 2 as guidance.
Install new Emerson Micro Motion Fuel Meter Model F100S128CABUEZ1ZZ in accordance with manufacturer recommendation making sure to observe preferred normal flow direction markings on the fuel meter to correspond with the flow direction of the fuel oil.
c.
Install transmitter brackets for supply and return transmitters in locations approved by the MSCREP. Both supply and return transmitters shall be co-located relatively close to the engines but not on them.
d.
Install new pipe hangers/supports where needed to prevent excessive vibration of new fuel meter and valve configuration. Pipe hangers/supports shall be properly secured to the vessels’ structure.
7.4 Electrical
7.4.1 Removals: NONE
7.4.2 Modifications
Disconnect power supply and signal cabling from fuel meter. Retain for reuse.
Disconnect the signal cables that run from existing fuel meters to the corresponding MCCS DAU enclosure. Retain wiring for reuse.
7.4.3
Install Emerson MVD Transmitters onto previously installed brackets.
Install Emerson Micro Motion provided 4-wire cable between the new fuel oil meter core processor and the new transmitters using References 2.2, 2.3, 2.4 and Figure 3 as guidance.
Connect retained signal cable removed in 7.4.2 to the transmitters per Reference 2.3 and Figure 3 to provide the 4-20 mA signal to the MCCS field terminal inputs associated with the Main Engine fuel meters.
Connect the transmitters to 110 VAC power in the MCCS DAU enclosure with LSDSGU-3 cable and watertight ½” cable gland per Reference 2.3 and Figure 3. Provide a 1.25A slow blow fuse on the 110 VAC supply (+) if the existing flow meter has a different fuse size or if the existing flow meter supply is not fused.
7.5 Electronics: None Additional
7.6 Preparation of Drawings
7.6.1
Prepare “red-line” markups of Reference 2.1 showing all new and modified installation accomplished by the work item.
7.6.2 Submit “red-lined” markups in the following format: three (3) hard copies (11” x 17”, or larger, as required for clarity) and one (1) electronically scanned copy.
7.7 Inspection/Test
7.7.1 Regulatory Inspections
The Contractor is responsible for notifying all applicable regulatory bodies of scheduled testing and retaining of required technical representatives at Contractor’s expense for verification of test results. Failure to obtain regulatory body representative to witness testing, trial, or inspections shall require rescheduling the test, trial, or inspection at the Contractor’s expense.
Provide the materials, power, equipment, instrumentation, and personnel to perform each test, trial, and inspection and to record data.
Inspect all hot work prior to applying paint.
7.7.2 Tests
Perform a completion test proving that all newly installed systems are fully operational and ready for use in the presence of the MSCREP.
Perform piping alignment in the presence of the MSCREP.
Perform a Hydrostatic test of all new and modified piping sections to 150% of the maximum working pressure in the presence of ABS and MSCREP.
Perform end to end readout test of flow meter output at MCCS displays. The displayed flow rate at the transmitter should agree with the displayed flow rate at the MCCS control panel. Insure that the 4-20 mA output is selected for “volume flow”.
e.
Perform cable resistance test in the presence of MSCREP.
7.8
Painting/Insulation
7.8.1 Removals
Remove all flange shields in way of pipes disturbed in the installation of the fuel meters.
7.8.2
Install new flange shields on all new and disturbed fuel piping.
Prep, Prime, and Paint any and all new or disturbed piping to match surrounding areas. All new valve hand-wheels shall be painted in accordance with ship’s color coding sequence for fuel oil.
7.9
Markings
7.9.1 Provide nameplates on each new fuel meter installed.
7.9.2 Mark fuel oil pipes with flow direction arrows in vicinity of new fuel meters.
7.10
Manufacturer Representative
7.10.1 Provide qualified calibration services to calibrate and perform system check of the meters for DFM Fuel, NATO Code F-76, prior to and the completion of the installation.
