SPECIFICATION ITEM NO.: N/A
PARA. NO. N/A
TITLE: AMENDMENT 0001
QUESTION: Due to the issuance of Amendment 0001 to this RFP, contractor requests a 2 week extension to the bid closing date of Mar 19, 2010, in order to achieve our best effort in responding to the RFP. Request is to extend it to Apr 2, 2010.

SPECIFICATION ITEM NO.: SOL Page 55 of 65
PARA. NO.____________________
TITLE: Volume II: Technical Proposal
QUESTION: Subject Paragraph states that the Technical Proposal shall be 50 pages in length, the MSC Standard for a one ship SOL. For previous two-ship SOLs the page count has been 50 pages if the proposal is for a single ship and 75 pages if a bidder is proposing on both ships. Request that MSFSC increase the Technical Proposal page count to 75 pages if the bidder is proposing to accomplish both PSAs.
ANSWER: 75 Pages is acceptable.
SPECIFICATION ITEM NO.:Various
PARA. NO. NA
TITLE: Habitability Work QUESTION: Will any members of the crew be living onboard during the PSA?
ANSWER: No crew members will be living on board that will affect the habitability or any other items. Crew will move aboard in conjunction with the Sea Trial at the end of the availability.
SPECIFICATION ITEM NO.: 003
PARA. NO 3.1.3
TITLE: Berthing and Mooring of Ship QUESTION: PARA. 3.1.3 of subject Work Item Specification states that the arrival draft for both PERRY and DREW will be 27.8 feet fore and aft. These ships were built and outfitted by NASSCO. The PERRY (T-AKE 9) has been delivered to the Government and is currently moored to Berth 5, directly across the pier from Berth 6. We understand that PERRY’s current loading condition is close to that expected on arrival for PSA. NASSCO states that the forward draft has been observed to be 6.3 meters (20.7 feet), the mid-ship draft is 7.0 meters (23.0 feet), and the aft draft is 8.0 meters (26.2 feet). A ship arrival in this condition would pose no problems with regard to water depth requirements from the channel to the pier, or while the ship is at the pier. Were the ship to be ballasted forward to attain an even keel, NASSCO has calculated that the draft would be 7.42 meters (24.33 feet). Based on these observations and calculations, the contractor has concluded that the arrival draft of 27.8 feet given in the solicitation is excessive.
Therefore, contractor requests that the designated arrival draft listed in Work Item 003 for both PERRY and DREW be reviewed and reduced accordingly.
ANSWER: Expected arrival draft is changed to 7.42 meters (24.33 feet), even keel.

The Contractor requests that the requirement for showers be deleted from the specification due to the high cost to the Government to accommodate this installation. This requirement has been waived on recent past Contracts.
