About this file
This is a Standard Form 30 (SF 30) amendment to a federal solicitation for a Design-Bid-Build project at Camp Lejeune, North Carolina. Amendment 0002, effective February 4, 2026, was issued by NAVFACSYSCOM Mid-Atlantic Contracting Core and is administered by the same office located in Norfolk, Virginia. The solicitation number is N4008526R0037, and the proposal due date remains unchanged at February 26, 2026, at 1400 EST. The contracting officer point of contact is Simone Arrington (simone.m.arrington.civ@us.navy.mil, 757-341-1978).
The amendment modifies Section 01 78 00 specifications by omitting paragraph 3.5 "Real Property Record" in its entirety and replacing it with paragraph 3.5 "Transfer and Acceptance of Military Real Property." The revised specifications establish detailed requirements for preparing DD Form 1354 documents (Transfer and Acceptance of DoD Real Property) and include comprehensive definitions for various facility types, cost categories, and submission timelines. Contractors must submit an Interim DD Form 1354 with estimated quantities and costs within 30 calendar days after the pre-construction conference (or 30 days after IFC drawings are submitted for Design-Build contracts), and a Final DD Form 1354 30 days prior to the beneficial occupancy date. The amendment also revises base access instructions, requiring prospective bidders to submit attendee names for site visits to brandon.a.williams.civ@socom.mil and Michael.Foy@socom.mil by February 5, 2026, at 1200, with contractors reporting to the MARSOC Visitor Center on February 9, 2026, at 1300. An appendix provides standardized unit of measure abbreviations for use in real property documentation.
