SOLICITATION N4019220R1820; ENVIRONMENTAL COMPLIANCE INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) SERVICES AT JOINT REGION MARIANAS (JRM), GUAM

RFI NOTICE 06

RFI # Notice Qstn #

Reference Question Government Response

6 494 ELIN A024 and A132 These activities will require removal of manhole covers to access sample points. Will the selected contractor be allowed to remove manhole covers?

Yes, successful offeror will be allowed to remove and replace manhole covers during sampling.

6 495 ELIN A028 and A149 Collection of samples will require a boat to access Tipalao Bay. Can the government clarify the depths as described in the permit as “one mid-depth” and “one bottom grab” depth?

"Bottom" grab sample is approximately 120-130 ft from the surface. "mid-depth" is approximately 60 ft from the surface. Please see Part I, Section E of the NPDES Permit, which was provided in RFI Notice 1, Question 7 Enclosure.

6 496 A028 and A149 Table 1 in the NPDES permit identifies various frequencies (weekly X 3, monthly, quarterly, biannually, and annually) for sample collection/analysis. A028 seems to imply costing on a quarterly basis. Is this correct? If so, would this imply 18 weekly events per quarter? How should biannual and annual sampling be costed? Is A149 to be costed as one event to include all sampling requirements: weekly X 3, monthly, quarterly, biannually, and annually. Please advise.

A028 encompases all of the weekly, monthly and quarterly parameters as listed in Table 1 and Part E of the AHWWTP NPDES Permit. 3rd quarter sampling and monitoring to include the two (2) semi-annual parameters (Bromoform and Dioxin).

A149 is for the annual sampling and monitoring parameters as specified in the AHWWTP NPDES permit (GU011019).

(See RFP Amendment 0003)

6 497 ELIN 234 and 235 (Non- Recurring Work)

In going through all of the option year tasks, there is what we believe to be a typo on the OY4 Non-Recurring worksheet for tasks E234 and E235.

On that worksheet the quantities shown are 650 and 450, respectively. On all of the other Non- Recurring worksheets, those quantities are shown as 1 and 1.

The descriptions state that 650 total number of samples are expected for E234 and 450 for E235. We are assuming that the quantities should be 1 for both on the OY4 worksheet.

Could Government please confirm this?

ELIN quantities as stated in the RFP are correct, however, descriptions are amended.
