Size Standard: $41.5 million
| SCOPE: provide transportation management and logistics support services to include vehicle operations and maintenance, ground transportation, traffic management, and material management in support of the 36 Wing AAFB, and its mission partners. |
| The outcome to be achieved is the provision of all labor, supervision, management, tools, material, equipment, facilities, transportation, incidentals, and other items necessary to accomplish all work to perform transportation management and logistics support services. |
Proposals are due no later than 4:00pm local time on
March 31, 2020
Proposals must be received and date/time stamped by the Contracting Officer on or before that date and time
Proposals not received on or before the hour and date set forth for receipt of proposals shall be subject to the provisions of FAR 52.215-1(c), “Submission, modification, revision and withdrawal of proposals.”
The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the Government considering Price and Non-Price evaluation factors
All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined, are approximately equal to price.
BASIS FOR AWARD
Award may be made to other than the lowest priced Offeror or other than the highest technically rated Offeror
Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions
The Government reserves the right to:
Eliminate from consideration for award any or all offers at any time prior to award
Negotiate with Offerors in the competitive range
Award the contract to the Offerors submitting the proposals determined to represent the best value
Offerors are advised that an award may be made without discussions or any contact concerning the proposals received
Offerors shall not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of the proposals or conduct discussions

RFP SF33 SECTION L - INSTRUCTIONS TO OFFERORS:
Read this entire section carefully!
Proposals shall be submitted in three D-ring binders, with tabs or separators
Page limits where stipulated must be adhered to. A page refers to one printed side of a piece of paper
Proposals shall be submitted on white 8.5” x 11” and margins of 1-inch on all four sides with printing on one side only
Proposals shall follow the format in the RFP
System for Award Management (SAM)
Contractors must be registered in SAM prior to award of a DoD contract (https://www.beta.sam.gov)
Firms shall also ensure to obtain a registered DUNS number prior to award
IMPORTANT: Contractors shall complete both FAR and DFARS provisions associated with the annual representations and certifications in order to participate in this RFP
Non-price and price proposals are to be submitted in a sealed envelope/box marked in the bottom right corner:
“RFP N40192-20-R-7040, DO NOT OPEN IN MAILROOM.”
PROPOSAL SUBMISSION REQUIREMENTS
PRICE
Submit an original and one (1) paper copy plus two (2) CDs with editable documents (e.g. Excel files) of Section B and the supporting cost documentation. The price proposal shall contain sufficient information to permit a detailed evaluation. The printed format of Volume I shall be as follows:
| Paper shall be white, 8-1/2” X 11” and have margins of 1-inch on all four sides with printing on one side only submitted in 3 D-ring binders. For charts, graphs, and spreadsheets, paper shall be no larger than 11”x17”. Text shall be a font of Arial with a type size no smaller than 11 point and single line spacing. |
| Graphic text shall be legible and no smaller than 8-point text. |
| The original proposal shall be identified as “ORIGINAL” on the cover. |
NON-PRICING
FACTOR 1: Management Approach
Offeror shall submit a detailed management plan with emphasis on an effective organizational structure for performance of the work required. The narrative shall not exceed five (5) pages, single-sided. If a page is printed on two sides (double-sided), it will be counted as two (2) pages. Pages that exceed the maximum number allowed will be removed and discarded prior to evaluation.
FACTOR 1: Management Approach (cont’d)
Offeror shall provide a descriptive Management Plan to include a list of Key Personnel for the following positions: Project Manager, Safety Manager, and Quality Control Manager. Key personnel should also be identified by name, education level, qualifications, years of industry experiences, and skills offered.
FACTOR 2: Technical Approach
The Offeror shall submit a detailed narrative not to exceed 20 pages describing each of the topics below, tabbed in the technical proposal, and discussed separately. If a page is printed on two sides (double-sided), it will be counted as two (2) pages. Pages that exceed the maximum number allowed will be removed prior to evaluation and will not be considered.
Technical Approach – Demonstrate understanding of, and approach to accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the PWS
FACTOR 2: Technical Approach (cont’d)
Mobilization Plan: Describe plan for “start-up” in performance of this contract. The mobilization period is three (3) months commencing on the contract award date. The Offeror shall include a schedule of key events, personnel actions, identification of key technical personnel and their responsibilities.
Workforce Management: Describe the lines of management authority, supervision, span of control and accountability, including the relationship between overall management (corporate and on-site), administration, and subcontractors. The Offeror shall demonstrate the ability to provide and maintain a qualified workforce. The Offeror shall also demonstrate the ability to manage different workforce and competing priorities at various sites.
FACTOR 3: Recent, Relevant Experience of the Firm
Offeror shall submit Corporate Experience narratives which demonstrates their ability to meet the requirements of the Performance Work Statement (PWS) with a minimum of three (3) and a maximum of five (5) relevant projects that are similar in terms of size, scope, and complexity to the requirements in the solicitation.
NOTE: ALL PROJECTS SUBMITTED MUST CORRESPOND TO THE SAME PROJECTS LISTED IN FACTOR 5, PAST PERFORMANCE.
FACTOR 4: Safety
Submit the following in of the technical proposal:
(For a partnership or joint venture, the following submittal requirements are required for each contractor who is part of the partnership or joint venture; however, only one safety narrative is required.)
| Experience Modification Rate (EMR): Include three (3) previous complete calendar years’ worth of data [2017, 2018, and 2019]. |

FACTOR 4: Safety (cont’d)
Technical Approach for Safety:
| Describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors. |
| Describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels. |
| Describe methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities or near-mishaps. |
| Narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages) |
FACTOR 5: Past Performance
For each project submitted under Factor 3, Recent, Relevant Experience of the Firm, offerors shall submit a finalized Contractor Performance Appraisal System (CPAR) evaluation or a completed Past Performance Questionnaire (PPQ) [minimum of three (3), maximum of five (5)]. IF A CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE PROPOSAL. A completed PPQ should only be submitted if a completed CPARS is NOT available. A blank PPQ is provided in the solicitation as ATTACHMENT C for the offeror or team members to submit to the client. Completed CPARS evaluations or PPQs that do not correspond to the same projects submitted under Factor 3, Recent, Relevant Experience of the Firm will NOT be considered.
FACTOR 5: Past Performance (cont’d)
The Government may review any other sources of information for evaluating past performance
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror

SECTION M EVALUATION FACTORS FOR AWARD
EVALUATION CRITERIA:
| Government will award a contract resulting from the RFP to the responsible offeror whose proposal is responsive to the RFP, technically acceptable and considered to be the Best Value based upon price/past performance trade-off. |
| Proposals shall contain a response to each of the evaluation factors and shall be in the form prescribed in the solicitation |
EVALUATION FACTORS FOR AWARD
PRICE
| The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). |
| Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price: |
(a) Comparison of proposed prices received in response to the RFP.
(b) Comparison of proposed prices with the IGCE.
(c) Comparison of proposed prices with available historical information.
(d) Comparison of market survey results.
BASIS OF EVALUATION
FACTOR 1: Management Approach
| The Government will evaluate the narrative effectiveness of the management plan and organizational structure according to service requirements of this contract. |
| The Government will evaluate Offeror’s key personnel, concept of operations, resource management strategies, and quality control procedures for performing the required work. Failure to provide any of these requirements may result in an Unacceptable rating for this factor. |
FACTOR 2: Technical Performance
The Government will evaluate the narrative to which the Offeror demonstrates a clear understanding of the complexity and magnitude of service requirements, proposes an executable plan for having equipment and personnel in place to commence work, and provides an acceptable technical approach with the capability to meet performance objectives and standards of the Performance Work Statement.
FACTOR 3: Recent, Relevant Experience of the Firm
| The assessment of the Offeror’s recent, relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the solicitation. An Offeror’s recent and relevant experience will be evaluated based upon demonstrated experience with vehicle operations and maintenance, ground transportation, traffic management, and material management of recent, relevant projects. |
| Evaluators will determine whether a project is Relevant or Not Relevant upon the similarity of the submitted projects in terms of size, scope, and complexity, to the work being solicited. |
FACTOR 3: Recent, Relevant Experience of the Firm (cont’d)
| Each project submitted must be for work performed within the past five (5) years, as measured from the date proposals are due. The base and each exercised option period for a multi-year contract constitutes an individual project. |
| Offerors who demonstrate experience in elements of Section C, Annex 1001000 and 1700000, Specification Item 3 for recurring work, that exceed the specific elements listed in the criteria identified in Section F, Factor 1, may be considered more favorably. |
| Offerors who demonstrate the ability to perform tasks in multiple locations may be considered more favorably. |
Offerors who demonstrate experience in projects performed on federal and local government contracts may be considered more favorably.
NOTE: ALL PROJECTS SUBMITTED MUST CORRESPOND TO THE SAME PROJECTS LISTED IN FACTOR 5, PAST PERFORMANCE.
FACTOR 4: Safety The Government will evaluate the Offeror’s overall safety record, the Offeror’s plan to select and monitor subcontractors, any and innovative safety methods that the Offeror plans to implement for this procurement. The Government’s sources of information for evaluating safety may include, but are not limited to, OSHA, NAVFAC’s Facility Accident and Incident Reporting (FAIR) database, and other related databases. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete safety information regarding these submittal requirements rests with the Offeror. The evaluation will collectively consider the following:

| Experience Modification Rate (EMR): The Government will evaluate the EMR to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward or downward trends and extenuating circumstances that impact the rating. Lower EMRs will be given greater weight in the |
| OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: The Government will evaluate the OSHA DART Rate to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward or downward trends and extenuating circumstances that impact the rates. Lower OSHA DART Rates will be given greater weight in the evaluation. |
FACTOR 4: Safety (Con’t)
(3) Technical Approach to Safety: The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The Government will also evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.
FACTOR 5: Past Performance
Basis of Evaluation: The degree to which past performance evaluations and all other past performance information (e.g., PPIRS, FAPIIS, eSRS, and information obtained from any other source) reflect a trend of satisfactory performance considering:
| A pattern of successful completion of tasks; |
| A pattern of deliverables that are timely and of good quality; |
| A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and |
| Recency of tasks performed that are identical to, similar to, or related to the task at hand. |
