AMENDMENT 0003
1. Subject Solicitation deadline for Request for Clarification will be extended to 24 March 2010.
2. The following are responses to contractors request for specification clarification.
1. SPECIFICATION ITEM NO.: Solicitation Section L
PARA. NO.: N/A (page 58 of 65)
TITLE: Specification Clarification
QUESTION: Solicitation Section L requires all requests for clarification to be received by MSFSC NLT 3/11/10. QUESTION: Amend 1 incorporated four (4) new items to the above referenced solicitation and was issued after the scheduled vessel inspection period of 2/24/10 - 2/25/10.
1) Contractor requests an additional vessel inspection opportunity;
2) Contractor request an extension to the current due date (3/19/10) to accommodate additional estimating requirements.
ANSWER: An extension was given in Amendment 2.
3. SPECIFICATION ITEM NO.: ___________021_______
PARA. NO.___7.3, 7.4, ENC 2.2.1_________________
TITLE: _CLEAN AND GAS FREE TANKS, VOIDS, COFFERDAMS & SPACES
QUESTION: Paragraph 7.3 requires Contractor to “Provide a clean storage facility with a capacity of approximately enclosure 2.2.1 of this specification.”
Paragraph 7.4 states that “The ship will pump down tanks to low suction, either to other tanks onboard or to shore storage facilities”
Enclosure 2.2.1 only lists the tanks 95% capacity (gallons). Contractor does not believe that these Tank Arrival Conditions are realistic. There are not enough barges or storage facilities available for the amount of fuel listed in 2.2.1.
Please provide Contractor with more accurate anticipated gallons required for storage.
ANSWER: Revised Work Item 021 will be included in Amendment #003 and will include a revised enclosure 2.2.1 listing the estimated quantities. Contractor shall provide separate clean storage containers for each type of liquid product.
4. SPECIFICATION ITEM NO.: 021
PARA. NO.: 7.3, 7.4, 7.11
TITLE: Clean and Gas Free Tanks, Voids, Cofferdams & Spaces
QUESTION: Par. 7.3 requires provisioning of a “…clean storage facility with a capacity of approximately enclosure 2.2.1 of this specification”. Par. 7.4 indicates ships force will “…pump down to low suction, either to other tanks onboard or to shore facilities”. Par. 7.11 does not appear to be a complete sentence and infers that some of the tanks in enclosure 2.2.1 are to be cleaned within 7 days of the availability.
Regarding Par. 7.3 & 7.4:
a) request clarification regarding anticipated type and quantities of fuel onboard upon arrival at the contractor facility—to accommodate the apparent option to shift on board—and/or if storage is a requirement;
b) given a 75 calendar day period of performance, is selling existing marine diesel fuel at arrival and reloading with new is an acceptable alternative to storage if required.
Regarding Par. 7.11, request clarification which tanks in enclosure 2.2.1 will require cleaning within 7 days of arrival.
ANSWER:
a) New Work Item 021 is issued with Amendment 3. Contractor shall provide separate clean storage containers for each type of liquid product.
b) Selling existing products and replacing with new is acceptable, at no additional cost to the Government/MSFSC. All MSC quality requirements for new products must be met.
All tanks must be cleaned within 7 days of arrival.

6. SPECIFICATION ITEM NO.: 109
PARA. NO.
3.2.2
TITLE: USNS Matthew Perry (T-AKE 9) – Bilge Well Preservation QUESTION: Paragraph 3.2.2 on the Matthew Perry specification indicates “Approximately 28 gallons of Belzona 5811” (will be required to accomplish the coating specified in the WI).
The same WI for the Charles Drew does not have a paragraph indicating the quantity of Belzona 5811 required. Based on previous experience gained with the similar work scope using Belzona 5811 product, contractor finds the manufacturer’s specified spread rate advertized for the 5811 coating is inaccurate. The quantity of product specified in paragraph 3.2.2 of this work item (28 gallons) is insufficient to accomplish the coating required in the work item. Contractor recommends that the quantity identified in paragraph 3.2.2 be deleted to avoid confusion.
ANSWER: Work Item 109 for T-AKE 9 Matthew Perry is issued in Amendment 3.
