2 25 Question is regarding (if known): Key Subcontractor Section of the Request for Proposal:
SecE2:G2tion M Paragraph: M6 c (1) (a) (iv) Page number: p. 56 of 60
The M6 c (1) (a) (iv) paragraph states, “ (iv) Offerors may include projects performed by key subcontractors. Key subcontractors are those anticipated to perform 25% of the work under this contract. The Government will not consider the experience of a subcontractor unless the prime contractor clearly provides, in its proposal, evidence of a legally binding teaming agreement or other contractual agreement which creates legal responsibility on the part of the subcontractor for performance on this contract.”
We want to use project experience of a team subcontractor with whom we have a teaming agreement, but this firm is not a key subcontractor (that anticipated to perform 25% of the work under this contract). Will team subcontractor’s experience be acceptable as long as we have a legally binding teaming agreement?
No. Key subcontractors are those anticipated to perform 25% of the work under this contract.
2 26 B3 Paragraph: c.
Page number: 3
Is the contractor required to mobilize onto a Government facility and use Government equipment such as computers? Does contractor have the option of working out of their own offices on Guam?

The only Government-furnished equipment (GFE) that will be provided is auto-samplers (quantity and location of GFE to be determined) for Contractor use and/or installation for the performance of stormwater or wastewater sampling, as specified in Section 2.4.4. of Section C, 0200000 PWS Management and Administration. The contractor does have the option to work out of your own offices on Guam.
2 27 M6 Paragraph: b.
Page number:54 Paragraph: a. Submittal Page number:59

2 28 M6 (4) Factor 4 Paragraph: a. Submittal Page number:59
Is Factor 4 pricing just the items in section a. (i) and (ii); and is this considered the entire price proposal?
Yes.
2 29 M6 (4) Factor 4 Paragraph: b. Basis of Evaluation Page number:59
Analysis of the price is the comparison of the AE costs and GE. Would the government be furnishing detailed information of the CLIN and ELIN requirements from the past contractor?
And if the past contractor has such information, would that contractor be eligible to join a WOSB team?
No. Key subcontractors are those anticipated to perform 25% of the work under this contract.
