Distribution Statement A.
Approved for public release;
distribution is unlimited.
Description
The HSMST is a high-speed target, remotely controlled for unmanned target operations using the Portable Command and Control Unit (PCCU), or the System for Naval Target Control (SNTC) (currently at Norfolk, VA only). The HSMST can also be operated manually. HSMST supports tow-target operational requirements with the Improved Surface Tow Target (ISTT), the Low-Cost Modular Target (LCMT), the Low Cost Tow Target (LCTT), and the Polyethylene Tow Target (PETT).
Using various target augmentation systems provided by NAWCWD, the HSMST can represent numerous surface craft of substantially larger sizes. Conversely, the apparent radar cross section can be reduced to create a more “stealthy” target. It can also be optionally augmentated to enhance its threat capabilities. Such options include Electronic Countermeasures and radio frequency (RF) emissions, enhanced Radar Cross Section (RCS) and infrared (IR) signatures, and systems to determine Miss Distance Information.
Capabilities
Target Augmentation Systems (TAS) are devices that are used to enhance a target’s threat realism. TAS change with time depending on weapon systems requirements and usage. New systems evolve and are developed based on weapons testing and Fleet training requirements.
Augmentations available for use on HSMST are listed above.

LCMT was developed in response to documented Fleet requirements for a wide variety of operations. It is a modular target constructed from replaceable pontoons and trusses.
The LCMT can be configured with a number of mission kits to allow it to support gunnery missions, Hellfire missions, HARM, Harpoon, and other operations. As inventories of other targets are depleted, the LCMT will functionally replace the Williams Sled, the ISTT, and the HARM Barge.
The HSMST is envisioned as the normal tow vessel for LCMT.

LCMT can be towed behind either the QST-35 or the HSMST, but it is intended primarily for use with the HSMST at speeds up to 30 knots, depending upon prevailing sea state. LCMT supports numerous mission scenarios, including but not limited to those pictured in this guide.
Target Augmentation Systems (TAS) enhance threat realism.
New TAS evolve and are developed based on weapon systems test and training requirements. The mission kits available for use on the LCMT are summarized here. For specific technical information or availability questions, please contact us.
• Gunnery Mission Kit: Fore and aft radar augmentation atop a metal screen that records hits.
• Hellfire Mission Kit: Laser reflective screen; fore and aft infrared augmentation. When targeting the screen, Hellfire will normally penetrate and detonate beyond the target, making it useable for multiple firing events on a single mission.
• HARM Mission Kit: HARM emitter powered by on-board batteries. May also use a remote on-off command to support changes to operational schedules. The mast-mounted antenna enables target survivability and the ability to support multiple weapons on a single mission event.
• The Harpoon Mission Kit provides an array of augmentation which will allow Harpoon weapon system operations.

Capabilities
The PCCU can be used as a mobile system mounted on a moving platform or at a fixed ground-based site (fixed range).
In the mobile configuration, a CAN bus is used to connect the system components, whereas, in a fixed range configuration, an Ethernet network is used. The receiver/transmitter operates in the 902-928 megahertz (MHz) Industrial, Scientific and Medical (ISM) band and can be equipped with a directional or Omni-directional antenna. For a fixed range installation, the PCCU base station is installed on either a mountain peak or tower that has a high-gain antenna overlooking the operating area and is networked to PCCU laptops in the range facility.
The PCCU allows a Remote Control Operator (RCO) to control and monitor a seaborne target’s engines, helm, and Global Positioning System (GPS) equipment. On land or at sea, the PCCU transmits, receives, and processes unclassified data containing link status, command and control (C2), telemetry (TM), and time-space-position information (TSPI) data from an identical radio frequency (RF) modem that resides on the seaborne target.
The PCCU system is used for Navy Fleet Training Exercises to control NO Live Operator (NOLO) targets that give the fleet combatant real-world experience in acquiring and tracking threat presentations. It is also utilized for the Test and Evaluation (T&E) of surface weapons systems, guidance systems, and/or ordnance.
• Lowest cost remotely controlled power target.

SDST is designed to provide the user with a viable high-speed surface target. It can also support tow target operational requirements with the Low Cost Tow Target (LCTT) and the Squid Tow Target. When towing the LCTT or the Squid, the SDST should never be operated above 20 knots.
SDST can support requirements for several weapon systems, including; MK-86 Gun Fire Control System, fleet Surface Gunnery Exercises, Armed Helicopter for aerial gunnery, visual/radar acquisition and others. It can easily be adapted to support other weapon systems requirements.
SDST is remotely controlled for unmanned target operations using the Portable Command and Control Unit (PCCU). It can be operated manually for performing maintenance checks and testing of installed systems, but it should not be manned for operations.
SDST has multiple capabilities beyond what is presented within this Guide. We encourage you to contact us to further discuss any upcoming operation, which the SDST may be able to support. The Surface Targets Team has the capability to design, modify and install various augmentation devices to meet specific user requirements.

SeaCAN is specifically designed and built to be the onboard remote control system for seaborne targets. It uses the CAN bus to send a set of standardized messages between microcontrollers called nodes. Each node has a specific function and may be coupled with a sensor or actuator to control and monitor the functions for the remote-controlled seaborne target. The modular design provides the flexibility to be used in a variety of seaborne platforms from personal watercraft to ships.
Each node in the SeaCAN system contains a common low-cost processor board designed by the Seaborne Targets Team and is manufactured to survive the rigors of a high-speed remote-controlled seaborne craft. The processor boards are housed in custom designed Delrin® injection molded enclosures which are rugged and watertight and eliminate any issues with salt water corrosion.
SeaCAN is built around a lightweight operating system built to harness the power of the CAN bus. The standardized message structure and underlying paradigm of designing simple functions in nodes provides a system that is easy to maintain and develop new capabilities. The individual nodes are simple, but can be combined to create complex systems.
