Question
Response
RFP Section L.6(b), Factor 3: Safety requires offerors to submit Total
Recordable Case (TRC) rates. Will the government accept Experience
Modification Rate (EMR) for this requirement in lieu of TRC rates for the five previous complete calendar years? That is, may offerors submit either TRC rates or EMR rates? EMR rates are highly representative of the effectiveness of a firm’s safety program as it relates to managing injuries and workers’ compensation claims.
EMR Rates are not acceptable.
Submission of TRC Rates are required.
The SCA Wage determination provided does not include wage classifications and corresponding wage rates for WATER
TRANSPORTATION OCCUPATIONS, Series 47000 of the SCA Directory of Occupational Classifications, therefore a determination cannot be made whether the wages specified by P.L. 93‐259 OR the Service
Contract Wage Determination is greater.
Will the Government please provide the correct SCA Wage
Determination for this series of occupations?
The following positions are currently being reviewed for a wage determination: 1.)First Mate & 2.) Deck
Hand. All other positions are considered exempt. Once a complete WD is identified it will be posted in Beta.Sam.
The response to Question 49 directs bidders to price IDIQ work under
CLIN 0001 which is FFP. Question 13 states the contractor does not need to price IDIQ CLINs. Please clarify the following:
1) Is there any IDIQ labor or non‐labor pricing requirement in the IDIQ
CLINs, 0002, 0004, 0006, 0008, or 0010?
2) Is there any requirement to price IDIQ labor or non‐labor under any other CLIN, including CLINs 9000 ‐ 9004?
1.) There is no pricing requirement all
IDIQ CLINs
The response to Question 45 is directing bidders to price the cost of
HSMST repair parts and materials under “Non‐recurring IDIQ FFP.”
Please confirm there is NOT a pricing requirement for this non‐ recurring IDIQ cost at the time of RFP submission; and that these costs will be proposed under the IDIQ as required, post award.
1.) There is no pricing requirement all
IDIQ CLINs
States “Vessel Liability: Vessel collision liability and protection and indemnity liability insurance will be required.”
Will the Government please provide the limits of liability needed for this policy?
Answer is forthcoming
