About this file
This is Amendment 0003 to solicitation N4008526R0037, a design-bid-build contract for military construction at Camp Lejeune, North Carolina, issued by NAVFACSYSCOM Mid-Atlantic Contracting Core on February 13, 2026. The proposal due date remains unchanged at February 26, 2026, no later than 1400 EST. The amendment provides three primary deliverables: amendments to the Price Proposal Form, a Site Visit Sign-in Sheet documenting attendees from February 9, 2026, and responses to pre-proposal inquiries.
The amendment clarifies pricing requirements for three separate building projects (P1574, P1591, and P1592). Contractors must provide Furniture, Fixtures, and Equipment (FF&E) pricing separately for each building using Line Items 0015, 0016, and 0017 respectively, with a government-estimated budget of $386,202 for each project. Demolition work for all three sites is to be provided as a separate base price. Key responses to pre-proposal inquiries address electronic vs. hard-copy bid bond submission (electronic acceptable), FF&E mock-up requirements (separate mock-ups required only if building finishes differ), QC specialist and Air Barrier Inspector requirements (both required), mechanical system specifications, permitting responsibilities, commissioning requirements, and sustainability/air barrier system compliance. The contract Point of Contact is Simone Arrington at simone.m.arrington.civ@us.navy.mil or 757-341-1224. Additional responses to several inquiries remained under review at the time of this amendment and were scheduled for inclusion in Amendment 0004.

NRMCA’s website indicates Craftsman and Installer certifications only for Pervious Concrete. ACI currently has a Concrete Flatwork Finisher certification; their website indicates only 11 are certified in North Carolina.
2/12/26 33 30 00:
2.2.3 & 33 40 00: 2.4.3
Please consider removing the ASTM C923 requirement as some of our precast providers are refusing to quote the project if this is truly required.
Will clarify by Amendment.
2/12/26 Is ½ inch conduit allowed on this project? Base usually does not allow this
½-inch conduit is acceptable for lighting and power circuits in accordance with specification section 26 20 00, paragraph 3.1.3
2/12/26 Is MC Cable allowed for 6ft lighting whips? MC cable is not permitted for 6-foot lighting fixture whips. Provide flexible metal conduit (FMC) for these connections instead.
2/12/26 01 32 17 Spec Section 01 32 17 for P1574, P1591 and P1592 requires the contractor to provide a Cost-Loaded Network Analysis Schedule (NAS) for this project and that the purpose of the Cost-Loaded NAS is to report progress, evaluate time extensions, and provide the basis for progress payments. Spec Section 01 20 00, Paragraph
1.3.1 for P1574, P1591 and P1592 further clarifies that a Schedule of Prices must not be used with cost-loaded Network Analysis Schedule (NAS). A Cost-Loaded Network Analysis Schedule will be extremely expensive for the contractor to produce and update on monthly basis. Historically, the use of Cost-Loaded Network Analysis Schedules have not provided any value-added benefits to the Government or the Contractor on projects of this type. They only add another layer of complexity to complex MILCON projects. Also, the Government will have to appoint their own qualified scheduler to the project who is proficient in Primavera P6 just to analyze the Contractor’s Cost-Loaded NAS for justification of monthly progress payments from the Government to the Contractor. Can the requirements for the contractor-provided Cost-Loaded Network Analysis Schedule (NAS) and Earned Value Report be changed to a Non- Cost-Loaded Network Analysis Schedule and a Schedule of Prices by amendment?
***Amendment 0004
2/12/26 01 30 00 Para 1.4
Spec Section 01 30 00, Paragraph 1.4 for P1574, P1591 and P1592 requires the contractor to provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in file format showing the sequence and progress of work. However, contractor personnel are prohibited from taking any pictures within the MARSOC compound area. Can the requirement for monthly progress pictures be removed from the project by amendment?
***Amendment 0004
2/12/26 01 31 23.13
Spec Section 01 31 23.13 20 for P1574, P1591 and P1592 requires the contractor to utilize the Naval Facilities Engineering Systems Command's (NAVFAC's) Electronic Construction and Facility Support Contract Management System (eCMS) for the transfer, sharing, and management of electronic technical submittals and documents for the project. eCMS is a web-based program that should be available for the Government’s and Contractor’s use during the project’s normal working hours of 7AM to 3:30PM. However, eCMS continues to have ongoing technical difficulties that cause the program to be periodically unavailable for use during normal working hours for the Government and the Contractor. In addition, there is no sense of urgency by the eCMS technical support team to restore service to eCMS when support tickets are submitted to them by contractor personnel. Can it be confirmed by Amendment that eCMS will be functional during normal working hours for this project after award?
Per eCMS POC: Please refer to the alternative submittal procedures including the specifications for periods when eCMS is not available.
There's no way to predict or guarantee the availability of the application. 1.1 CONTRACT
ADMINISTRATION
Utilize the Naval Facilities Engineering Command's (NAVFAC's) Electronic Construction and Facility Support Contract Management System (eCMS) for the transfer, sharing, and management of electronic technical submittals and documents. The web-based eCMS is the designated means of transferring technical documents between the Contractor and the Government. Paper media or e-mail submission, including originals or copies, of the documents identified in Table 1 are not permitted, except where eCMS is unavailable, non-functional, or specifically requested in addition to electronic submission.
2/12/26 01 33 29 Spec Section 01 33 29 for P1574, P1591 and P1592 requires that the contractor provide sustainability documentation and reporting submittals per the federally mandated High Performance and Sustainable Buildings (HPSB) or HPSB "Guiding Principles" (GP). However, Executive Order 14154 (Unleashing American Energy) eliminated the mandatory requirement for High Performance and Sustainable Buildings via the elimination of Executive Orders EO14030 (Climate- Related Financial Risk), EO 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability) and EO 14082 (Implementation of the Energy and Infrastructure Provisions of the Inflation Reduction Act of 2022). These Executive Orders can be accessed at https://www.federalregister.gov/documents/2025/01/29/2 025-01956/unleashing-american-energy . Also, this requirement adds unnecessary costs to the project that have no value-added benefits? Can the requirements for Spec Section 01 33 29 be removed from the project by Amendment since this requirement is no longer mandatory?
NAVFAC has not implemented the reduced Sustainability directive at this time.
2/12/26 01 45 00 Para 1.6.4
Spec Section 01 45 00, Paragraph 1.6.4 for P1574, P1591 and P1592 requires that the contractor provide Commissioning (Cx) in addition to the quality control requirements of this section and not as a substitute for quality control requirements. However, Spec Section 01 91 00, Paragraph 1.1 indicates that Government has hired an independent Commissioning Firm for the project. Can it be confirmed by Amendment that the requirements for Total Building Commissioning is the Government’s responsibility?
***Amendment 0004
2/12/26 07 05 07 27 10 07 27 26
Spec Sections 07 05 23, 07 27 10 and 07 27 26 for P1574, P1591 and P1592 require the contractor to provide an Air Barrier System and associated testing for the (3) new facilities required for the project. Also, the additional costs to provide and install the required air barrier system will far exceed the cost savings achieved via energy efficiency over the total life cycle of these (3) facilities. Can the air barrier requirements for Spec Sections 07 05 23, 07 27 10 and 07 27 26 removed from the project by Amendment since this requirement is no longer mandatory?
NAVFAC has not implemented the reduced Sustainability directive at this time.
2/12/26 09 97 13.27 Spec Section 09 97 13.27 for P1574, P1591 and P1592 references a requirement for HIGH PERFORMANCE COATING FOR STEEL STRUCTURES which requires the coating contractor to be SSPC QP1 certified? It is our understanding this requirement is only applicable exterior steel structures. Is our assumption correct?
Yes. 09 97 13.27 Para 3.2 states:
"Coat exterior surfaces of structure including steel roof, shell, legs, stair, railing, and other exterior appurtenances. Refer to Section 09 96
00 HIGH-PERFORMANCE

However, the FF&E estimate has been omitted from Project RFP Price Schedule. Can the FF&E estimate(s) for the (3) Facilities be provided by Amendment?
Government estimated FF&E will be provided by Amendment which will be ____ for P1575, $341,463.96 for P1591 and $341,463.96 for P1592 . In addition, changes have been made to FFE&AV Bid Notes #5, FFE&AV Bid Notes 6 and General bid notes #2.

However, there is no Specification Section or budget for the required A/V equipment for the project. The project drawings for P1574, P1591 and P1592 only indicate the rough in locations for the A/V Equipment in the event that CLIN Option Items 0007, 0011, 0014 are awarded.
Can the Specifications for the A/V equipment that may be required for the project be provided by Amendment?
The A/V system is Government furnished and Government installed. Refer to the Audio Visual Legend on sheet TT001.
2/12/26 13 34 19 Para 3.6
Spec Section 13 34 19, Paragraph 3.6 for P1574, P1591 and P1592 states for the contractor to conduct Special Inspections per structural steel inspections as indicated in the Schedule of Special Inspections. The only special inspections that will need to be performed on site are for inspection and documentation of the Bolted Connections for the Pre-Engineered Metal Building (PEMB) Components. All welding of the required structural components for (3) PEMB’s will be performed offsite by the PEMB Manufacturer during fabrication process at the PEMB factory. Can the special inspection requirements for (3) PEMB’s be removed from the project by Amendment?
No, special inspections requirements can not be removed. Refer to Schedule of Special Inspections and the material specifications for Special Inspection requirements.
