A. In accordance with FAR 52.252-3, Alterations in Solicitation, portions of this solicitation are altered as follows

Unclassified Information
The Contractor personnel whose work involves access to sensitive unclassified information shall undergo a Tier 3 Investigation to verify their trustworthiness. If the Contractor personnel currently have a favorably adjudicated Tier 3 Investigation the Contractor shall notify the Government Command Security Manager who will validate this in the Joint Personnel Adjudication System (JPAS).
The Contractor shall request from the Government for access to the E-QIP Direct program for the Contractor employees to complete the SF-86 form on line for a Tier 3 Investigation. The Government Security Manager will determine suitability. Upon a favorable Tier 3 Investigation, the Contractor personnel shall provide the original signed release statements, applicant fingerprint card (FD87), and an OF-306 Declaration for Federal Employment to the Government Security Manager per Section F. The Contractor shall be responsible for providing the fingerprint card.
2. Incorporate the following changes to the SF 33, Section L – Instructions, Conditions and Notices to Bidders
a. The following language is incorporated into Section L Instructions, Conditions and Notices to Bidders
(i) L.6 Proposal Submittal Requirements is revised to read as follows:
a) In consideration of COVID-19 restriction, proposal submissions shall be completed via email transmission to christine.manglona@us.af.mil; tanya-marie.santos@us.af.mil; and angelica.hibbert@us.af.mil.
b.) From: At a minimum, Volume I shall be provided in 7 parts and tabbed as follows:

(ii) L.11 PRE-AWARD SURVEY/RESPONSIBILITY DETERMINATION is hereby incorporated as follows:
This pre-award survey/responsibility determination is not part of the technical evaluation. FAR subpart 9.104 requires prospective contractors to demonstrate that they have adequate financial resources to perform the contract or the ability to obtain them; capability to comply with the required performance schedule; satisfactory performance record; and be otherwise eligible to receive an award under applicable laws and regulations. This is notice that the Contracting Officer may request Offerors submit the following information for review and determination prior to award:
a. Company financial statements (balance sheets and income statements) for the past three years.
b. Financial resources available to perform the contract. Submit evidence of availability of working/ operating capital that will be used for the performance of the contract. If the Offeror plans to rely on financial support from other sources, identify the maximum lines of credit that will be available to include documentation to support the amounts. The maximum lines of credit should be based upon the inclusion of this contract effort. For joint ventures discuss the financial responsibilities among companies and provide the same information for each partner.
c. Newly-formed entities (e.g. limited liability companies (LLC)), limited partnerships (LTD) and newly created corporate subsidiaries) that are the entity liable on the contract ordinarily have no record or an insufficient record of relevant experience, past performance, and financial capability to support a responsibility determination. In such cases, the Offeror may rely on the resources of the LLC member, parent, limited partner, or other entities related to the Offeror for responsibility purposes where the offer submits a guaranty from the entity providing the resources.
d. A list of existing commercial and government business commitments to include contract numbers, names of Contracting Officers, telephone numbers, value of contract, completion date and percent complete. If the list of existing commitments is extensive, provide the required information on at least five projects of similar dollar value and a summary of the existing commitments to include number of contracts, total dollar value of all contracts, and total dollar value of work remaining.
3. The following information is revised on SF 33, Page 78 - Factor 3 – Recent, Relevant Experience of the
Firm From: A recent project is defined as a project within the last three years as measured from the date proposals are due.
To: A recent project is defined as a project within the last five years as measured from the date proposals are due.
4. The following information is revised on SF33, Page 80 – para (i) (b) From: Also include performance recognition documents received within the last three (3) year period, such as awards, award fee determinations, customer letters of commendation, and any other form of performance recognition received by offeror for relevant project. Performance recognition documents beyond the three (3) year period, as measured from the date proposals are due, will not be considered.
