Discussion: While J-0200000-05 is difficult to read, from what is legible, there appears to be a significant amount of information missing. For example:

· Question: What services outside of utilities will be provided by the Government?
Discussion: As the incumbent contract is cost reimbursable, the majority of materials, equipment, etc. are owned by the Government. Note that the capital expenditure for establishing vehicles, equipment, and materials would be very challenging given the two-year period of performance.
- Q1: Yes
- Q2: Yes. Government vehicles assigned to specific sections within LRS can be utilized by the contractor at no cost, to fulfil the mission requirements with those sections.

The total amount of pages for a proposal shall not exceed 200 which include but not limited to: 5 pages for Management Approach, 2 pages for Safety narrative, 20 pages for Technical narrative, Recent, Relevant Experience projects, and past performance/PPQ ratings is still confusing. For example, the government states a limit of 5 pages for Management Approach, does this mean we can increase the Management Approach above the limit as long as the total 200-page limit is not reached? Please clarify if the detailed response is part of the narrative, example 20-page limit for Technical narrative. Recommend government eliminate 200-page limit and set limit for each factor, inclusive. |
The government will increase the number of pages for Factor 1, from 5 pages to 10 pages. However, offerors should follow the RFP submission requirements for each factor. The total number of pages for submission shall “not” exceed 200 pages.

Geographically Separated Units, but the Quantity in JB1 is 2 Each in A124 Material Management (Spec 3.8 & 4.8 of Annex 1001000):
- Quantities should be updated to 4 each. As there are four GSUs.

Would Government consider adjusting the ELINs so the Unit of Measure is the same across the period of performances? |
- A124/B124 should reflect 4 EA.
A110/B110 should reflect 1004 HR.

Indicates annual quantities – but this seems in contradiction on why the staffing levels are where they are. Example:
3.1.2.3
Dispatching Services
800
What does this mean in the context of time. Is that 800 dispatch actions per year equating to approx. 2 dispatches per a 24 hr. period which does not require 8 dispatchers especially given the number of vehicles. Same with all other line items they do not correlate to anything relevant i.e. manhours, days, etc. Please clarify annual quantities into a monthly or daily operation VOLUME II – NON-COST/PRICE PROPOSAL states “At a minimum, Volume II shall be tabbed by major factor (e.g., Factor A). Volume II, page limit is 200 single-sided pages”. However, “Factor 1 – Management Approach (i) Solicitation Submittal Requirements: The Offeror shall submit a detailed management plan with emphasis on an effective organizational structure for performance of the work required. The narrative shall not exceed five (5) pages, single-sided;
Factor 2 – Technical Approach (i) Solicitation Submittal Requirements: The Offeror shall submit a detailed narrative not to exceed 20 pages describing each of the topics below, tabbed in the technical proposal, and discussed separately;
Factor 3 – Recent, Relevant Experience of the Firm (i) Solicitation Submittal Requirements: Offeror shall submit Corporate Experience narratives which demonstrates their ability to meet the requirements of the Performance Work Statement (PWS) with a minimum of three (3) and a maximum of five (5) relevant projects Factor 4 – Safety …The technical approach to safety narrative shall be limited to two (2) pages. If a page is printed on two sides (double-sided), it will be counted as two (2) pages”.
Please clarify even though there is a 200 page limit, only a total of 27 pages has been allocated to explain our approach. Please explain what the other 173 pages will accomplish?
The remaining pages should include documents such as, but not limited to PPQ’s, Recent, Relevant Projects, Past Performance Reports. Offeror’s should not exceed 200 pages in total.
File details come from the government source that posted it. Updated .
